celebration of our company's Global Volunteer Day, the Vienna, VA iXL office is partnering with
kidzonline and Winstar's LATTICE program to implement a Technology Boot Camp at Tyler
House.
Almost 100 iXL employees will converge on Tyler House on June 3 to instruct students on how to
install new computers donated by Winstar, to teach software classes, to offer job counseling to
adults on high-tech careers, to spruce up common areas with fresh paint, and beautify the
landscape.

LATTICE Program. We will provide weekly tutors for the Tyler House after school computer

It was great talking to you today. Please give our warmest regards to Bill and his
family.
As I mentioned, we have invited the President and First Lady to speak at our
annual Nasdaq Educational Foundation National Teaching Awards dinner on April 24th in
New York City. No doubt the schedule is already tight, so I wanted to provide an
alternate scenario if he were unable to make the dinner. In honor of the awards, we are
planning events at the new Nasdaq MarketSite after market hours on the 24th and also a
market opening with the winners on the morning of the 25th.
In January, we opened the new MarketSite at #4 Times Square. It's a state-of-
the-art video screen, broadcast facility, and public interactive exhibit. The MarketSite
tower provides financial news and global market information to viewers throughout
Times Square. I have included some literature about Nasdaq and the MarketSite for your
review.
Naturally, we believe it would be great visibility for the President and First Lady
and a chance for them to see some truly spectacular technology.

September event at Albert Einstein College of Medicine in Bronx, New York
Attached is an invitation for the First Lady to attend a ribbon cutting ceremony at the Albert
Einstein College of Medicine in Bronx, New York. The ribbon cutting will celebrate the
opening of a new in-patient facility for the intensive treatment of patients with cancer. The event
ideally will take place in early September. The Hospital, however, is very excited at the prospect
of the First Lady attending and will of course be more than happy to accommodate her schedule.
What is key is the advanced type of treatment that this center provides, not only to patients
around the world, but also to the underserved population of New York City. Without going into
the details of the type of treatment, it is my understanding that clinical studies have yielded
wonderfully positive results providing hope to many cancer patients.
Finally, I can not say enough about Dr. Howard Kaufman, the developer of the new cancer
vaccine used at the clinic and an assistant professor at the College. He is the epitome of what a
doctor should be. He uses his talents to alleviate the pain and suffering of others. His sole goal
in life is to help people. He has performed numerous procedures on individuals who were unable
to pay for their care. Dr. Kaufman simply believes that everyone is entitled to the best treatment-
regardless of their means. He also has been a long time supporter of this administration and of
the First Lady.
All in all, this is a wonderful public event. It is a celebration of hope for cancer patients
everywhere. Please do not hesitate to call me if I can help in any way.

I am delighted to invite you to be the guest of honor at a ribbon cutting ceremony for our new Biologic
Therapy Unit at the Albert Einstein College of Medicine. Albert Einstein is one of the major academic medical
centers located in New York City. Our National Cancer Institute-funded Comprehensive Cancer Center
maintains one of the largest groups of research and clinical investigators on the East Coast. As part of the
cancer center I have developed a tumor vaccine and cytokine treatment program, which has expanded to
include an in-patient facility for intensive delivery of biologic therapy to patients with cancer. This Unit will be
located at the Jack D. Weiler Hospital of the Albert Einstein College of Medicine and will be staffed by
specially trained nurses and physicians. Currently the most common indication for therapy with cytokines,
such as Interleukin-2, is for patients with advanced forms of melanoma and kidney cancer. However, our
research has suggested that when this drug is combined with vaccines other types of cancers may respond.
We are hoping to continue to conduct both basic and clinical research in this field in an effort to provide the
best possible treatment for patients with cancer. Although our patients have come from around the world, our
center largely provides care for the underserved population of New York City.
The Unit is scheduled to open the first week of September, 1999 and we would like to have a ribbon cutting
ceremony during that week. We have tentatively scheduled this for Tuesday September 7, 1999 at 2:00 PM,
but could change this to meet your schedule. The hospital is located at 1825 Eastchester Road in the Bronx,
adjacent to the Albert Einstein College of Medicine. We will have a few hospital and medical school dignitaries
present and would be happy to have you say a few words. I would also like to take this opportunity to show
you our program, which includes a laboratory and clinic within the medical school campus.
I appreciate the opportunity to inform you about our new program and look forward to hearing from you. I
would be truly honored to have you at our opening ceremony and think this would be a good chance for you

