Such schedule of re- 4 ductions shall be established by regulation and 5 published in the Federal Register. 6 "(2) MAXIMUM.-No grant or combination of 7 grants under this subpart shall exceed the cost of 8 tuition and fees at the institution at which that stu- 9 dent is in attendance. If, with respect to any stu- 10 dent, it is determined that the amount of a grant ex- 11 ceeds the cost of tuition and fees for that year, the 12 amount of the farmer opportunity grant shall be re- 13 duced to an amount equal to the cost of tuition and 14 fees at such institution. 15 "(3) PROHIBITION.-No grant shall be awarded 16 under this subpart to any individual who is incarcer- 17 ated in any Federal, State, or local penal institution. 18 "(c) PERIOD OF ELIGIBILITY FOR GRANTS.- 19 "(1) IN GENERAL.-The period during which a 20 student may receive grants shall be the period re- 21 quired for the completion of the first undergraduate 22 baccalaureate course of study being pursued by that 23 student at the institution at which the student is in 24 attendance, except that any period during which the 25 student is enrolled in a noncredit or remedial course
