The Clinton Administration confirmed that the President's budget would include a $3,000 tax credit for
people with long-term care needs or their caregivers. In addition to the tax credits, the initiative would
provide $100 million in competitive grants to qualified low-income elderly housing projects (Section 202
projects) to convert some or all units into assisted living, so long as Medicaid home and community-based
services and services for non-Medicaid residents are readily available.

President Clinton announced plans to call for 120,000 new housing vouchers for America's hard-pressed
working families in his FY 2001 budget including 32,000 for families moving from welfare to work,
18,000 for homeless, 10,000 to help low-income families move to new housing constructed with the low
income housing tax credit and 60,000 allocated to local areas on a formula basis to help address the unmet
need for affordable housing. These new housing vouchers would enable families to move closer to a new
job, reduce a long commute, or secure more stable housing that would help get or keep a job.

The Clinton Administration highlighted new agreements on the FY 2000 budget. Housing initiatives
included:
$347 million in funding for 60,000 new housing vouchers for America's hard-pressed working
families
$10.8 billion for the renewal of all Section 8 contracts to protect rent subsidies for low-income
families
expansion of funding for affordable housing for the elderly and disabled by $911 million
$1.02 billion in funds for homeless assistance grants
$44 million to fight housing discrimination through HUD's Fair Housing laws
November 5, 1999
As part of his New Markets tour, President Clinton joined Speaker Hastert in Chicago to announce a
bipartisan agreement to develop a legislative initiative around new markets and the renewal of
impoverished communities. Among those initiatives was HUD's approval of an $18 million Section 108
Guaranteed Loan to augment a previously awarded $2.5 million Brownfields Economic Development
Grant.

Among other initiatives for community development, the Administration proposed to increase the on the
Low-Income Housing Tax Credit from $1.25 to $1.75 per capita restoring the value of the credit to its
1986 level and helping to create an additional 150,000-180,000 new low-income housing units over the
next five years.
