Participation requirements eliminated for food
stamp E&T program
High effective federal matching rate:
Every state dollar spent on food stamp E&T is
matched with a federal dollar
By creating job slots, the state allows its people
to continue to receive food stamp benefits, which
are funded with 100 percent federal funds
Possible funding source for programs combining
substance abuse and job skills training
States cannot increase food stamp E&T spending for
TANF recipients above 1995 levels
