On behalf of the White House and President Clinton and Vice President Gore, WE would like to
welcome you to Portland. Oregon for your 24th Board of Directors meeting.
As the highest governing body for the Association of Flight Attendants, your hard work and
continual commitment to the union, has helped improve the lives of your members and the safety
of the entire aviation industry. While our time in the air is not always on commercial flights,
your energy and the hard and tireless work of flight attendants has not only moved the safety and
health concerns of flight attendants and aviation safety to the forefront but it has also redefined
the role of flight attendants' onboard aircraft.
Not so long ago, most Americans considered flight artendants waiters and waitresses in the skies
but your vision, courage and action have helped the flying public understand your key and
essential role as safety professionals. We applaud you for this persoverance and the work you do
each day to protect your passengers. Your leadership role both on airplanes and on Capitol Hill
has served to improve the airline industry as a whole.
Congratulations on your Board of Directors meeting and on your choice of themes for this year's
Board. We cannot imagine a more appropriate message than "Vision, Courage, Action: The

The Portuguese were delighted with the news that NASA had
agreed to help commemorate the 500th anniversary of Vasco da
Gama's discovery of a maritime route to India. During her July
visit to Portugal, the First Lady announced NASA's offer to
Canyon
carry a Portuguese flag aboard the May 1998 mission of the
space shuttle Discovery. The May mission is significant
because it will carry experimental equipment constructed in

accuracy
part by Portuguese scientists and marks Portugal's first
participation in space science. In her speech, Mrs. Clinton
compared the explorations of the early Portuguese mariners with

the Mars mission. Her comments were well-received, and the
Portuguese are eager to begin planning for 1998.
The Vasco da Gama anniversary will be discussed at the next
U.S./Portugal Bilateral Commission Meeting scheduled for
October 23. It would therefore be useful to meet with the
appropriate persons at NASA to begin to formalize our plans.
For example, it would be ideal for the shuttle astronauts to
present the Portuguese flag on June 16 at the 1998 World
Exposition (Expo '98) in Lisbon. There may be other ways we
can work together through Expo '98 and the GLOBE Program to
both help recognize Portugal's maritime history and to serve as
an important NASA outreach.

As the nation's preeminent creator of public service communications, The
Advertising Council has conveyed thousands of inspirational messages to the American
people in order to create positive social change. The result is more lives saved because
"Friends don't let friends drive drunk," more young people in college because "A mind
is a terrible thing to waste," less car injuries and fatalities because "You can learn a lot
from a dummy - buckle your safety belt," and, of course, Smokey Bear reminds us that
"Only you can prevent forest fires."
Today, through its 10-year initiative Commitment 2000: Raising a Better
Tomorrow, the Ad Council is applying its expertise to help improve the lives and
circumstances of our nation's children. We were thrilled that President Clinton and
First Lady Hillary Rodham Clinton joined this effort in recent Ad Council PSAs, where
they referred to parenting as "the toughest job in the world." These ads were
overwhelmingly popular and generated millions of dollars worth of donated media time
in 1997.
The purpose of this letter is to share critical communications insights with the
First Lady in preparation for the October '97 White House Conference on Child Care.
Recent research by the Ad Council suggests that the best way for the First Lady to
frame the importance of quality child care programs is in the context of the public's
need to support parents. The First Lady would set a strong tone for the entire
conference and national dialogue if she reinforces society's need to help make the job of
parenting a little easier. This message is certain to resonate with the American people.
The Ad Council research "Kids These Days: What Americans Really Think
About The Next Generation" (summarized in the following pages) reports America's
belief that parents are fundamentally responsible for the disappointing state of our
children. At the same time, 81% of the public admit that "it's tougher to be a parent
today than ever before," and the public supports solutions and programs that facilitate
parenting.
At the conference, we expect that the First Lady will assert that quality child
care programs top the list of effective solutions to the problems facing American
families. Economic realities and recent government reforms have created a

mushrooming demand for child care. Unfortunately, the child care system that many
parents must rely on is, at best, primitive: services are fragmented; regulations are
minimal; care givers are poorly trained and underpaid. Under these circumstances,
even the most fortunate parents are frustrated by their attempt to find quality child care,
and our children's needs are woefully neglected.