Thank you for your generous note of congratulations. It is a pleasure to begin my
presidency at Skidmore College by extending a formal invitation to visit our campus in Saratoga
Springs, New York and participate in one of our many exciting summer gala events.
As you know, Saratoga Springs is a city with a strong sense of history and culture. The
city has evolved into a unique mixture of year-round resort, college town, convention site and
economic development center. The College and its home town share a synergy that makes the
community a great place for both its permanent residents and the students who live here for four
years. A college community could hardly ask for a better location. You may also be interested to
know that American Bar Association held its first meeting in Saratoga Springs.
Skidmore's commitment to lifelong learning and community enrichment is especially
apparent this time of year. Our summer schedule includes classes and performances in fine arts,
performing arts, and community and continuing education. Let me mention specifically two
significant programs you might consider attending:
The Annual Benefit Luncheon and Polo Match on August 3, 1999- 12:00 noon.
All proceeds from the Skidmore College Benefit Luncheon and Polo Match go to the
Joseph C. and Anne T. Palamountain Scholarship Fund, created to honor Skidmore's late
president and his wife for their 22 years of service and leadership at the College. Aid from the
fund is given annually to financially eligible juniors and seniors whose outstanding academic
records and cocurricular service exemplify the unique contribution that the Palamountains have
made to Skidmore College. Held each year at the Saratoga Springs Polo Club, the luncheon is
attended by over 600 Skidmore alumni, friends and summer visitors, most of whom are New
York State residents. This year marks the 20th anniversary of the luncheon and we anticipate
that it will be our most successful to date.

The Boys Choir of Harlem gala benefit concert on August 17, 1999 - 7:30 p.m.
Skidmore College and the Capital District join together to welcome the Boys Choir of
Harlem for their Ninth Summer Residency Program in 1999. I understand that the Choir
accompanied you on The Rosie O'Donnell Show during the 1997 Holiday Season. As you
probably know, the Boys Choir of Harlem offers a comprehensive program of academic and
music education as a positive, creative alternative for children from inner-city New York. The
Choir has become a performing arts organization of international reputation, but the goal of the
Choir Academy of Harlem is much larger than that. The real challenge is to teach children how to
overcome their environment to reach their potential through discipline, hard work, and self
respect. The Summer Residency here at Skidmore is an important gateway to the Choir
Academy, combining artistic education with academic study, rehearsals and recreation,

