SECTION 8 UTILIZATON PLAN. Before a PHA may spend funds, or obtain a grant,
pursuant to this section, the PHA must develop a Section 8 Utilization Plan that describes
the specific ways in which the PHA will use the funds authorized to be spent under this
section, as well as other steps the PHA is taking to increase the utilization of Section 8
funds. The Plan shall include a copy of the most recent year-end statement for the PHA's
tenant-based rental assistance program. The Plan shall be available to the public on
request and shall be included in the next annual PHA Plan submitted to the Department.

LIMITATIONS.(a) A PHA shall not be eligible to expend funds authorized under this
section, or granted under the Housing Voucher Success Fund, if:
