Gene is aware of the IDA program as a potential part of the New Markets discussion. Regarding Admin
views on Pitts-Stenholm/Lieberman-Santorum I've asked Treasury to clarify their views. Aside from
Treasury and NEC policy views on the bill, we will be cautious so long as there's some chance for our
RSA proposal in this Congress. Other thoughts, Jason?

I'll respond back re: cars (there are a variety of views in the IDA field on this - a number of IDA program
operators welcome the additon of cars, and in fact Michael Sherradin has expressed support for our
proposal). What do you think about his question on New Markets negotiations? Bruce is generally
supportive of doing something positive on IDAs - maybe a supportive statement about concept of the
Lieberman/Santorum, Stenholm/Pitts proposal while noting a few specific concerns?? Jason, I'd sent a
note last week to see if you, Cliff and I can discuss this. Can we?