Jain religion originated in India. It is one of the oldest religions, which has been
preached in different ages by 24 Tirthankars. The 24th Tirthankar, Lord Mahavir was
born in 599 BC and attained Moksha (salvation) in 527 BC. The word 'Jain' came from
the Sanskrit word "Jina" which means spiritual victor or conqueror of all inner desires
and passions. Tirthankars are "Jina" who attained enlightenment through meditation and
self-realization and gained Keval Gnan (Omniscience).
The most important principle of Jainism is Ahimsa (non-violence, not only in deeds
but also in thoughts and speech). Mahatma Gandhi followed this principle to attain
independence for India. The avoidance of injury to all forms of life is therefore of the
utmost importance to the followers of Jainism (called Jains). Hence Jains are strict
vegetarians. The other basic principles of Jainism are self-control (proper regulation of
action, speech and thoughts). relativism (multiplicity of viewpoints), and penance
(meditation and fasting).
Jainism believes that the universe is eternal and infinite, and there is no creator.
Jainism classifies everything into one of two categories; jiva (soul) and ajiva (all lifeless
matters). There are infinite numbers of souls in the universe; most of them enmeshed in
bodies possessing varying senses from 1 to 5 (human beings and animals have 5 senses,
whereas plants have only one "touch" sense). Soul is closely enmeshed in matter (body)
in its each life and goes through this continuous cycle of birth and death. The soul must
free itself from by its own efforts to gain salvation ( moksha or nirvana, eternal bliss)
from this cycle. Soul can achieve this during its life as a human being by following the
path of "Jina".
The 5 ethical principles called Great Vows of Jainism are: Ahimsa (Non-violence),
Truthfulness, Non-stealing, Celibacy and Aparigraha (non-acquisition). The monks are
required to lead a very austere life and fully follow these vows. The lay persons are
required to follow them to a lesser degree. For them, following celibacy requires not
having any sexual relationship with anyone other than spouse. Following Aparigraha
means limiting their possessions to only the essentials.
The complex theory of karma is central to Jain ethics. This has important
consequences for Jain ethics. All souls are fundamentally equal, but they differ
according to the amount of Karma adhering to them. Karma, although subtle, is a matter
that accumulates and adheres to the soul in successive layers. The Karma acquired leads

to the acquisition of further Karma with the result that transmigration continues
indefinitely. Strict rules of asceticism are required to prevent the formation of new
Karma. The necessary condition for attaining moksha is the possession of right faith (in

and belief in the teachings of the Tirthankars. Right faith is thus based on the right
knowledge of the essentials of Jainism. Right conduct means having control over inner

Another very important contribution of Jainism is its principle of Anekantvad, the
philosophy of relative pluralism, Every substance/item has infinite attributes/ qualities,
and when seen from different angles, it will appear to have different attributes. This
principle teaches Jains to respect other's viewpoints. Every year, after their religious
celebration called Paryushan, Jains ask for forgiveness from all souls for any wrong done
by them by action, by speech or by thought.
In summary, Jainism believes in right faith, right knowledge and right conduct,
Ahimsa (non-violence), truthfulness, non-stealing, celibacy/non-adultery, limited
acquisition, amity, compassion, equanimity, forgiveness, humility, purity of mind.

Last year the Council embarked on a project to assess ways to improve the Federal government's
role in the National Historic Preservation Program. Designed as our contribution to the President's
Millennium program, the effort will result in a report to the President and the Congress on steps that
can be taken to make the Federal government a better steward of its historic properties and a better
partner in State, local and private preservation efforts. We plan to submit the report in the fall of
2000.
I see the Council's report as presenting a unique opportunity to incorporate the principles of your
Save America's Treasures initiative into the daily workings of Federal agencies for the long term.
The Council expects to make recommendations for legislative improvements to the National Historic
Preservation Act and urge administrative actions that will better integrate historic preservation into
Federal agency missions and programs. If such steps are taken, the legacy of your visionary
initiative will include fundamental changes in how the Federal government conducts its stewardship
of historic properties and its partnership with other preservation entities.
At our next Council meeting we will have our Millennium report as the central item of business. We
will meet in Washington on June 24-25 and have an in-depth discussion of the preservation
challenges and opportunities facing the General Services Administration. I would like to extend an
invitation to you to address our members on your vision for Federal leadership in historic
preservation and ways to shape Federal actions in the future. This would be an unprecedented
opportunity for the Council members to meet with you on this important issue of mutual concern.
I know that your schedule is extremely busy because I know what Molly's schedule is! I do hope that
you will be able to carve out 15 or 20 minutes any time during the 24th or 25th of June to share your