The Ad Council research also unveils the public's disbelief that government can
play any role in ameliorating the crises our children face. A critical first step to
reversing this perception is the First Lady's proposal at the conference that the Federal
Government's support of quality child care programs is one of the best ways to help
parents raise good kids. This unprecedented role of government represents a more
holistic, effective approach to improving the plight of our children.
We submit these communications insights to the First Lady, a long-time
supporter of the Ad Council's commitment to children, with the best intentions. Our
hope is that the White House Conference on Child Care not be a missed opportunity,

In Los Angeles yesterday, The Boxer received nominations for best

film (drama), best director to Sheridan and best actor to Danie

Day-Lewis. The film opens in New York and Los Angeles on New
Year's Eve and goes on release in Ircland on February 6th.
Filmed in Dublin during the summer, The Boxer, written by Sheridan

boxer who got involved with the IRA in his late teens and ended up
serving 14 years in a British prison.

something to set the record straight for himself, just to feel he's do

The Boxer is Jim Sheridan's fourth feature film as a writer-director
and his third with Day-Lewis in the leading role. Their first
collaboration, My Left Foot, earned Day-Lewis the best actor Oscar
in 1990 for his portrayal of Christy Brown. Their second film
together, In the Name of the Father, in which Day-Lewis played the
wrongly convicted Gerry Conlon, received seven Oscar nominatio I''
in 1994.
In the major Golden Globe category for best film (drama), The Borrer
is on the shortlist with Steven Spielberg's Amistad, James Cameron:
Titanic, Curtis Hanson's LA Confidential and Gus Van Sant's Good
Will Hunting. The nominees for best director are fim Sheridan
Steven Spielberg, James Cameron, Curtis Hanson and for As Good
As It Gets, James L. Brooks.

A group of University of California, Davis students are planning a five-part series of
ecumenical peace services in memory of Adam Darling for the Spring of 1998. This
letter is to follow up correspondence our committee had with you last March regarding
an invitation to be our keynotc speaker on Sunday evening. April 19, 1998. Reverend
Phil Wogaman of the Foundry United Methodist Church has confirmed that he will be
with us to speak that evening, and, as we know it is difficult for you to confirm
engagements very for in advance. will gladly share the podium with you should you be
able to be present.
These services are intended to instill in our community a global vision of peace and
justice and ignite among our contemporaries a commitment to advocacy and action like
that exemplified by Adam, a UC Davis alumnus. Please note from the attached
description that this series, entitled "Quest for Peace: A Pilgrimage to St. John's Hill",
will commemorate the tenth anniversary of a similar series which Adam created. We
would like you to be the series' initial speaker both because of your perspective on
global conflict and social justice as first lady and your insight as one who knew Adam,
and what hc stood for, well.
As they were ten years ago, these services will be part of the regular University Chapel
schedule. at 7 p.m. on Sunday evenings. University Chapel is an ecumenical outreach
sponsored by The Bulfry Lutheran and Episcopal Campus Ministry and The Cal Aggic
Christian Association (a campus ministry supported by the United Mcthodist Church, the
Presbyterian Church, and the United Church of Christ). Co-sponsoring "Quest for
Peace" are Davis United Methodist Church (Adam's home congregation) and Davis
Community Church (Presbyterian, USA), where the services will be held, along with
other members of Davis' ecumenical community. Offerings received at the services will
be dedicated to a new scholarship fund in Adam's name nt U.C. Davis.

