Viz:

On page 108, line 12, strike "10" and insert "5".

On page 108, line 15, strike "10" and insert "5".

On page 108, between lines 23 and 24, insert the fol-
4 lowing:

(3) The Secretary shall retain 5 percent of all

penalties paid and not refunded and credit that

amount to the Compliance Bonus Account for States

and Retailers.
