October 21, 1998
The President signed into law H.R. 4194, the "Departments of Veterans Affairs and Housing and Urban
Development and Independent Agencies Act of 1999." This Act included the President's request for an
additional 50,000 welfare-to-work housing vouchers to assist those welfare recipients for whom housing
assistance is critical to getting or keeping a job. The Act also proposed to reform HUD's single-family
disposition program, integrates and deconcentrates the nation's public housing, and invests $25 million to
initiate a "Play-by-the-Rules" program to make homeownership more accessible to 10,000 families with
good rental histories, but are not adequately served in the housing market.
President Clinton signed into law, the "Quality Housing and Work Responsibility Act of 1998," which
devolves authority over many areas of housing policy that affect low-income families and individuals to
approximately 3,400 state and local housing agencies that manage public housing or administer tenant-
based Section programs.

A White House press release highlighted the Administration's commitment to working on behalf of
African-Americans From 1994 to 1998, 628,000 African-Americans became homeowners. Housing
priorities include:
FY 1999 budget proposal of $25 million to fund a "Play-by-the-Rules" Homeownership Initiative and
a Homeownership Zone Initiative
Language in the Agriculture Appropriations bill that would waive the two-year statute of limitation
on discrimination complaints against USDA's farm and housing loan programs
Expansion of the Low-Income Housing Tax Credit by 40 percent to create an additional 150,000 to
180,000 quality affordable rental units
Doubling the number of civil rights enforcement actions by HUD by the year 2000
Commitment of $15 million by HUD to 67 fair housing centers around the nation
FY 1999 budget proposal of $10 million to detect and eliminate mortgage discrimination
Between 1993 and 1997 the Clinton filed more cases to enforce fair housing laws that any other
administration (more than 500 cases).

President Clinton signed into law H.R. 4059, the "Military Construction Appropriations act, FY 1999,"
which provides funding for military construction and family housing programs of the Department of
Defense.
September 19, 1998
Speaking to the Congressional Black Caucus, President Clinton called on Congress to draft a public
housing bill that includes the Administration's admission reforms to deconcentrate poverty, mix incomes,
and mix racial balances.
September 4, 1998
Vice President Gore announced the expansion of the "Officer Next Door" program to serve 1,000 more
law enforcement officers. The program enables officers to buy homes at half-price in distressed
neighborhoods.
August 6, 1998
President Clinton attended a conference sponsored by the White House and fifteen federal agencies
entitled, "Building Economic Self-Determination in Indian Communities." At the conference he directed
the Treasury and Housing and Urban Development Departments, in partnership with local tribal