Students' "Quest for Peace" inspired by the life
and death of former UC Davis student Adam Darling
Background:
Adam Noel Darling was born in 1966 in Livermore, California. The
son of Darrell and Karen Durling. he spent his carly years in Davin
where his father was & Methodist minister, and grow up in Santa Cruz.
Hu enrolled at the University of California. Davis In 1985, where he
remained for three years before transferring to the University of Ponn-
sylvania. At UC Davis. Adam was a leader of a group of Christian
students who sought to express their faith in significant, practical ways
and who were particularly concerned about issues of peace and justice.
In Inte 1987. Adam asked his friend and former Rhetoric instructor.
Latheran Campus Pastor Don Reastrom. to help create " series of events
that might rokindle in UC Davis students the kind of commitment 10 peace
and justico that had boun present on campus during the Victnam War years. Adam and the Christian "Students
for l'cace" group designed a serios of "Shalom Services" for the 1988 Lenten scason at University Chapel. These
services had a global perspective, were ocumenical in nature, and were sexually and ethnically inclusive. The
speakers they invited for the serios were persons whose own lives modeled non-violence MK a means of achieving
personal, national and international goals.
The 1988 "Shalom Services" at University Chapel drew a diverse audience and were well received. The stu-
donts who planned the scries were pleased with the nulcome, and felt that they bad made . small but significant
contribution toward a renewed interest in peace and justico issues on the Davis campus and in the community
Adam Darling went on to graduate from the University of Pennsylvania. after which ho hold a serior of positions
that were consistent with bis Christian faith and political vision. Ultimately this palb led bim to the United
States Commerce Department. In March, 1996 the Secretary of Commerce, Run Brown. asked Adam to Nerve &s
his Special Assistant and to accompany him OD a "Mission of Peace Through Trade," simed at rebuilding the
infrastructure of war-torn Bosnis and Creatia. Adam Darling was among the thirty-five persons who. along with
the Secretary of Commerce. were killod in the plane crush on St. John's Hill near Dubrovnik. Croatin the after-
noon of April 3rd, 1996.
The University Chapol community at the University of California, Davis remembers with gratitude the life and
witness of Adam Darling. and the leadership hc provided US in 19RR. We want to keep alive the flame of
compassion and commitment be kindled in us and pass it on to others, Inn. In Spring 1998, ten years after the
"Shalom Series" and two years after Adam Durling's untimely death, WO will present u mories of ocumenical
services which will focus on major peace nod justice insuer of the day. Those services are intended to instill in
our community & glohal vision that will iguite among our contemporaries a commitment to advocacy and action
like that which WAS exomplified by Adam Darling. University Chapel is an ecumenical outreach sponsored by
two DC Davis campus ministries, The Belfry and the CA House.
The Herion of pervices is named after the place where Adam Darling and the other ambassadors of peace met their
deaths. This "QUEST FOR PEACE: A Pilgrimage to St. John's Hill" will occur on five connecutive Sunday
ovenings. beginning April 19th, 1998. It is our hope that through these services the values that guided Adam
Darling will be reinforced in the lives of all who attend, and that a new commitment to peace and justice will
blossom on the UC Davis campus,

We are a Massachusetts-based, nonprofit, membership organization founded in
1985 on the belief that access to health care is a right of every individual. We are
particularly concerned about the most disenfranchised members of our society: the
disabled, low-income elderly, children, people of color and linguistic minorities. Last
year, our toll-free Health Helpline provided information, referrals and advocacy for
6,000 people needing access to health care. We have several projects which work with
communities to address local health issues such as the Boston Health Access Project's
Immigrant New Comers Campaign, Health Law Advocates, State-wide organizing, and
the North Shore Leaders Project. Our Children's Health Access Project works to ensure
that every child in Massachusetts has access to the health care he or she needs. Many of
our programs are replicated throughout the nation. While we are focused on issues
related to the uninsured, our work is rooted in the need to make the health care system
more responsive at all levels and to all populations. Even the young, the healthy, the
wealthy and the insured are vulnerable in the system we have now.

Russell Beaudrealt, Founder
Athol-Orange Health Center (1994 Awardee)
A farmer from Orange, Massachusetts, Russ Beaudreault was honored for his work to
open a free clinic in the North Quabbin area to serve low-income residents who don't
qualify for Medicaid and can't afford health insurance.
Cape United Elderly (1996 Awardee)
Cape United Elderly is one of the most active grassroots organizations in the state.
It is the only citizens' group in the state with the authority to visit nursing homes
unescorted in order to conduct inspections and talk to patients. CUE is a clearinghousc
for information and advocacy for the large elderly population on the Cape.
Raquel Cashman, Director of Interpreter's Services
Boston City Hospital (1993 Awardee)
Raquel Cashman was devoted to providing equal access to health care for non-English
speaking patients since 1986. In a climate of budget cuts and little understanding of
immigrants' needs, Cashman was able to establish the department of interpreters'
services as a permanent fixture at Boston City Hospital. Cashman became a Health Care
For All Board member in 1994. Cashman died in August of 1995 at her family home in
Buenos Aires. She is missed by friends, family as well as the staff and patients of Boston
City Hospital.
Thomas Chapman, Chief Executive Officer
George Washington University Medical Center (1994 Awardee)
Tom Chapman is the former director of Greater Southeast Community Hospital in
Washington D.C. where he worked to create innovative programs with staff and
community that addressed local health care concerns. Chapman is an outspoken
advocate for finding solutions to illness by putting the emphasis on community strength
and creativity.
Maria Contreras, Founder
Soldiers of Health (1996 Awardee)
Maria Contreras of Roxbury is an immigrant from the Dominican Republic. She has
worked tirelessly in the community to improve the health of residents. For years she
worked for the Department of Health and Hospitals, and later at Health Care For the
Homeless. She is the founder of Soldiers of Health, a neighborhood-based and supported
network of lay health advocates in Roxbury.

