This writing sample is an excerpt from my senior honors thesis, Women Candidates:
Their Recruitment, Financing, and Success. It is from a chapter on the campaign financing of
women candidates, which explores in depth the growth of women political action committees
and examines the link between candidate status and campaign financing and its impact on
women running for public office.
Before the 1992 election cycle, the monetary support from women's PACs for women
candidates was relatively small due to the PACs' limited budget. However, in the 1990s
women's PACs flourished, in both number of PACs and disbursements to women candidates.
From the 1975-76 election cycle to the 1991-92 election cycle, the number of women's PACs
increased from four to forty-nine, twenty-nine of which made contributions in 1992. I Between
the 1990 and 1992 election cycles, nearly all of the women's PACs experienced significant
increases in the amount of contributions received and disbursed. In 1990, WCF's receipts were
about $250,000; by 1992 this figure increased to $2 million.² Contributions received by
EMILY's List increased from under $1 million in 1990 to over $4 million just two years later. 3
Its membership increased nearly seven-fold after the Thomas/Hill hearings,4 and it now boasts
more than 45,000 members.⁵
While some may contend that women raise less money than men to finance their
campaigns, research proves this assumption wrong. Studies based on the congressional elections

between 1972 and 1982 show that while on average men raise more money than women, this is
primarily because the incumbency advantage helps men more than women, who are usually
challengers, raise money. However, no significant difference between the amount of money
raised by male and female candidates exists when the candidate status is controlled.⁶ In the 1992
House elections almost half of the women candidates raised more money than their opponents.
Furthermore, Uhlander and Schlozman's analysis of congressional campaign receipts in 1980
found that women challengers actually raised slightly more money than their male counterparts.⁷
Since incumbents win re-election 95 percent of the time,⁸ women have the most chance of
electoral success by running in open seat races. Therefore, these are the races where it is the
most crucial for women to raise money in order to be competitive. Burrell discovered that in
open seat races, women candidates have not been disadvantaged in raising money to fund their
campaigns, and since 1984, female Democratic open seat nominees have, in fact, been able to
raise more money than their male counterparts."

My most recent work experience has been with the White House as part of their National

Through my internships in the private sector with the Kmart Corporation and the
Commonwealth Bank of Australia I have sharpened my research and writing skills.
While at the Kmart Corporation I assisted in the corporate implementation of the
Americans with Disabilities Act by writing a manual that explains the Act in layperson's
terms. As an intern at the Commonwealth Bank I researched and wrote promotional

application of my great niece, Maeve Kennedy Townsend,
for a White House internship for this summer.
Maeve is a freshman at Boston College, where she's
both an excellent student and a champion athlete. She is in
the top 6% of her freshman class, and is currently ranked
number two in New England in fencing.
She graduated at the top of her class at St. Paul's
School in Baltimore last June, where she was particularly
active in both community and national service work. She's
also been active in political campaigns, including the 1994
campaign of my niece and her mother, Lt. Governor
Kathleen Kennedy Townsend of Maryland.
Maeve is very intelligent and hard-working, and

It is with great pleasure that I write you in support of Maeve
Kennedy Townsend's application to your program. Maeve is an
extraordinary young woman. She served as a full-time intern in our office
last year and completed each assignment successfully. Maeve met every
task with great enthusiasm and proved time 2nd again that she has a keen
eye for detail.
Her high standards for excellence and her bright spirit led our
senior professional staff to look to Maeve for help more frequently than
they did with any other intern. Her workload encompassed everything from
photocopying and faxing to analyzing and editing documents.
What made Maeve's time with us so extraordinary was not just her
high intellect and analytical ability or her superb editing skills but the fact
that at no time during her work day did she ever expect to benefit from her
relationship with her mother, Lt. Governor Kathleen Kennedy Townsend.
In fact, several of our interns never knew that Maeve was the daughter of
the big boss. Those who discovered the relationship were impressed with
her discretion and the fact that she even made the choice to work with her
mother when she had so many other options.
If there is one thing that I would hope to get across to the selection
committee it is that Maeve is good natured and a joy to know. She works
hard and gets the job done. Her diplomatic skills and highly developed

