annual funding until 2006, at which time the states as a whole will begin to spend
portions of their balances accumulated from 1997 to 2005. CBO estimates that total
unspent balances will grow from $7.1 billion at the end of 1998 to $25.4 billion at
the end of 2005.
Of course, any spending projection involves considerable uncertainty. CBO
- and other forecasters did not anticipate the rapid escalation of spending in programs
such as AFDC, Food Stamps, and Medicaid from 1989 to 1992 nor the speed at
