We received no comments on the definition of "improvement rate,"
but we want to call attention to one point related to the use of
this definition. "Improvement rate" means the positive
percentage point change between the absolute rate of performance
in the performance year and the comparison year. Using this
definition in the high performance bonus system means that we
will be rewarding only positive, not negative, changes in
computing the improvement rate. We believe that this definition
will assure that the bonus is awarded to States that demonstrate
actual improvement over the comparison year. For example, a
State could, for the earnings gain measure in the comparison
year, have a negative improvement rate and in the performance
year have a lower negative improvement rate. We do not believe
we should reward States for a reduction in the level of negative
performance.
We received the following comments on this section:
Comment: One State asked that we add definitions for the terms
"TANF eligible," "employed recipient,' and "leaving TANF
assistance," as these terms have different meanings across
States.
