Subject: Re: Fatherhood
Thanks for sharing the proposed Fatherhood guidance format. It looks like a really impressive and
comprehensive approach. The following are comments/questions from Andrea, Margy and me.
Let me know if 11:30 works for you on Friday. Also, do you have the list of contacts who will be
representing the various agencies? Thanks again -- this looks very good!
Questions:
1. Have you thought at all about external consultation we've gotten at least one inquiry and I suspect
you have too.
2. Looks like you've put an 11*11 next to all the Tier One items is that what you intended, or would you only
provide Tier Two info for certain items?
3. How would you envision addressing policy options available to states (or communities), for example in
the child support area (arrearages, interest, etc). [see (3) in Exec Memorandum].
4. Approx. how long do you think the whole thing will be? I think there's an important balance to be struck
between being very thorough and making sure it's accessible/user friendly.
5. In particular, Sections 2 (except model programs), 3, and 4 seem geared mainly to groups who want to
start a program - sort of a 'tool kit' or 'how to' guide approach. Is that how you picture this? Could
"data/research findings" also go under Section 1, and if so, would this be where you lay out the familiar
stats about the implications of father absence and involvement?
6. I'd imagine that providing guidance for developing a funding application (Sec. 4) would be hard to do in
a generic manner but if you think it can be done, fine.
7. DOL's suggested questions were geared to the individual. I do think there's some merit to that approach
though I realize it's hard to mix audiences. I wonder if there's a way to do a Frequently Asked Questions
section that would have very basic info, which would then refer people to more detailed info in the rest of
the document if they need it. [(2) in Exec Mem specifically cites "families"]
8. Where would you address (4) in Exec Mem - through program examples?? We need to think more
about how we can ensure that we fully address issues of specific groups of fathers in "fragile families" --
noncustodial fathers, incarcerated fathers, teen fathers.
9. We should make sure that we highlight how to partner with public partners (e.g. courts, child support
agencies, job training, etc.) as well as private partners under the partnerships section.
