Washington Post story on HUD's TOP Grant program The TOP (Tenant Opportunity Program) has been superseded by the ROSS (Resident Opportunity and Supportive Services) program, which mandates much tighter controls on grant monies for tenant services and deemphasizes tenant groups as grantees. Instead, housing authorities and non-profit groups are now able to apply for and receive money for tenant services. None of the tenant groups identified in the most recent HUD auditor's report are receiving grant money under the new ROSS program The Post story missed the positive stories of grant money being spent on valuable tenant services, including AIDS counseling, "meals on wheels" programs for the elderly, and sign language training. The DC resident councils have not yet given their final responses to the latest audit report and it is expected that they will be able to provide additional documentation of how the grant monies were spent. HUD has been proactive in response to complaints about consultants by sharing complaints about individual contractors with all resident councils who employed that contractor and, where appropriate, requesting further investigation by the HUD Office of the Inspector General.
