    "ocrText": "to inform the household of its liability for overissuances which result from erroneous\ninformation given by the authorized representative. We would also remove current\nparagraph (3) regarding nonhousehold members who can apply for minors and include\nthe content in new paragraph (f)(ii).\nWe also proposed to remove the information in introductory paragraph 7 CFR\n274.5(a) and the first sentence of paragraph (b) because they are unnecessary. The\ncontents of paragraph (a)(1) and the second sentence of paragraph (a)(2) would be\nincluded in new paragraph (g)(2) entitled \"Obtaining food stamp benefits\" with minor\neditorial changes. The new paragraph would include the current provisions for\nencouraging the household to name an authorized representative for obtaining benefits at\nthe time of application, that the representative's name be recorded in the household's\ncasefile and on its ID, and that the representative for obtaining benefits may be the same\nperson designated to make application on behalf of the household. In new paragraph\n(g)(2)(ii), we proposed to include a reference to 7 CFR 274.10(c) which provides for\ndesignating an emergency authorized representative subsequent to the time of\ncertification.\nWe proposed to add a new paragraph (3) entitled \"Using benefits.\" This\nparagraph would include the information currently contained in 7 CFR 274.5(a)(6) and\n(7) and 274.5(c). The last sentence in 7 CFR 274.5(c) which prohibits a person\ndisqualified for committing an intentional Program violation from using benefits on\nbehalf of the household would be removed."
