You all may already have this worked out - and I'm sure your notes from the early May call are just like
mine. But, just in case: we ended that call with an agreement to talk again, after the draft evaluation
design was ready. We wanted to see the draft evaluation design to resolve a couple of remaining issues.
1) could the evaluation design accommodate the need for evaluation of the food stamps waiver we
contemplated as a way to avoid a legislative change to exempt the income in an IDA from the assets
calculation?, and 2) finalize the legislative request a change in research $.

Zoe,
I don't know why this has become so difficult but I spoke again to Yolanda Butler at HHS-ACF about a
conference call. I repeated that, in OMB's view, the conference call in early May did not resolve finally
the issues we raised in the 4/21 pass-back, as well as OMB's request for (1) a list of allowable costs for
the administrative portion of the funds and (2) a projection of the number of individuals that would be
made newly eligible by the expanded eligibility criteria in the bill.
Yolanda repeated that HHS thought the pass-back issues had been resolved, adding that they are
reluctant to schedule another conference call until they know very specifically the issues to be addressed.
Re the list of allowable costs, she indicated that there is no guidance on the issue (?). Finally, although
she said that HHS is uncomfortable estimating the number of newly served individuals because that figure
is dependent on information and data within the exclusive purview of Treasury and HUD, they would defer
to Richard Saul, the Director of the demonstration program, were he not on extended leave until the end
of June. At the same time, however, she said that HHS is anxious to have OMB clearance asap because
they are hoping to use the child support legislation as the vehicle for this bill and they don't want to miss
that opportunity, which could arise within the next few weeks.