Upham's Corner Health Center (1995 Awardee)
Edward Grimes has worked for 23 years in his position at the Upham's Corner Health
Center. He has been a strong community advocate for comprehensive health and social
services for the residents of North Dorchester.
Bill Henning, Executive Director
Cape Organization for the Rights of the Disabled (1995 Awardee)
CORD, a grassroots activist group, provides vital independent living services to one
thousand people a year. Under the leadership of Bill Henning, CORD developed the
concept for CommonHealth, a health insurance program for working disabled adults and
disabled children, and advocated aggressively to get it implemented.
Harriet Jackson-Lyons, Founder of Raising Our Children's Children (ROCC)
Codman Square Health Center (1993 Awardee)
Harriet Jackson-Lyons, a former patient services clerk for the Codman Square Health
Center in Dorchester, founded ROCC when she became the caretaker of her
granddaughters last year. In the face of many cultural and societal barriers, Jackson-
Lyons' program is making it possible for these grandparents to counter barriers of shame,
loneliness and need.

Franklin County Community Health Center (1997Awardee)
Dr. Kemble went to medical school to become a primary care internist and to establish a
community health center that would truly be accessible to all members of Franklin
County. She has succeeded with both goals and spends much of her time and energy on
educating the community about the benefits of the center, especially the availability of its
high-quality primary care.
Dr. C. Everett Koop, former Surgeon General of the United States (1993 Awardee)
Dr. C. Everett Koop, who is now Elizabeth DeCamp McInerny Professor at Dartmouth
College has been involved in health care issues his entire career. As Surgeon General,
Koop was an outspoken advocate for a broader understanding of AIDS. Since his
resignation in 1989, he continues to educate the public on health care reform issues.
Judith Kurland, former Commissioner
Boston's Department of Health and Hospitals (1994 Awardee)
For her vision of a "healthy Boston," Judith Kurland has inspired many health care
professionals, advocates and those committed to making Boston a better place for
residents to live. She has also challenged the teaching hospitals to refocus their mission
on the needs of the community.
Jessie Logan, Former President
Massachusetts Senior Action Council (1995 Awardee)
As a member of HCFA's board for many years, Jessie Logan engaged senior citizens
across the state in the fight for universal health care. She was also a leading advocate for
hospital discharge planning legislation and the Family Health Plan.
The Lynn Health Task Force (1993 Awardee)
The Lynn Health Task Force has been advocating for better health care services for the
low-income residents of Lynn and the North Shore who use area facilities for over ten
years. Most recently, the Task Force has been successful in guaranteeing that
interpreters' services be improved at both the AtlantiCare Medical Center and the Lahey
Clinic.
Bob and Mary Lee Marra (1996 Awardee)
The Marras, the first couple to win a For the People, Against the Tide award, were
nominated for their work to safeguard Boston City Hospital's mission to the poor in
BCH's merger with Boston University Hospital. Despite criticism from some other
members of the administration, the Marras continued to speak out strongly for the rights
of the poor anduninsured of Boston.

As a legislator, Senator Montigny has acted as the champion of the poor, low-income

Bob Murphy, Past President
Massachusetts Teachers Association (1996 Awardee)
Bob Murphy has served as the past President of the 70,000 member Massachusetts
Teachers Association. Because of Murphy's leadership in children's health organizations,
thousands of children in the state without health insurance now have access to
healthcare.

Boston Women's Health Book Collective (1995 Awardee)
Through her public speaking, writing, and political advocacy, Judy Norsigian has
changed the way the medical system views women's health. As co-author of Our Bodies,
Ourselves and numerous other publications, she has given women information to make
informed health care decisions.
Kattie Portis, Director
Women's Community Project, New England Medical Center (1996 Awardee)
Kattie Portis is known for her long-time work in the community to improve women's
health, particularly around issues of violence, substance abuse and AIDS. Portis founded
Women, Inc. in Boston, one of the first residential programs in the country that provides
services to substance abuse women and their children. She also founded the national
Women and AIDS Risk Network (WARN).
Roxbury Environmental Empowerment Project
Alternatives for Community and Environment (1997Awardee)
Project Reep, a program of Alternatives for Community & Environment, has developed
an asthma prevention curriculum for over 300 youths in Roxbury schools. REEP brings
youths and adults together providing them with information and training on advocating
for a healthier environment and quality health services.

