Another large change in absolute spending was in the areas of child care and child development. As Table 3 shows, this spending rose significantly in all four states. California experienced the largest absolute increase in spending, a $988 million increase from state fiscal year 1995 to state fiscal year 1999. Wisconsin had the largest percent increase - 168% - but all except Georgia had at least a doubling of total child care and child development spending. In all states but Missouri, the bulk of the increase was in federal spending and reflects the Congress's large increase in child care funding as part of the Personal Responsibility and Work Opportunity Reconciliation Act in 1996.