Thank you again for all the tremendous help you have given Aren and the Protecting People First
Foundation. Meeting with the First Lady was a great honor and I know it meant a lot to Aren to be able
to introduce her new baby and husband to Mrs. Clinton. We were delighted that the First Lady was eager
to learn about Aren's work with the Foundation.
I have attached a letter that we would like to send from Aren to members of the Protective Glazing
Association, the key industry group from which we hope to receive considerable financial support. Aren
met with a number of PGA members last week while we were in Washington and this letter is intended
as a follow-up to solidify the offers of support that Aren received. As you can see, the reference to Mrs.
Clinton is limited which hopefully will ease any time constraints you are facing in having to run this by
the White House counsel's office.
The photograph we would like to include in the letter is the one featuring Aren and her family with Mrs.
Clinton in which Mrs. Clinton and Aren are holding the Foundation insignia. I fully understand the rush
nature of this request and greatly appreciate your efforts.
In addition to our immediate need for assistance with the photograph, let me reiterate our desire to have
Mrs. Clinton work with the Foundation in any capacity she wishes. As I mentioned in our brief meeting,
we have not yet announced the Foundation publicly, as we wanted to wait until after the Washington,

doing for the Protecting People First Foundation. As I indicated, our mission is to raise awareness about the
dangers of flying glass caused by terrorist attack and also to urge the federal government and the private

Losing my daughter Baylee in the Oklahoma City bombing will certainly be the most difficult challenge I

Thank you for your kind invitation to the private screening of "Shakespeare in Love"
next Monday or Tuesday at the embassy's cinema.
We spoke nearly four weeks ago about the possibility of a further documentary
about Mrs Clinton. You said that you would try and check with Marsha and
Melanne to see If they felt the timing would be good, some time in the near future. I
just wondered if you had any indication from the White House about such a
request, at this time.
The BBC are very keen for me to make a further documentary. And I could fly to
Washington and have 8 meeting with Marsha and Melanne at any time they
desired.
The film would be a Profile Documentary about the First Lady's life and work during
the past six years - and emphasise what she has refreshingly brought to the role.
As you know, Mrs Clinton is very much admired in the UK and such a film would
be internationally distributed by BBC Worldwide to all countries. And could be
aired on PBS in the States.
I truly believe Hillary Clinton is a unique First Lady - and I think history will prove
her to be the greatest. For she was the first working wife and mother to take over
the office - and all her life's work has been pledged to public service.
As well as showing her more traditional role, the documentary would highlight Mrs
Clinton's consistant and relentless pursuit - to improve social rights and healthcare
conditions for women, children and families. Not just within the United States, but
also her pioneering efforts in third world countries such as, Africa, Asia and Central
America - where she has seen for herself, close at hand, just how basic conditions
are, in such poor regions. Last July, when I met with Marsha, In Washington, we
talked about the possibility of filming one of their future third world trips. Also
Marsha was keen for us to film some of the First Lady's Millenium projects.

the Millennium Event at the White House Monday evening:
(1) I met and congratulated Mrs. Clinton on her great work for
children, when she mentioned her particular concern about the
international aspects of the problem of missing and exploited children.
(2) I indicated that I shared that concern and that in fact we are
currently working on a global campaign to attack the problem. [
mentioned that I was collaborating with Lady Meyer, wife of the
British Ambassador to the U.S., herself a victim parent.
(3) I mentioned that we were launching a new International
Centre on Missing and Exploited Children in the U.S. and the UK (see
attached concept paper), that Lady Meyer is Co-Chairing that effort,
and that I understood she had been in touch with the First Lady about
an April 23 event at the British Embassy to kick-off our global effort.
(4) The event will be a reception (tentatively 4:30 - 6:30) the
day of the NATO celebration Lady Meyer has received a
commitment to attend from Cherrie Booth, wife of Prime Minister
Blair. Mrs. Blair has also agreed to be a Patron of our new Centre.
(5) Amanda Downs, Lady Meyer's Social Secretary, has

