That is why I am particularly pleased that the President's budget will include increased funding for the United Nations Population Fund. As you know, UNFPA is the largest multilateral donor organization in the population sector and concentrates its assistance to countries in the areas of reproductive health and voluntary family planning, population policy and advocacy. Congress eliminated funding for this program last year because it continues to fund efforts in China. I am pleased to announce that in the FY 2000 budget, we'll propose a $25 million voluntary contribution to the UNFPA, $5 million more than the President's FY 1999 budget proposal. I'm also pleased to tell you that the FY 2000 budget includes a $15 million increase over FY 1999 enacted funds in international family planning assistance. As you know, the United States, through US AID, is the largest bilateral donor for international family planning services. US AID supports a wide range of family planning programs in key developing countries, including direct services and commodities. The FY 2000 budget requests a total of $400 million for international family planning assistance. I am looking forward to my trip to the Hague in a little over a week, as we ramp up to "Cairo plus 5" to highlight best practices -- and find ways of replicating them worldwide. I look forward to working with you to meet the challenges ahead. Thank you for all your work.
