approval through the Certificate of Need

Thank you for writing to share your concerns about
families caring for children with disabilities. I admire your
mother's dedication to your disabled sister and your
devotion to your own children.
You raised a question about tax credits for people
who care for their disabled children at home. Eighty-five
percent of long-term care in this country is provided by
informal caregivers -- family, friends and neighbors who
stay at home and care for their loved ones. The President's
Health Security Act provided support for informal
caregivers. In addition, we are currently working with
states to restructure Medicaid to offer more home and
community-based long-term care options.

sons (ages 7 yrs. and 4 mos.) on her husband's salary of
less than $25,000. She is distressed about people - some in
her own family - who live off of government welfare and
disability, who are capable of working, but choose not to.
She asks if she could work for you out of her home and point
out some of these people to stop the government from paying
people un-deserving money. She suggests in-home
evaluations.

Dear Mrs. Clinton:
I am a mother of two sons, one seven and the other is
4 months old. When my oldest son started to school I decided
to go back to work which I had given up in order to raise him
and be at home with him. Then I found out I was pregnant with
my second son, SO I have again decided to stay home and raise
him as well.
I had no insurance to pay for the birth of my two sons,
but we managed to pay for them and my husband makes less than
$25,000.00.
I would like to take this time to ask you if I can work
out of my home for you. I can sit here and point out several
people I know that are living off of the government welfare
and disability system who are capable of working and paying
their bills, just as we have but they choose not to. I think
this is a great disgrace, - Why?? Well, mainly because most
of them are in my family.
I am a strong believer in helping people, but if they
don't want to help themselves, then why are these honest people
forced to support them. I know people can get disability for
being too fat, or too skinny, or say its just too stressful
to work. Well, how about us mothers who stay home with our
children, cook, clean, and manage the finances and worry
when our children need to go t.o the doctor and money is just
a little tight - without any pay. I don't ask to be paid
for this, I just don't agree to help people and pay their
debts, when they chose not to work and drive nicer cars and
live better than we do.
Please consider me for a job in which I could stop the
government from paying many people un-deserving money.
By the way, I do have a sister who is completely disabled.
She is also retarded. She cannot walk, talk, feed herself
or go to the bathroom without the care of my mother for over
40 years. How about a tax credit for these people who have
devoted their lives to taking care of their own disabled children.
And would you believe the red tape we have to go through to
prove she is disabled - there has just got to be a better way.
One person could call on these people in their homes who
receive government pay instead of allowing our legal professionals
to prove their disabilities for a commission and by in-home
evaluations, a lot could be proved.