Essay #1: Why 1 Want to be a White House Intern:
The nation is in a period of extraordinary technological advances, of pronounced change,
and of immense growth with the turn of the century and millenium lying only two years away.
This revolution in information, communications, production, and access has not only occured in
the United States but all across the globe. And yet its genesis lies at the heart of Washington,
D.C., the capital of the nation which is the greatest political experiment in self-government in the
history of the human race. The ideas generated there, the accomplishments made, and the
complete dynamic of the American democratic system is the wonder and promise of all
experience. No other place provides such opportunities to explore, grow, and learn, and no other
city generates such ideas as our capital.
I have grown up surrounded by the American political system and have known personally
and casually some of our most talented leaders. However, I recognize now that I am eighteen and
have become an adult, that I no longer want to be encompassed by political life, I want to
immerse myself in it. I was always taught by my mother that everyone has the responsibility to
use their God-given talents as best they can to enhance the quality of the lives of others and to
make a difference in the world. Working on my mother's successful campaign for the Statehouse
and volunteering in my mother's office, I have had the privilege of seeing her live her own advice
as a dynamic and strong Lt. Governor of Maryland.
However, even in my privileged life, I have only begun to skim the surface of the political
arena. Although the system of American government will remain as enigmatic as any organism
with a life and a soul, I hope to have the opportunity this summer to explore and experience what
lies behind the large steel gates of 1600 Pennsylvania Avenue.

Essay #2: Service Experiences:
Service for others has become a norm in modern American society. This means appealing
to others in times of need and aiding in times of prosperity. We donate ourselves and our time
because we recognize that although we live in the most powerful country in the world, we are still
a community. Although I treasure the memories and experiences of working with Green Sea
Turtles in the seashore refuges of Costa Rica, I consider the time 1 have spent in Baltimore City
the most invaluable.
Working in correlation with the Americore Program, a small group of ten teenagers and I
labored to beautify several areas of Baltimore City. Although Baltimore in the summer is well
known for its unbearable humidity and enduring heatwaves, I loved every minute of this work.
Our squad undertook numerous projects beginning by creating a park out of a rubble-
strewn area in lower Park Heights. Using slate and cement, we constructed walls to house the
trees and flowers we later planted. While the cement was drying, we targeted numerous other
sites in Baltimore City, clearing areas of debris, weeds, bottles, and needles so they could later
become parks or playgrounds. It is remarkably exhilarating to engage in projects that have such
visible and immediate results.
In another service experience, our squad gleaned farms on the Eastern Shore of Maryland.
We went through previously harvested fields collecting vegetables that were not ripe at the time
when the farmer gathered his crop to sell. Normally, such leavings would rot because the expense
to pick the food is more than the profit on the market, In one day, we could collect forty crates
of tomatoes, delivering them to various soup kitchens in Baltimore City. The indescribable joy
that the recipients expressed at receiving such a bounty continues to nourish my soul. Many

homeless Baltimoreans had delicious, fresh tomatoes and corn for dinner.
Although these were only small contributions to my community, I have learned to
recognize that every contribution makes a difference. Whether by making someone's day a little
brighter, providing them with a dinner that is tasty and nutritious, or making their landscape more
beautiful and less constricting, service both improves the individual spirit and strengthens the
community.

