On the 10th Anniversary of ADA, Vice President Gore announced that the Administration would launch a
series of new initiatives designed to promote the delivery of home and community-based services and
support for people with disabilities.
A new $50 million investment in FY 2001 to help states more easily offer service to people with
disabilities in the most integrated setting appropriate to their needs
New guidance to state Medicaid directors on Medicaid coverage of home- and community-based
services to help them reply with the recent Olmstead Supreme Court ruling
Creation of a nearly $20 million investment in a public-private partnership between the
Administration and the National Program Office on Self-Determination entitled Access Housing 2000
to help individuals with disabilities transition into community living
Take actions to increase home ownership, extend work incentives for individuals with disabilities to a
broader range of housing assistance programs, and promote the development of new assistive
technology for people with disabilities
Establishment of a National Mental Health Coalition to promote community-based services for
individuals with mental illnesses and substance abuse disorders

In an historic bipartisan agreement, the House passed the President's New Markets Initiative included
extension and expansion of Empowerment Zones and an increase in the low-income housing tax credit.

President Clinton signed into law H.R. 4425, the "Military Appropriations Act, FY 2001, Emergency
Supplemental Act, FY 2000, and Cerro Grande Fire Supplement," which provides substantial funding for
military housing programs.

In a memorandum to the Secretaries of State and Housing and Urban Development, President Clinton
asked HUD Secretary Cuomo to commence discussions with the Israeli government on issues pertaining
to affordable housing and community development, with the aim of establishing a binational commission
to structure a cooperative exchange program in this field.

President Clinton announced the release of guidance from HHS and HUD for housing and welfare
agencies to work together to help families in public and assisted housing move toward self-sufficiency.

President Clinton announced a proposal to expand the low income tax credit by 40 percent from $1.25 per
capita to $1.75 per capita, and to index the credit for inflation thereafter. The proposal would help create
an additional 180,000 units of affordable housing over the next five years to low income families.
May 10, 2000
President Clinton announced the HUD release of $22 million in Community Development Block Grants
to support rural housing and economic development in the Mississippi Delta. The grants will be awarded
on a competitive basis for economic revitalization and community development initiatives in the Delta
region.
Since President Clinton took office, HUD has provided $260 million to the Delta region through the
HOME Program, which helps state and local governments produce standard affordable housing for low-
and very low-income families.
