WH Womens office
The Administration strongly opposes the conference bill's
restrictions on internatioal family planning programs, which go
far beyond those contained in current law. The conference
report imposes in statute limitations on international family
planning assistance that were rejected by the Administration
when it overturned the so-called Mexico City policy. While the
bill allows the President to waive one aspect of those
restrictions, it imposes a punitive funding cap if the waiver
is exercised. The conference report also imposes a global gag
rule on foreign non-governmental organizations (NGOs) by
prohibiting funding for those NGOS that engage in the
democratic process in their own countries and conduct legal
advocacy activities with their own funds. These restrictions
put in jeopardy funding for the most experienced and qualified
family planning and maternal-child health care providers
working at the grassroots level to meet the graowing demand for
family planning and other critical health services in
developing countries. The President maintains his position
that this language is unacceptable.