Essay #3: Personal Reflections on Politics, America, and Race.
From the mosment of my birth, I was yanked into the political arena. Before I was six
months old, at a time when most children are lucky if their mother allows them to venture out of
their playpens, I had seen almost all of America. Travelling over twenty thousand miles in a reed
basket, often in the care of strangers, I was whirled from Washington State to Ohio to Texas,
accompanying my nursing mother as she campaigned for my Uncle Teddy for President. Even
though these experiences are imprinted in my conscious memory only by photographs and
newpaper clippings, they were delightfully formative and deeply rooted.
Most young people are influenced by the grown-ups they meet, whether they be family or
friends. Yet few have been as privileged as I to meet quite so many enthusiasts at an early age.
With 99% of my family and friends in government or public service, I learned early to love it. Just
as Harriet Tubman was destinged to run a railroad, or Cal Ripken destined to play shortstop, my
destiny will always call me into the political arena. Knowing that as a college Freshman I am not
yet ready to enter fully into political life, I still want to seize every opportunity to immerse myself.
My fairy godmother would not whirl me in a jewel-covered gown and uncomfortable slippers to
meet the man of my dreams. Instead, she would whisk me Washington, to the Capitol and the
White House to work with some of the most enterprising and fascinating people in our nation.
Being eighteen, it is difficult to be a great leader; however, I am able to help my
community in some ways. This past summer, I worked on a construction crew in Baltimore City
with Civic Works in correlation with President Clinton's Americore Program. At one site, our
team cleared an overgrown lot, filling thirteen trash bags with bottles, needles, beer cans, and
garbage as we whacked down fifteen foot weeds. While felling this forest, we found the most

peculiar objects: old bikes, telephone wire, couches, and shoes. Soon the neighborhood children
came to help. Even in the 95 degree heat and 100 per cent humidity-classic Baltimore August
weather-we were surrounded by enthusiasm. Quickly one little girl attached herself to me. I
thought it might be my cheerful smile, or that I was one of only three girls in a team of thirty
people, but I soon found it was something else:
"What's your name?"
"Maeve. What's yours?"
"January. I'm eight years old."
"You look a lot older than that."
"I like white people," Jamuary suddenly reassured me. "A lot of my friends don't but I do."
"That's good."
"My momma said that God made all people the same, and he loves white people too."
"Your momma's a very smart woman."
January continued, "I'm gonna stay here and work next to you. I like you."
"Well good!"
Throughout that hot day, January talked about her school and classmates who wanted
nothing to do with the likes of me. At lunch, January was very enthusiastic about telling all her
playmates that she had a white friend.
There remains a wide gap in race relations in America. Studying American History, I have
learned that this has been a problem since the founding of the colonies. Unfortunately it is a
problem that time alone has not healed. As Lincoln said in his Second Inaugural Address "with
malice toward none; with charity for all;
let us finish the work we are in; to bind up the
nation's wounds." While working this summer, I hope to help put Lincoln's command into

I vividly remember watching the insuguration of President Clinton in January of 1993 because I
suddenly had a new notion of the Presidency, For the first time In my Wfe, 1 didn't Hee the President as a
type of grandiathorty protector of our country; a large security blanks of sorts. Instead I saw 8 man. about
my fathers age, step into an incredibly predetermined role. However, he made this leap in such a fashion
that I realized he was not merely assuming a position left suddenly vacant by the previous lunder.
President Clinton gave me the impression that he was a man beginning 6 job, one he would make his own,
rather than an eine accepting a position of privilege. I'm not sure if my attitude changed because I was 4
years older than I'd been during the last insuguration, or because the President was much younger than I
was used to. Actually. n was probably a little of both that allowed me to see President Clinton in working
class terms, as one man in the American work force, and 1 was struck by this.
On that day, all of the official positions, state departments. special Interest groups, and even
American laws had a new tangibility for me. Although only 16. 1 fell that as on American there was a part of
me In each of these things. As I write this 1 am studying abroad in Florence, Italy where 1 think on my status
as an American much more than I ever have before, 1 have been in 8 different Western and Eastern
European countries in the last two months, and in this time my feelings of connection to our country and
our national government have grown new roots.
1 am taking a Political Science class on the Italian government though which I have learned about
the unstable Italian electoral system. politicians dependence on clientelism, and the general humor and
tear with which Italian citizens view their leaders. Not only has this made me truly appreciate the fortune
that American citizenship affords 8 person, DLR I now see the importance as an American citizen of having a
concerted Interest in the preservation of our precious American system of government. 11 functions with
such grace as a result of our founding laws, but also because of the many people from the President down
to each government intem that care so deeply about the maintenance of our system. After living outside
of the country, in the rich lands of Europe, 1 can say in all earnest that there is nothing I care more, nor
would rather do when 1 return. than be a part of this process of preservation.

