:
The President asked me to respond to your June 23 letter about permanent
restrictions in the reconciliation legislation on the use of federal funds for abortion
services.
We very much want to work with you to ensure that the reconciliation legislation
does not include a permanent restriction on abortion funding, which could deny abortion
services to poor women. We also hope to work with you on the provision in the Senate

sanctions to exclude abortion services except under certain circumstances. As you know,
we strongly oppose both of these provisions.

It is simply unacceptable to deny poor women access to medically necessary
benefits, including abortion services. We look forward to continuing to work with you.
Sincerely yours,
Bruce Reed
