A Note about the Florida Questioner
We have sent you info that either a Dr. Mark Varidin or a Dr. Plato Varidin will be asking the
question of the First Lady tomorrow morning from Tampa.
Dr. Mark is the son of Dr. Plato, they are working on building a medical school in Tarpon
Springs, FL, and they are related to G. Stephanophoulos (cousins).
We have a call in to find out exactly which one (father or son) will ask the question, but
essentially, they are the same in terms of profession, etc. We will be able to tell Virginia
Trotter-Betts tomorrow morning.
We are almost 100% sure it will be Plato the father, so I'd work from this assumption.

experience, and from issues which have recently by highlighted by the media. What follows are

three members of Congress asking questions (Margolies-Mezvinsky, Pallone, and Gibbons, we

health care reform and strong ally of the President's plan.

Gary Gurian is the present director of the Montgomery County Department of Health. He is a
board member of the Pennsylvania Public Health Association, and is out-going chairman of the
association's Public Policy Committee. He has long been an active state-wide lobbyist for improvements
in public health policy. Mr. Gurian is a dedicated and ardent supporter of meaningful health care reform.

Steven M. Passin
Mr. Passin is a consultant to business and government in the areas of national health policy,
managed care and the continuing education of health professionals. Passin is a former Deputy Health
Secretary for the State of California responsible for statewide alternative health systems. In addition, Mr.
Passin was the executive director of the McGettigan Center for Continuing Medical Education, designing
educational programs for physicians and other health professionals in partnership with major university
health and science centers. Passin also formed his own company, Well-Being, Inc., which specialized
in the provision of health promotion and disease prevention programs for employees through business and
industry. He is currently an senior consultant and advisor to the National Health Care Campaign in
Washington, D.C..

The United Methodist Church supports a single payer health care system, although
they are very friendly to the adminsit ation. They work with the Interreligious Health
Care Access Campaign - which is am interfaith coalition of over 78 national and state
eligious denominations and organizations. ( They are the umbrella group in the
religoiuis community that is most active on the health care issue.)
United Methodist Church recently participated in a press efernece that denounced the
tactics of the Christian Coulition's politicized campaign. I have their statement if
you're interested.
On the ANA:
You have Gina Betts' bio. As HRC knows, the ANA has been very supportive
throughout the campaign and the administration, primarily because of health care.
Nurses are a constituency that we consider a 'base' groups in terms of support, and the
ANA is the largest nursing association representing 200,000 nurses (?).
She just participated in a health care strategy meeting with other key allied supporters
on Friday with the President (VPOTUS also participated).
We have a great relationship with her and her organization. There's not much else to
note, except maybe:
1. We are currently planning to have a day-long briefing modeled after the ones we
did with physicians on April 9 with nurses (and maybe social workers). The ANA
would be the key sponsoring organization (along with NASW if social workers are
included)
2. The nurses continue to expres the importance of mentioning all prividers when we
talk about doctors in our presentations.

Remember, you'll need both an attendee and a press registration table and volunteers to staff
both. If your member of Congress is attending, you'll also need someone on the look out for her
or him and move them into the right place.
If you have not done so already, you should use this time to point out the people who you have
prepped to ask the members of Congress to your local m.c.
At 9:30 Washington will start a test pattern, running for half an hour. Your tech co-ordinators
will have to deal with this.
John Goodman is now working to line up wireless mikes for all of the halls. This will help a lot
with control of the event. However, if we are unable to get you a wireless mike, you will need
to make sure that the person who will be asking Mrs. Clinton a question is seated so that they
can move to the phone without making a big mess.

M.C. WELCOMES FOLKS TO THE EVENT
This is a way to get people into their seats so that the show can start on time. The MC should
do an overview of the agenda, including how much time will be spent on each section, so that
people will understand ahead of time that there will only be one hour of questions for the First
Lady, and only half an hour of questions for the member of Congress, if he or she is there.
At this point your member of Congress, your MC and your policy person should all be at the
front of the hall, and the MC should introduce anyone else, local electeds and big NHCC
supporters who need to be introduced. After the introductions are done, the MC should do any

This is the part in which your local folks get to ask the member questions. You should have
people prepared and the moderator prepped to ask at least one question each about the functions

and a question about universal coverage. Following, or better yet mixed-up with these
questions, people should be prepped to ask questions designed to address or expose particular
problems that your member is having with the bill. After these key questions have been dealt
with, the moderator can open it up for general, unscripted questions.
The role of the policy person here is to answer policy questions that the member may not be
prepared to handle, and to correct any misstatements that the member may make.