Further Investigation reveals that Church intends to remove man from the scene in as
many ways as possible.
Church's abrupt dehumanization of the natural world begins with his descriptive
rather than emotive handling of the scene. While stunning. the reaction evoked from
the viewer results from his careful attention to detail and his ability to recreate the
natural world in an almost photographic way rather than from any inviting effort on the
part of the artist. His talent begs praise most noticeably with the ripples of clouds
burning with sunlight low in the sky. What little vitality Church affords the scene is
given to the clouds rather than to a human or human construct. Immediately, the
viewer gets the sense that these clouds are in the process of moving, mutating and
changing color. They have the power to transform, however briefly, the entire setting
by selectively Illuminating the objects below and aggressively reflecting off of a lucky
few,
Despite these qualities. the clouds fall to engage the viewer on an emotional
level because they possess qualities of luminism* specifically those that serve to
prevent the viewer from holding any position in the scene or even reacting to H in an
involved way. The vaporous treatment of light in a soft and atmospheric manner casts
a strange and allenating glow on the hillside and water while the disproportionate ratio
of sky to hillside leaves the viewer with little ground for support. The majestic clouds
assen themselves in a way that suggests they should be the Inspiration for someone's
sublime experience in nature, but then they intentionally leave no room for the viewer
or the viewer's reaction. Indeed, they are so grand and self-important in their own
right. they don't depend or thrive on human acknowledgment to achieve greatness.
Church's incilnation to paint such dramatic clouds is reconciled when placed in
an artistic chronology. The year Church began Iwilight was a monumental one for all

JANE SLATE SIENA
Jane Slate Siena has worked for the J. Paul Getty Trust for over ten years. The Getty is the
world's largest foundation dedicated exclusively to the arts and humanities. Siena, after
completing a landmark survey mandated by the US Congress of American museums, was
recruited by the Getty to develop an international arts and cultural heritage program called
the Getty Conservation Institute (GCI). Siena currently serves as the Head of Institutional
Relations.
Siena has developed partnerships and funding for a variety of national and international
organizations, including museums, libraries, archaeological sites, and historic cities, in
Asia, Latin America, Africa, Europe, and North America. For example, she has organized
joint projects with the Chinese on preservation of ancient art and architecture in China;
university seminars and onsite conservation projects in Egypt, including for the Sphinx;
educational programs on Andean textiles in Peru; programs in urban development and
seismic stabilization in Quito, Ecuador, and Antigua, Guatemala; art exhibitions in Italy:
and art publications with partners in London. In a pioneering initiative, Siena established
the Getty presence in Russia and, as founding president of the St. Petersburg International
Center for Preservation, is establishing unprecedented partnerships there with a range of
foundations, corporations, and governments.
In the US, Siena has developed a national task force with the Federal Emergency
Management Agency to provide technical assistance to our nation's cultural institutions
during times of disasters, and has led in the recovery of cultural resources damaged by
earthquakes in California and flooding throughout the south and mid-west.
As an educator and arts administrator, Siena has created and led initiatives that have
benefited the arts and artists in America and abroad. She is founding editor of
Conservation, a cultural heritage periodical. and lectures regularly on behalf of arts
education and cultural exchange programs.
Prior to joining Getty, Siena worked for the National Institute for Conservation (NIC)
where she helped establish national policy and federal funding programs for US museums
and libraries as well as increase the awareness of the need to conserve cultural collections.
Her research included studies and needs assessments in the arts for private foundations,
such as the Getty, the Mellon Foundation, and the William Penn Foundation. Her efforts
have benefited cultural institutions across America in the form of endowments and support
programs.
Siena began piano studies at age five. She later studied piano at the Aspen Music School in
Colorado and at George Peabody College in Nashville. She holds the Master of Music
degree from the University of Wisconsin, and a Bachelors degree in Music Education from
Austin Peay University. She worked as a concert pianist and piano teacher in the
southeastern United States prior to 1982. Among her public performances are the World's
Fair in Knoxville and numerous concerts at universities and schools in the region.
Siena presently serves as Chairman of National Musical Arts, the chamber music program
at the National Academy of Sciences in Washington, DC. She is a member of the J.
William Fulbright Scholarship Committee, and is art advisor to the Vice President's
Residence Foundation. She maintains offices in Washington, D.C. and in Los Angeles
and is married to art historian Dr. M. Kirby Talley, Jr. of the Ministry of Education.