THE CHALLENGE: National boundaries are no barrier to the transportation and
victimization of children. The problem is large and growing, and requires action:
The United Nations Convention on the Rights of the Child urged action "to
combat the illicit transfer and non-return of children abroad" (Article 11); "to
protect the child from all forms of sexual exploitation and abuse' (Article 34);
and "to prevent the abduction, sale or traffic in children" (Article 35).
The U.S. Congressional Human Rights Caucus demanded, "terrorism
against children from international child abduction must stop." It
added, "despite legal and diplomatic mechanisms all too often children
who are located cannot be returned to the country of their residence due to
complexities of the law and procedures of other countries..."
A UNICEF report estimated that children victimized through sexual
exploitation "probably number in the millions each year."
The World Congress Against Commercial Sexual Exploitation of
Children reported a "multi-billion dollar sex trade, into which each year some
one million children are drawn." In some areas, "the market for children is
fueled by organized pedophile rings and high-tech information services."
HISTORY: The model for ICMEC is the National Center for Missing and Exploited
Children (NCMEC) in the U.S. Since 1984 NCMEC has handled 1.3 million hotline
calls; trained 150,000 police and other professionals; disseminated 18 million free
publications; worked 64,000 cases; and helped recover 45,000 children. It handles more
than 2 million "hits" per day on its website, www.missingkids.com, and CyberTipline,
www.cybertipline.com Its recovery rate in missing child cases has climbed from 62% in
1990 to 92% today. World leaders have toured NCMEC and sought its counsel.
THE VISION: To create an International Centre to provide a coordinated, worldwide
response to the problem of missing and exploited children; build a global network to
disseminate images and information: extend training, resources and support worldwide;
advocate changes in law, treaty and policy; and increase public awareness.

SEVEN-POINT STRATEGY:

Create a "Global Missing Children's Network" - ICMEC will create an
international network for the transmission of images and information via the
worldwide web. Already on board are Brazil and the United Kingdom, with
Belgium, the Netherlands, Thailand, Mexico, and others to follow. The network
will provide a single repository of images and information for the world to view.
Law enforcement in cach country will enter cases, and the system will use a
language processor that translates the content, enabling its use worldwide.
II.
Build an International Resource Center - Information is the key to reducing
the crisis of missing and exploited children. Today, there is no international
resource on this issue, no entity providing data and research to policy makers and
average citizens. ICMEC will serve that purpose, disseminating information,
identifying "best practices," raising public awareness, creating tools and
guidelines for decision-makers and practitioners, and much more.
III.
Provide Training for Professionals -- ICMEC will create a multinational team
of trainers to conduct training for law enforcement and other professionals in
missing and exploited child case investigations around the world.
IV.
Advocate Changes in International Law, Treaty and Systems - Often, the
protections of law and treaty do not work for international child abduction
victims. ICMEC will work with governmental and non-governmental
organizations, review existing law, treaty and policy, and work for change.
V.
Promote/Create National Centers - Few countries have a counterpart to
NCMEC. ICMEC will promote the establishment of such centers, affiliated with
ICMEC. ICMEC will provide training and technical support, and certify agencies
meeting standards, thus building a worldwide association.
VI.
Establish Regional Centers -- Every nation may not create a center. Thus,
ICMEC will establish regional centers as hubs in an international network,
distributing images and information, and handling calls for service.
VII.
Expand the CyberTipline - NCMEC's CyberTipline receives thousands of leads
regarding child sexual exploitation, child pornography, online enticement of
children for sexual acts, sexual molestation, child prostitution and child sex
tourism, and disseminates the leads to law enforcement. Called "the 911 for the
Internet," the CyberTipline is positioned to become a worldwide resource,
CONCLUSION: The search for missing children and the protection of children from
victimization demands a coordinated, comprehensive, global approach. ICMEC will
become an international advocate for child victims, bring world leaders together, build an
international network, and create a powerful, effective worldwide resource for children.

