Reg. 68202 (Dec. 6, 1999) Dear Secretary Shalala: I am writing to express my support for the Department of Health and Human Services' efforts to develop additional measures for the TANF High Performance Bonus. As a U.S. Senator, I have devoted much of my time and energy to addressing the needs of low-income children and their families, and I feel strongly that the High Performance Bonus can be a useful tool in rewarding states that most carefully attend to the needs of this population. I feel equally strongly that the High Performance Bonus can also provide us with an invaluable data collection tool. As the National Research Council writes in Evaluating Welfare Reform: A Framework and Review of Current Work, "Gaps in the data infrastructure for determining the effects of welfare reform are numerous Federal data-gathering activities on the details of state policies have been slow and haphazard Program devolution has also constrained the ability of the federal government to mandate data collection or research to track the effects of the changes in social welfare programs required by the new legislation. Yet it is clear that the federal government and Congress will need a national-level assessment of how the new programs are working, especially to make informed decisions about the renewal of PRWORA" It is vital that we take whatever steps are necessary to collect the data that will be essential for evaluating the success or failure of welfare reform as we move toward reauthorization in 2002. The data collected through the High Performance Bonus can provide a critical component of our understanding of the effects of welfare reform. I urge HHS to begin the use of additional measures immediately, so that Congress may have access to such data prior to reauthorization.
