A BILL
To establish a program to afford eligible students from the District of Columbia
the benefits of in-State tuition rates at State colleges and universities in Maryland and
Virginia; to assist the University of the District of Columbia; and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States
of America in Congress assembled,
SHORT TITLE
SEC. 1. This Act may be cited as the "District of Columbia College Access Act of
1999".
FINDINGS [optional]
SEC. 2. Congress makes the following findings:
(1) Residents of the District of Columbia have only one local, publicly-
supported institution of higher education available to them--the University of the District
of Columbia--while residents of States may choose from a variety of in-State publicly-
supported institutions of higher education.
(2) Because of the unique relationship between the District of Columbia
and the Federal Government, the Federal Government should provide financial
assistance to expand the opportunity for residents of the District of Columbia to attend
public institutions of higher education in neighboring States, as well as to help strengthen
the University of the District of Columbia.
(3) By providing financial assistance to eligible students from the District
of Columbia that is equal to the difference between in-state and out-of-state tuition and
