Subject: IDAs and Labor/HHS appropriations
As you know, Individual Development Accounts (IDAs) are funded in the Senate Labor/HHS approps at
the current funding level of $10 million; the administration's budget proposed an increase to $25 million.
[A number of Senate Democrats have expressed interest in the Administration's proposal to expand the
use of IDA proceeds for car purchase (lots of rural states with no public transit represented on Finance).
That change is proceeding - tho we are still looking for a vehicle (sorry, it's hard not to use that phrase
here).]
There has been some discussion with Daschle's office of finding an offset for the administration's
proposed increase in IDA funding so that a floor amendment could be offered when the approps bill
comes up for a vote (still Thursday, last we heard). Internally, we have discussed the possibility of using
the unspent funds from the Refugee and Entrance Assistance Program. These funds have been growing
since the passage of welfare reform - for a good reason. Many of the refugees who were getting refugee
assistance are now eligible fot TANF assistance under new rules for 2-parent households. (TANF is
possibility better for these families because it is not limited to 8 months, as the refugee assistance is.)
This year, I understand that the predicted 40 M in unspent funds has grown to 66 M actual.
In the past when the unspent funds were limited to 10 -20 M a year, no proposals to offset were made. It
is a favorite program of Rep. Obey. That is the potential difficulty of using this funding source. However,
the amount unspent has grown so large, it may be the right time to propose an offset. On the other hand,
it could also call attention to the growth in unspent refugee assistance funds.
Overall, if you all agree, Andrea and I think it would be OK to share the information (including the potential
difficulty on the House side) with friends in the Senate who have asked for such.
How should we proceed? Does this make sense? If so, should OMB check with HHS?
