TANF HIGH PERFORMANCE BONUS CHILD CARE MEASURE
SCHEDULE
Final rule published August 30 -- our intent is to publish guidance by the end of
calendar year 2000.
OVERARCHING PRINCIPLES
Measures and scoring methodology should:
1. reflect outcomes rather than process reward positive performances;
2. be simple to understand and administer;
3. be based on the best information available uniform, objective and reliable State
data;
4. produce no unintended consequences;
5. take varying state economic consequences and policies into account; and
6. not impede CCDF and TANF legislatively-mandated flexibility.
The three measures work in tandem to balance the trade-offs among coverage, co-
payments and reimbursement rates.
COMPONENTS OF THE BONUS FIXED IN REGULATION
Award $10 million annually to top ten competing States based on size of their TANF
grant relative to other high performing States.
THREE COMPONENTS:
1. ACCESSIBILITY the proportion of eligible children receiving child care services
(2001/2002 weighting - -- 60%/50%)
2. AFFORDABILITY assessed co-payment rates in relation to reported income
(40%/30%)
3. QUALITY -- State reimbursement rates in relation to local market rates (0%/20%)
To be eligible to compete, States must fully obligate their CCDF matching funds
awarded in the bonus performance year and fully expend matching funds awarded in
the preceding year.
Bonus payments will be made in 2002 based on FY 2001 performance. Accessibility
and Affordability criteria will be used for FY 2002 bonuses. The Quality factor will be
added for the FY 2003 awards.
DATA SOURCES: ACF 800, ACF 801, ACF 696 (for the FY 2001 performance year).