Sorry that we missed each other in Bobbie Green's office last week. I'm back in
DC for work on the ERISA legislation on Jan. 8 & 9 and maybe we can visit then.
As I think you know, I am working with the Texas and other medical associations
[we created a nationwide Campaign for Health Care Accountability] and the trial lawyers
in support of the Durbin and Norwood bills that would allow states to determine
accountability for managed care plans.
Chris, we believe this is a winning issue and that we will pass it this session -- a
states' rights issue. Health providers, consumers and trial lawyers ALL on the same side --
somewhat unique. You likely know that Rep. Norwood is pushing the Republican
leadership not to let the Democrats have this issue in an election year. We have been
working the Texas Republicans hard and really beating up Armey over the break. And
from my discussions, the Democratic congressional and campaign leadership is seeing the
potential.
Of course, it would be great to have the Administration's support, and even to
have the President mention this legislation in the State of the Union.
I'm editing an issue paper on the bills, which we will use with state coalitions and
with the media -- I'll send you a final draft.
Anything else I can do to be helpful? I'll call again after the holidays to see if we
can hook up on the 8th or 9th. Thanks.

Dear Ms. Clinton:
I regret that we were unable to visit personally at the CDF event in New York I
was in the front row. Very nice coincidence of your 25-year anniversary with CDF and
birthday. I can almost remember turning 501
Ms. Clinton, this letter does not require a response, and I don't want to add to
your workload especially as you launch a discussion of child care. But, I do want to
continue our discussion of how I may be of help to you in the post-2000 years.
In evaluating my future, it occurs to me that a good argument can be made that the
most significant change in American politics and society in the past 20 years has been the
ascension of the Right and the dominance of its ideas and political influence. It has
affected everything I have worked for or cared about, from health care, to children's
issues, to civil rights. And every institution, from mainline religion, to the Congress, and
to state governments, has been shifted distinctly to the right.
Certainly those of us on the front line of advocacy, beginning with you and the
President, have felt this impact directly.
Thinking of this within the context of our earlier conversations about your post-
White House work, it seems that a desperately needed focus for a public policy center is
reclaiming mainstream American values. Perhaps the "Clinton Center for [Reclaiming
or Reestablishing] Mainstream Values."
In 1982, when I left Mickey Leland's service to join People For the American Way
and then CDF, I thought that the emerging right-wing movement threatened every value I
treasured, and if I could do something to counter this movement, it would benefit all my
concerns. I was right. The only regret, after 15 years work, is that I could do so little to
blunt the influence of this movement.
Now, as I explore my involvement with three seemingly different career
opportunities - Children's Defense Fund, the foundation world, and working with trial
lawyers and medical associations on managed care reform I see how the rise of the
Right affects each of these areas as well. As I help CDF evaluate a new state office in

Texas, the most significant obstacle is the dominance of the Right in state and local
elections in recent years. Mainstream foundations are being intimidated by the Right in a
concentrated effort to diminish funding for progressive advocacy -- "defunding the left."
No interest group is more under the gun and constantly on the defensive than is the
plaintiffs' bar. And, medical associations are growingly alarmed by right-wing elected
officials opposing most health care initiatives, starting with health education and family
planning.
Even Marian is confronting the impact of the Right on children. She has directed
me to organize a pre-session for foundations at the CDF National Conference focusing on
the right-wing funding strategy against the interests of children. We noted that the CATO
Institute released a hit-piece on child care on the day of your conference.
Ms. Clinton, there is a crying need here for big-picture, long-term leadership
within both the funding and advocacy communities. I am determined to find an avenue to
help. I have a small exploratory consulting contract with Norman Lear's foundation, and I
am talking with other foundations and non-profits about an ongoing role for me.
It seems that there is a significant opportunity and challenge for you in this arena
as well. Certainly no one has confronted the results of the Right's coordinated strategy
more than you and the President. And, your leadership could be critical in the long-range
struggle to turn this tide.
For me, I would be honored and energized to assist you in any way. Thanks for

Americans Are Spending More and Getting Less. "This is our dividend on billions and billions of dollars
invested in education: Lower test scores, a higher drop out rate, massive remedial education, and an illiteracy rate
growing by leaps and bounds."
2 out of every 317 year olds do not know WWII was fought sometime between 1900 and 1950
20% of high school seniors are functionally illiterate.
In the past 30 years, per pupil spending has doubled, yet average SAT scores has dropped over 50 points.
Big and Ineffectual. Today education has become a bloated monument to political influence and the status quo.
President Clinton is in the pocket of the National Education Association, an organization which is against reform in
schools because their special interests are met now.
Typical Liberal. President Clinton is a typical tax and spend liberal who believes that throwing federal money--
the tax payer's money--at education will solve the problem The Clinton administration believes that the Federal
government is better able to deal with the issues of education by remote control from Washington rather than
putting the emphasis on family choice and local community participation.
Where's the Beef? President Clinton's Education Department has refused to release the 1996 NAEP results in
reading, writing, math, and science. Have things gotten worse?
Pro-Choice? "Bill Clinton shouldn't be the only person in public housing who gets to send his kid to private
school."
President Clinton wants to bring condoms into our classrooms. Eliminated Sexual Abstinence education and
encourages teaching our children that alternative lifestyles are acceptable. Books like "Heather Has Two
Mommies." At the same time he will not let religion into the classroom.
President Clinton opposes English as our official language. Bilingual education divides America.
Rebuttals
Tearing down our teachers is not the answer to reforming our school system. Teachers are and should be an
important part of the move to improve our schools.
The Department of Education has done more with less. It is providing better services to more Americans with
fewer rules, less staff, and at a reduced cost.
The Clinton administration has been an ardent supporter of the creation of charter schools which would enable
communities to better meet the needs of their children. Bob Dole voted against the Improving America's School
Act, which provided funding for charter schools. President Clinton also signed Goals 2000 which supports School
Choice Initiatives. Bob Dole voted against Goals 2000.
The drop out rate is down from 14.6% to 10.5% from 1972-1994--a decline of almost 40%. Also, in 1995
American Students achieved the highest average score on the SAT in more than two decades.
Dole voted to give $55 billion less to education than President Clinton for FY 1997. In 1996, the Dole-Gingrich
Budget cut education by $31 billion and has threatened to cut educational programs by up to 10%.
Dole voted against the creation of Head Start and has consistently voted against increases in Head Start funding.

Parents and Children Deserve Choice and Competition in Education
Opportunity Scholarships for Children is an initiative which would be a combined federal, state. and local effort
to give 4 million low- and middle-income families the ability to select the best schools for their children whether
they be public, private, or religious. Creating competition among schools for students and funds will raise the
quality of education that each school provides.
Parents must take a more active role in the education of their children. The government must enable parents
and the local community to take back control.
Republicans have supported programs like Head Start and School Lunches. During the last five years the
Head Start program has grown almost five times as fast as the number of children served. And in 1996, the
Republicans provided the exact same amount of funding for the School Lunch program as the administration's
budget.
In 1994, Bob Dolc authored the $30 million Fight or Flight Program that gave low-income parents the
opportunity to remove children from schools plagued by violence and gangs.
Education should unify America. We should recognize English as our official language and make those who
come to our country learn our language. That way, English will unify us in our schools and in our communities.

TALKING IT OVER--A MOTHER MUSES ONMOVING ON

As Chelsea leaves for college, like most parents, I view it with a mixture of excitement, pride, and trepidation He fact that
my daughter is actually old enough to go away to college still surprises me. It seems that not very long ago I taught her
how to tie her shoes. I vividly remember Bill or that Bill helped her with math homework. On the other hand, I can't wait
for her to be exposed to a whole new group of teachers, mentors, ideas, and friends. But I also worry about her being so
far away and how she will adjust to living on her own. I also, selfishly, worry about Bill and me. Chelsea's energy fills
the house and our lives. I know the first weeks of silence and calm will be difficult for us.
The anxicty for most parents is the same, but for many it is often with the added pressure of how to pay for the escalating
cost of a college education. It is hard enough to let go of a child as they prepare to leave home, but even more difficult
when the cost of college places undue strain on a family's financial situation. Parents should not have to choose between
the well-being of their family and a child's education. That is why the President is doing all he can to insure that a higher
education is a viable choice.
The President recently signed the historic Balanced Budget Act of 1997 and the Tax Relief Act of 1997 which in his own
words, opens the doors of college to a new generation, with the largest investment in higher education since the G.I. Bill
50 years ago. It makes possible for the 13th and 14th years of college to become as universal as high school is today."
Within these two acts are important measures which make a college education possible for many more people.
The legislation incorporates many key aspects of the President's proposals for the Hope Scholarship which provides a
$1500 refund tax credit for the first two years of college and a twenty percent tuition credit to make the third and fourth
years of college more affordable. Also, included in the Balanced Budget Act is major components of the President's
Direct Lending Program which will increase access to higher education by making borrowing and repayment of loans
easier. The plan provides $9.3 billion to 1.6 million students. Additionally, phased in over a five year period the plan will
actually save $4.3 billion by the fiscal year 1998. So the plan is not only good for our children but good for our economy.
Finally, within the Tax Relief Act of 1997 is a special tax-favored savings vehicle to help and encourage families to save
for higher education.
All of these measures, which have been signed into law by the President, are an important part of America's progress to
provide all children with the right to higher education, but much more can still be done. The President just last month
announced that he would like to propose a national effort to attract quality teachers to poor communities by offering
college scholarships to students in return for a three year commitment by those students to teach in high-poverty
communities. This initiative serves a dual purpose. It provides young people with an opportunity to attend college and
then provides our primary and secondary schools with well-qualified teachers eager to give back to their communities.
Other proposals that the President has made are to expand the work-study program enabling students to help pay for their
college tuition through work within their universities, an increase of the Pell grant support SO that students ca receive up to
$5100 a year for tuition, and allowing parents to withdraw from their IRA's without a penalty in order to pay for their
children's college education. These proposals are a step in the right direction, but Congress must now take these ideas and
make them into a reality. As the President sends to Capitol Hill a reauthorization of the Higher Education Act, Congress
must act in the best interest of America's youth by passing this bill.
I stood with the President at the National Archives as he talked of our country's first and most important priority as we
enter a new millennium-the education of our children. The strength of our bridge to the 21st Century will rely on how
well we prepare our children and foremost, in that preparation is education.
Although Chelsea's departure will be bittersweet for Bill and me, we are grateful that she has the opportunity to attend
college and be exposed to all that higher education has to offer. Learning shouldn't be a privilege for America's young, it
should be their right.
