MEETING WITH CORPORATE PARTNERS FOR THE CHILDREN'S HEALTH
INSURANCE OUTREACH CAMPAIGN

I. PURPOSE
To thank the corporate partners who have or are willing to work on a children's health insurance
outreach campaign and to lay out our vision for a nationwide media campaign.
II. BACKGROUND
You will lead off this meeting with about 30 representatives of major corporations, all of whom
have made specific commitments or who are willing to make commitments toward a private
sector outreach campaign. We are hoping to strengthen their support for a private campaign that
complements our public efforts. These actions will be announced in a back-to-school event that
will likely occur this Fall.
The centerpiece of this event will be the unveiling of a national ad campaign. Most experts think
that a major reason why over 4 million uninsured children do not enroll in Medicaid is because of
a lack of awareness. Thus, a sustained, multi-media campaign to raise awareness of children's
health insurance options can have a tremendous effect on reducing the number of uninsured
children. We are planning to launch (1) paid advertising, with you featured in one of the spots;
(2) promotional material (e.g., posters, handouts, bumper stickers); and (3) placement of a 1-800
number for information on products (e.g., Nike shoeboxes, Safeway grocery bags).
America's Promise, Colin Powell's group to organize the commitments from the Volunteer
Summit, is our partner in developing this media campaign. As a nonprofit, they can accept private
donations and foundation funding for an ad campaign. Robert Wood Johnson Foundation has
been supporting America's Promise's efforts and is considering whether to contribute to this
campaign. We have a commitment from the Ad Council to work with us on developing at least
one ad, and some of the pharmaceutical companies have said that they would contribute funds.
This builds on our public sector efforts. Last February, you and the President initiated this
campaign, and ordered several Federal agencies to come up with ways to do outreach. That
report was released at the Vice President's Family Conference. We also are working with HHS
on a daily basis to ensure that, as we implement the Children's Health Insurance Program (CHIP),
outreach is a central component of the plans. To date, we have approved CHIP plans for 21
