(4) COMPENSATION FUND.-

(A) TRANSFER OF FUNDS FROM TOBACCO
6
INDUSTRY PAYMENTS.-Not later than 30 days
7
after the date of enactment of this Act, the Sec-
8
retary of the Treasury shall transfer to the Cor-
9
poration, out of funds paid to the United States
10
by the tobacco industry, such sums as are nec-
11
essary to make due compensation to owners and
12
operators of tobacco vending machines and to
13
carry out the duties of the Corporation. Not
14
later than 1 year after such date, the Secretary
15
of the Treasury shall transfer to the Corpora-
16
tion out of funds paid to the United States by
17
the tobacco industry, such additional sums as
18
may be necessary for such purposes.

(B) RULES FOR DISBURSEMENT OF
20
FUNDS.-
21
(i) PAYMENTS TO OWNERS AND OPER-
22
ATORS.-The Corporation shall disburse
23
funds to compensate the owners and opera-
24
tors of tobacco vending machines in ac-
25
cordance with the following:
