Simplified Food Stamp Program - 7 CFR 273.25.
In writing the proposed rule, the Department limited the regulations to those areas
of the statute where the Department has explicit authority to establish rules for the
operation of a Simplified Food Stamp Program (SFSP) or where clarification is needed.
Since the purpose of an SFSP is to simplify the administration of the Food Stamp
Program for States while maintaining the nutritional safety net for applicants or
recipients, the Department chose not to regulate many features of the SFSP so that States
would have the flexibility to design programs that best serve their particular needs and the
needs of the low-income families they are serving. The Department intends to maintain
these goals in final regulations.
118 organizations commented on the proposed regulations for the SFSP.
1. Clarification of Households Eligible to Participate in an SFSP
Approximately one third of the commenters suggested that final regulations
should make it clear that participation in the SFSP is limited to households in which at
least one member is receiving "assistance" under a program funded through the
Temporary Assistance for Needy Families (TANF) grant to distinguish such households
from those who are receiving other benefits not categorized as assistance. As the statute
specifically restricts participation in an SFSP to households receiving "assistance" under