First, let me say that all of us over here at the NHCC, are just thrilled that Mrs. Clinton has
agreed to participate in a teleconference with us. Secondly. as I said when we spoke earlier
today, given the fact that she is only able to do one, rather than four, and the fact that it would
seem we have some work to do with members of the Energy and Commerce Committee; it
makes the most sense to use the time that we are able to get from the First Lady to work key
Energy and Commerce votes rather than to work the key constituencies, as we proposed in our
original memo to you.
WIIY DO THE TELECONFERENCE
To give those people who can "get to" the members on Energy and Commerce whose votes we
need the opportunity to be briefed by the First Lady. as well as. I would suggest. a panel of
experts, SO that they in turn will make contact with the member supporting the NHCC position
on HR 3600.
WHEN
In early March. so we are out in front of an Energy and Commerce Mark-up.
WHERE
In the districts of members deemed to be critical E and C votes. Our belief is that these
members are: Reps. Boucher, Lambert, Lehman, Margolies-Mezvinsky, Pallone, Schenk,
Slattery, Tauzin, Greenwood, Klug, and Upton. The NHCC has staff that can do turn-out for
sites in Lehman's, Mezvinsky's, Pallone's, Schenk's, Tauzin's, and Greenwood's districts.
Heather Booth, who does our national outreach to organizations. is talking to other national
groups about doing turn out for sites in Boucher's, Lambert's, Klug's. and Upton's districts.
WHO
We believe that the audience for these events needs to be the people who have the most influence
on the members of Congress. therefore we may not have big turn-out at our downlink sites, but
we will aim for key turn out. We are now in the process of talking to our field staff about who
they are currently working with, or know of, who can speak to the member or can influence the
member. We are also asking our opposition research staff to develop a list of major donors who
we believe should also be there.

The organizers are now working to put together very specific briefing materials on what the
members are saying back home about what their concerns are. We are also speaking with
Chairman Dingell's office about their thoughts on what the concerns of these members are.
Based on these two information sources, the NHCC will put together briefing materials and an
agenda designed to address the concerns common to E and C members.
NEXT STEPS

We need to set a date that works for the First Lady. As I said at the outset of this

This memo outlines the agenda of the teleconference, and the steps you should take to make
them happen.
What
The focus of this teleconference is obviously the First Lady. She will speak to health care
activists and opinion leaders in the member's district, and we are inviting the member to
participate. The member will have an opportunity to speak and answer questions from the
audience, as well as ask the First Lady one question about the HSA and health care reform.
The member will then have a chance to talk to the audience, followed by a Q&A session. The
final fifteen minutes of the event will be devoted to organizing those in the room to contact the
member and urge them to support the HSA and its key elements. Obviously, the tone and
content of what you say to these people might vary depending on whether the member is in the
room.
Why

To give the member the "goodie" of sharing in a teleconference with the First Lady, one
of fewer than 20 members of Congress in the country.

To demonstrate to the member of Congress that there is support in his or her district for
the HSA and particularly for those elements (alliances, employer contributions) that they
may not support in committee.

To organize those attending - the individuals and constituencies key to the member - to
contact the member and move him to support the HSA.

Where
John Goodman is negotiating now with the sites you have suggested to us. Each site will ideally
hold about 200 people. He will likely be talking to you, and we will let you know as soon as
the site in your state is confirmed.
Who
There are five types of "participants" in these teleconferences - the master of ceremony, the
policy person, the member of Congress, the audience, and the press.
Master of Ceremony
You will need a moderator on-site as well as someone who can help answer policy questions
posed by the audience.

Ideally, the moderator will be a local respected individual (doctor, local elected, business
person, columnist, etc.) WHO YOU ARE SURE SUPPORTS THE HSA, KNOWS OUR
MESSAGE, AND CAN CONTROL AN EVENT WITH PARTICIPATION BY THE
FIRST LADY VIA SATELLITE AND A MEMBER OF CONGRESS IN THE ROOM.
If you are not confident you have such a person, then YOU should probably moderate
your teleconference site. If your member is a Republican and he attends, you should
make a strong effort to find someone else to moderate.
The Policy Person

You will need to find someone who knows the policy and provisions of the HSA, as well
as our message, to support (and/or correct) the member's responses to questions from
the audience. If the member of Congress is not on-site, this person would field questions
from the audience directly. Ideally, this will be someone from the district, but Jon-
Christopher Bua and Jason McManigal from the NHCC Surrogate Speaker's Bureau can
provide policy people as well.

We will deliver to the member of Congress an invitation from Governor Celeste to
participate in a teleconference with the First Lady, sponsored by the NHCC in his or her
district.

