TO: Hillary Rodham Clinton FROM: Neera Tanden RE: Event on Children and Guns DATE: April 26, 1999 For tomorrow's event, you are making opening remarks and are followed by Senator Feinstein, Senator Chafee, Representative Conyers, Representative McCarthy and the President. Attached is some information for tomorrow's event. I have included a list of the Administration's accomplishments on issues ranging from school safety to culture to gun issues. In addition, I have attached a list of Members thus far confirmed for the event, though there may be more confirmations in the morning. Because the President's briefing may not be finished for some time, I have also attached a draft of the press paper with the President's announcements. Indeed, there are still a number of outstanding policy issues to this event; the President's advisors submitted a memo to him tonight to determine whether he wants to announce his support for the following policies: 1. Limiting Handgun Sales to No More Than One Per Month: By limiting retail handgun sales to one per month, we may well strengthen our efforts to crackdown on gun trafficking. Today, gun traffickers hire "straw purchasers" -- or persons not prohibited from purchasing firearms -- to buy guns in bulk and divert them to the street in order to circumvent Brady background checks, and to make their gun purchases untraceable by law enforcement. This proposal would help shut down this "back door" to the illegal gun market. 2. Raising the age of the juvenile handgun ban to 21 years of age. In 1994, the President fought for and signed the Youth Handgun Safety Act, which generally banned the possession of handguns by juveniles under the age of 18, and prohibited adults from transferring handguns to a juvenile -- except in limited circumstances and with written parental consent. A separate provision of the 1968 Gun Control Act also prohibits federally-licensed gun dealers from selling handguns to any one under 21 years of age. However, it is perfectly legal for 18-20 year-olds to possess handguns -- and even to buy them from unlicensed sellers, such as a from a neighbor who is a private collector. In addition, ATF gun trace data show that the more crime guns are traced to 18 and 19 year-olds than any all other age groups. This proposal would close this loophole by raising the age of the juvenile handgun ban from 18 to 21 years of age. Again, these are two possible additional announcements the President may make tomorrow. The rest are in the attached press paper. Finally, Christy is working on the remarks and she will send them to you first thing in the morning.