We spoke yesterday about the First Minister's forthcoming visit to New
York and Washington. Mr Trimble has asked me to thank you, Blair and
Lorna for all your assistance with preparing for this visit.
I mentioned that Mrs Trimble had enquired about the possibility of a
meeting with Hillary Clinton next week. I understand that Anne Smith,
Co-ordinator of the UUP's North American Bureau, has been trying to
contact Teresa Loar to discuss this. By way of background, Mrs Trimble
and Pat Hume have recently been appointed to the board of trustees of the
Victims Memorial Fund established by the Vice Chancellor of Queen's
University, George Bain. At a meeting of the trustees yesterday morning,
it was decided that Mrs Clinton should be invited to become a patron of
the Fund and that this invitation should be passed on by way of a joint
approach by Mrs Trimble and Mrs Hume. The trustees believe that Mrs
Clinton's personal involvement would help to increase international
awareness of the plight of victims of violence and to underline the US
Government's continuing commitment to promoting peace and
reconciliation in Northern Ireland.
I would be extremely grateful if you could pass on Mrs Trimble's request.
As we discussed, the simplest solution might be to arrange a short
meeting in the margins of the White House reception on St Patrick's Day.

"Hippy" program. Indeed, ELEM stands for the same efforts and involvement, since we
pride ourselves on our professional international collaborative effort between America
and Israel, between Social Workers, Government Ministries, and the public and private
sectors in both countries to reach out to alienated youth. You will notice in the ELEM
materials sent to you the amount of private and corporate support, including our
successful events honoring our mutual friends Sanford Weill, Chairman and Co-Chief
Executive Officer of Citigroup, and Harry Kamen, former Chairman and Chief Executive
Officer of Metropolitan Life.
As we all know, the problems faced by these Israeli youth are universal, and honoring
you, a well-known and respected authority on the problems and programs for youth
would help both Israeli and American youth receive the support so needed by
adolescents everywhere. If you have any questions about our organization, I would be

ELEM, THE REFUGE ORGANIZATION ESTABLISHED IN 1982 WHICH HELPS ISRAEL'S YOUNG
PEOPLE, IS HOSTING A GALA BENEFIT DINNER AT THE PLAZA HOTEL ON THE ELEVENTH OF
NOVEMBER; AND
WHEREAS:
ELEM ASSISTS THOUSANDS OF HOMELESS AND TROUBLED YOUNG PEOPLE IN ISRAEL BY
PROVIDING HOSTELS, CRISIS CENTERS AND HOMELESS SHELTERS, COUNSELING AND
TRAINING IN TEL AVIV, JERSUSALEM AND NEARBY AREAS. MORE THAN HALF A MILLION
IMMIGRANTS OF WHOM 150,000 ARE CHILDREN AND ADOLESCENTS HAVE MADE ISRAEL
THEIR HOME IN THE LAST SIX YEARS. OFTEN CHILDREN HAVE A DIFFICULT TIME ADJUSTING
TO THEIR NEW ENVIRONMENT AND SOMETIMES TURN TO LIFE ON THE STREETS TO
SURVIVE; AND
WHEREAS:
ELEM'S OUTREACH MOBILE UNITS PATROL THE LATE NIGHT STREETS OF TEL AVIV AND
PROVIDE FOOD AND MEDICAL ATTENTION FOR TROUBLED YOUNG PEOPLE. CRISIS
SHELTERS OFFER MEALS AND HOUSING FOR ADOLESCENT RUNAWAYS AND PROVIDE A
CARING, STRUCTURED ENVIRONMENT DESIGNED TO PUT THE GROWING LEGIONS OF
STREET YOUTH IN ISRAEL BACK ON THEIR FEET. NEW YORK CITY IS PROUD TO SHARE OUR
EXPERTISE WITH ELEM'S PROJECT YOUTH SHARE PROGRAM; AND
WHEREAS:
YOUNG PEOPLE ARE THE WORLD'S MOST VALUABLE RESOURCE AND DESERVE EVERY
