Rico.
The Foundation, now in its eleventh year, has
awarded a total of 2,712 Goldwater Scholarships worth
approximately twenty-eight million dollars and plans
to award up to 300 scholarships in FY 2000.
Identical letters have been sent to the
President of the Senate and the Speaker of the House.
On behalf of all the Members of the Board of

ANNUAL REPORT FOR FISCAL YEAR 1999
TO THE PRESIDENT AND TO THE CONGRESS
OF THE UNITED STATES
(PUBLIC LAW 99-661)
PURPOSE OF THE FOUNDATION
The Barry M. Goldwater Scholarship and Excellence in Education
Foundation is a federally endowed agency established by Congress by
Public Law 99-661 - on November 14, 1986. The Foundation was estab-
lished in recognition of Senator Goldwater's fifty-six years of
service to the United States as a soldier and statesman, including
thirty years as a U.S. Senator.
In view of Senator Goldwater's longstanding special interest
in the education of America's youth, particularly in the fields of
science and mathematics, Senator Sam Nunn proposed the establish-
ment of a scholarship program encouraging outstanding students to
pursue careers in these fields.
The Scholarship Program, designed to foster and encourage
excellence in science and mathematics, and which now includes the
engineering disciplines, was approved by Congress as a tribute to
the leadership, courage and vision of Senator Barry Goldwater.
BOARD OF TRUSTEES
A Board of thirteen Trustees, who serve without pay, governs
the Foundation. Eight, not more than four of whom shall be of the
same political party, are appointed by the President, with the
advice and consent of the Senate. Two are members of the Senate
appointed by the majority and the minority leaders of the Senate.
Two are members of the House of Representatives, appointed by the
majority and minority leaders of the House of Representatives. The
Secretary of Education also serves as a Trustee, in an ex-officio
capacity.

THE GOLDWATER SCHOLARSHIP PROGRAM
The general guidelines and other information regarding the
Goldwater Scholarship Program are fully explained in the 1999
Bulletin of Information at Appendix A.
In March 1999, the Board of Trustees of the Barry M. Goldwater
Scholarship and Excellence in Education Foundation awarded 305 one
and two year scholarships for the 1999/2000 academic year to
college sophomores and juniors for use during their undergraduate
studies.
The Goldwater Scholars were selected on the basis of academic
merit from a field of approximately 1200 mathematics, science and
engineering students nominated by the faculties of colleges and
universities from the fifty States and Puerto. The scholarships
cover the cost of tuition, fees, books and room and board up to a
maximum of $7,500 annually. Sophomore Scholars are eligible for
two years of support.
The Goldwater Scholars have very impressive academic qual-
ifications in a wide variety of scientific, mathematical and
engineering disciplines and intend to pursue a Ph.D. and careers in
those fields. During the last several years many Goldwater
Scholars have received prestigious post-graduate fellowships from
various sources. Goldwater Scholars have been awarded thirty-one
Rhodes Scholarships (six of the thirty-two selected in the U.S. for
1999), and twenty-two Marshall Awards, in addition to numerous
other prestigious graduate fellowships. The names and schools of
the Goldwater Scholars for the 1999/2000 academic year are listed
in Appendix B.
FINANCIAL SUMMARY
In FY 1999, the Foundation Trustees authorized an additional
maximum expenditure of $3,060,000 to the new Goldwater Scholars
payable over three fiscal years.
The actual outlays for scholarship grants during the fiscal
year amounted to $2,855,663 and the administrative expenses
incurred in connection with the above grants and for the ident-
ification, nomination and selection process of the 1999 Goldwater
Scholars totaled $399,522. Total Foundation expenditures for FY
1999 amounted to $3,255,105.
The original Foundation endowment of $40,000,000, which is
totally invested in Federal Government Securities, is currently
valued at $61,523,378. The Goldwater Scholarship Foundation's
financial statement for FY 1999 is included at Appendix C.
BOARD OF TRUSTEES ACTIVITIES
In accordance with Foundation by-laws, the Board of Trustees
met this year on March 24, 1999. The Trustees awarded 304
Goldwater scholarships for the 1999/2000 academic year. After a
later review an additional Scholar was added to correct an
oversight during the selection process, which brought the total
number of Scholars for the year to 305. The Trustees also decided
to award as many as 300 scholarships during the 2000/2001 academic
year. The scholarship allowance for books was increased from $600
per year to $750.
Dr Roger Angel was appointed by the President and approved by
the Senate to replace Mr Charles Szu as a member of the Board of
Trustees.
2000/2001 PROGRAM
In August 1999 the Foundation initiated its twelfth annual
scholarship program. All of the accredited two and four year
colleges and universities nationwide have been invited to
participate in the 2000/2001 program and more than 1100 have
appointed Goldwater Faculty Representatives to administer the
scholarship program.

This year the Foundation named its eighth class of James
Alan G. Lowy
Madison Fellows. Most of these 63 Fellows commenced their graduate
study during the summer and fall of 1999. Additionally, the Foundation
Marc R. Pacheco
conducted its seventh Summer Institute on the Constitution. This four-

week Institute, a requirement of all Fellows in which they earned six
