Subject: Re: TANF HPB comments
Lauren, even though we didn't have a chance to let you know DPC reaction to OMB comments before
you needed to send to Maddie, see Margy and my reaction below. We're fine w/ IMB
questions/comments with two exceptions:
1. comments on pp. 72, 165, 206: It's fine to ask the question, but it's premature to convey this as an EOP
preference. The decision about how to allocate funds in NPRM involved a lot of negotiation. This is an
issue we'll need to raise w/ Bruce and Barbara.
2. comments on pp. 142, 204: again, the issue of weighting measures involved a lot of negotiation in the
NPRM. While it's fine to ask the question, it's problematic to signal that EOP would want to change this
weighting in the final. If OMB were to want to revisit this issue, we'd definitely need to raise w/ Bruce and
Barbara.
Since you labeled the comments to Maddie as 'preliminary', I think you can follow up w/ her to either
revise the two points or at least give caveat that they do not represent official EOP position.