You should call the district office and staff to make sure they are aware that an invitation
was received.
The Audience
You should remember that this teleconference is an NHCC event. We are the hosts, and the
member is our guest. You determine who will be invited to attend the teleconference. The
member can make suggestions that you should consider, but you make the final decision. You
should invite the following types of people to the teleconference:
Key individual donors/contributors
Leaders/directors of key constituencies/the member's electoral coalition (women, seniors,
small business)
Local supportive elected officials
Real people with real health care stories (the woman who can't get insurance because of
a pre-existing condition, the child who needs in-home long term care, the man
who lost his family coverage when he was laid off, the man who has reached his
lifetime limit, etc.)
There is only limited space, and we must make sure that key people are present. Therefore, you
must design, print, and distribute tickets to the people you are inviting, or to those who RSVP.
Please reserve 25% of the tickets for distribution to people from key national organizations that
will call you and ask to be allowed in the teleconference. Heather is notifying national
organizations of the teleconference sites, so you may get nurses or labor people, etc. in your
state calling and asking to be included. If people from the state affiliates of national
organizations do not call you to fill the seats, you will get them back two days before the
teleconference to give to your own folks.
The Press
You should invite the media to attend these town meetings as witnesses. They will not have the
opportunity to ask the First Lady or the member questions during the event. They can, of
course, talk to the member outside afterwards.
After the town meetings, you should make sure that you steer "real people" types with stories
towards the reporters/cameras to talk about how great the First Lady was and why the member
should support the HSA.

To demonstrate support for the key elements of the President's health care approach
among local opinion leaders in the districts of pivotal members of the Ways & Means
and Energy & Commerce Committees.

BACKGROUND

The objective of the teleconference is to reassure local community and political
leaders of the viability of the President's approach and mobilize their support; and
thereby demonstrate to Members of Congress the support for the plan/in their
districts especially for those elements which they may not favor in Committee. This
teleconference was organized by the National Health Care Campaign and its state
coordinators.

The teleconference is structured so that you and Virginia Trotter Betts, the national
moderator and President of the American Nurses Association, can interact via
satellite with six different downlink sites in Pennsylvania, New Jersey, Florida,
Nebraska, and Louisiana. At each downlink site, there will be a local moderator, an
audience of approximately 200, and possibly a Member of Congress (see list below
for which Members are participating).
Following your remarks, Virginia Trotter Betts will recognize each downlink site and
allow participating Members of Congress at the sites to ask you one question (they
may yield their questioning time to the audience, browever). After the Members' Q
& A, local moderators at each site will allow pre-selected members of the audience
to ask you questions (total Q & A time: 1 hour).
Discussions will continue for one hour after your appearance via satellite, using and local
policy experts will be on hand to answer questions about the HSA.

WASHINGTON, - More damaging White-
water news is coming, Hillary Rodham Clin-
ton is hinting strongly, and there is a good
chance it may be about unpaid taxes.
"There were activities that we didn't know
anything about that have only recently been
brought to our attention," Mrs. Clinton says in
an interview with Time magazine.
"We didn't do anything wrong. We never In-
tended to do anything wrong," she adds.
Why might taxes be the problem?
Tom Ochsenschlager, a certified public ac-
countant who has studied the Clintons' returns,
said: "It looks like something that often hap-
pens when two or three people who know each
other well go into real estate - the golfing
buddy situation. One pays the surveyor, the
other pays the mortgage for the one who paid
the surveyor, and at tax time they're all tan-
gled up in their own underwear."
In the Whitewater instance, the Clintons and
their friends James McDougal, an Arkansas
banker, and his wife, Susan, bought a 230-acre
site in August 1978 and in September 1979 cre-
ated Whitewater Development Corp. to divide
the land into vacation home sites and sell
them. Thereafter, the Clintons' 50-50 share of
the costs of the partnership were sometimes
borne by McDougal and Madison Guaranty
Savings and Loan, an Arkansas thrift be

On other occasions, the Clintons appear to
bave picked up Whitewater's obligations. In
1983, for example, Hillary Clinton, whose

House chief of staff handling Whitewater.
James McDougal, however, says the Clintons'
entire investment was $13,350.
Lindsey said the Clintons paid about
$10,000 in interest in 1978 on a $203,000 loan.
But interest rates were about 10 percent at
the time, and they didn't buy the property un-
til August, so McDougal should have claimed
half the deduction. Bottom line: The Clintons
should have paid no more than $5,000,

The folks in the room felt that they had been touched by the First Lady. On the downside, all
of the organizers thought that having the event on Saturday hurt their ability to get press.
