Because many factors contribute to poverty and dependency, solutions to these problems should not be "one size fits all." The system should allow States, Indian tribes, and localities to develop diverse and creative responses to these problems. The Federal government should place more emphasis on program results. Under section 401 (a) (1) of the Act, States (and certain Indian tribes) have the authority to use Federal welfare funds "in any manner that is reasonably calculated to accomplish the purpose" of the new program. They have broad flexibility to set eligibility rules and decide what benefits are most appropriate.
