Thank you P02 02-25-94 10:53 AM FROM DOT/OST PUBLIC AFFAI EMERGENCY FLOOD REPAIR FUNDING TO IOWA UNDER THE LOCAL RAIL FREIGHT ASSISTANCE PROGRAM o Under the Local Rail Freight Assistance Program, the State of Iowa has been granted a total of $3,616,542 in emergency funding to repair 37 flood-damaged lines of the following railroads: Railroad Amount Iowa Interstate Railroad $867,025 Iowa Northern Railroad 660,307 Chicago, Central & Pacific Railroad 651,463 Soo Line Railroad 620,000 Chicago & North Western 507,300 Cedar Rapids & Iowa city Railway 116,456 Keokuk Junction Railroad 77,767 Iowa Traction Railroad 34,158 Davenport, Rock Island and North Western Railway 31,593 Cedar River Railroad 24,473 Council Bluffs Railway 16,000 Burlington Junction Railway 10,000 This funding was critical to the restoration of rail freight service to numerous small communities in rural Iowa. To ensure the expeditious distribution of the funding, FRA waived many statutory and regulatory requirements and processed applications within 10 days of receipt. P03 02-25-94 10:53 AM FROM DOT/OST PUBLIC AFFAI IOWA FLOOD UPDATE February 23, 1994 To date, $16.7 million in Federal-aid funds have been committed to Iowa. The funds are being used for restoration of a total of 500 sites (bridges and highways) in 83 counties and 13 cities. 50% of the restoration work has been completed. Highway 71, a North-South route in the western part of the state (an NHS route), had a bridge completely washed out. Detours are currently in place while the bridge is being restored. $1.6 million in federal funds are being used toward the restoration effort due to be completed sometime in 1995. Highway 65 in Bondurant (non-NHS route) received $250,000 in ER funds to repair damage to 3/4 mile of pavement. Secretary Peña visited this site. D.C. 20201 FEB 24 1994 TO: Kevin FROM: Gabrielle SUBJECT: Iowa Immunization: $3,218,844 LIHEAP Contingency Funds: $8,054,083 Head Start: In FY 1993, 18 Head Start programs in Iowa were funded at a level of $20,111,000 and 5,758 children and families were serviced by Head Start. In FY 1994, Iowa Head Start programs will receive funding increases totalling $3,641,000, resulting in a FY 1994 funding level of $23,752,000. Status of Iowa waivers: Iowa submitted a request for a modification of waivers for the Iowa Family Investment Program demonstration on January 13, 1994. ACF approved amendments to the first waiver so that a more generous earned income disregard would not apply in determining the AFDC eligibility of new applicants, but would be applied in determining their benefits if they were determined eligible. ACF is in the process of reviewing the second requested modification, which would allow the State to make an entire case ineligible when the only child in a case fails to fulfill a responsibility under the Family Investment Agreement. Currently the waiver allows for a sanction that only reduces AFDC benefits. Flood Relief: HHS has obligated approximately $25 million to the State of Iowa to assist victims of the Midwest Flood. Approximately $9 million has been provided through SAMHSA to assist with crisis counseling and substance abuse treatment. About $6 million has been provided to assist with community health center clinics providing primary care, maternal child health services, family planning and dental health services through HRSA. Almost $3 million has been provided through CDC to assist in traditional public health services, such as disease surveillance and sanitation services. Another $6 million has been provided through the Department's social service programs to assist victims who need housing related services and assistance for seniors. 02/25/94 10:14 202 504 5126 +++ FEMA-EX-PA 002 Paige- The Army Corps of Engineeers expects to repair 49 levees in Iowa at a cost of $7 million. Repairs are complete or underway on about half of those. Although permanent repairs won't be complete until December of this year, the Corps anticipates completing "initial" repairs by the end of March. Initial repairs are quick fixes to plug the holes in levees and get them back to the same level of protection as the levee had previously. Then after the spring flooding, the levees will be re-vegetated, small sloughs will be repaired, final repairs will be made to internal drainage systems, etc. Louisa County Levee District No. 8 is awaiting a Soil Conservation Service buyout process expected to be completed in April. To prepare for the possibility of Spring floods in Iowa, the Corps is procuring and prepositioning sandbags; prepositioning pumps; meeting and planning with FEMA, state and local agencies; and coordinating closely with the National Weather Service in an effort to predict probable locations of flood events. -S. -Scott/25 Feb 94 IOWA ACQUISITION/RELOCATION STATUS I. APPROVED PROJECTS 2/25/94 The following projects, representing a combination of acquistion/relocation and elevation in place of flood damaged properties have been approved by FEMA and funding has been provided to the State of Iowa. Local governments are in the process of implementing these projects, and in many instances homes have been acquired or are in the process of being elevated. These grants total $894,115. EDA has invited applications from 13 communities to assist in funding needed public works and development facilities for post-flood economic recovery (see attached list). These grants amount to $17.1 million. EDA is also reviewing proposals for levee repairs that were recently received in response to a notice published in the Federal Register on December 29, 1993. December 7. IV. SUMMARY In total, the State of Iowa expects to forward to FEMA and other agencies, applications for at least 26 communities to acquire, relocate or elevate almost 1,000 structures for a total of more than $14 million.