S.T.O.P. is asking the First I ady to spcak at our five year anniversary memorial event in
Chicago January 18, 1998, and I hope that you will recommend that she do so.
A couple of years ago, you kindly agreed to meel with mc and a couple of other
representatives of S.T.O.P. to give us fundraising advice. Now WC are about to celebrate
our live year anniversary!
The President has taken an active stance on food safety issues, and S.T.O.P. has forged a
good relationship with the Administration. S.T.O.P.'s president was in the Oval Office
when President Clinton announced the adoption of new meat and poultry inspection
regulations in July 1996. This April, S.T.O.P. board member, Laurie Girand, introduced
the Vice President at the press conference unveiling the President's Food Safety Initiative.
In June 1997, the First Lady spoke at the National Food Safety Educators' Conference
were she met S.T.O.P.'s president Nancy Donley. She then devoted a significant portion
of the July 4 edition of her weekly column to Ms. Donley (attached). Nancy returned to the
White House last month to accompany the President as he announced a new initiative on
fruit and vegetable safety.

You wrote a wonderful column this past summer titled "Food Safety Regulations Help to
Ensure 4th Remains Restive." In it you mentioned my 6-year-old son, Alex, who died
from eating E. coli O157:H7-contaminated hamburger and also spoke of my efforts in
food safety. You and I met briefly at the National Food Safety Educators' Conference
sponsored by the USDA, FDA and CDC where you gave an inspiring speech that included
your experience working at a fishery. At that time I gave you a copy of the speech that I
had given, along with a handwritten note, and your flattering column followed a month
later.
Mrs. Clinton, January 18, 1998 marks the fifth anniversary of the West Coast epidemic
(commonly referred to as the Jack-In-The-Box outbreak) that propelled the issue of food
safety to the public's attention. Over seven hundred people suffered debilitating illness and
four children died during this single outbreak. In the wake of that tragedy, S.T.O.P.-Safe
Tables Our Priority was founded. Families and friends of E. coli victims dried their tears,
squared their shoulders and vowed that they would work together to reform an outdated
and dysfunctional meat inspection system. You know the rest.
S.T.O.P. will be marking this significant anniversary with a memorial service in Chicago.
Our theme is "Remember, Respect and Resolve". We would be so very honored if you
would be our guest and keynote speaker and talk about "Resolve".
The ecumenical memorial service will take place at the exquisite First United Methodist
Church at the Chicago Temple at 4:00 P.M. central standard time. Foodborne illness
victims' families and survivors from across the country will attend. We will remember in

talk about grief and healing. The second speaker, Reverend Louis Clark, will speak about
business and social responsibility. Again, we're hoping that you will talk 10-15 minutes
on the topic of resolve.
The members of S.T.O.P. have worked tirelessly to change the nation's food policies.
They have made incredible strides, but frankly, many are tired and at times, discouraged
about the enormous work that still needs to be done. Your inspirational message to those
gathered in Chicago will renew and energize their commitment to the food safety cause.
You and the President have done more to improve the safety of our food supply than any
administration since President Theodore Roosevelt when he enacted the Federal Meat
Inspection Act after reading Upton Sinclair's book, The Jungle. It's evident that you hold
a strong commitment to social reform. After hearing your speech at the National Food
Safety Educator's Conference, reading your moving article, and meeting you in person, I
think that you--a fellow daughter of Chicago--are ideal to address the victims' families, the
survivors, and the friends and supporters of S.T.O.P. at our five year anniversary
memorial service.

Dear Mrs. Clinton:
You wrote a wonderful column this past summer titled "Food Safety Regulations Help to
Ensure 4th Remains Restive." In it you mentioned my 6-year-old son, Alex, who died
from eating E. coli O157:H7-contaminated hamburger and also spoke of my efforts in
food safety. You and I met briefly at the National Food Safety Educators' Conforence
sponsored by the USDA, FDA and CDC where you gave an inspiring speech that included
your experience working at a fishery. At that time I gave you a copy of the speech that I
had given, along with a handwritten note, and your flattering column followed a month
later.
Mrs. Clinton, January 18, 1998 marks the fifth anniversary of the West Coast epidemic
(commonly referred to as the Jack-In-The-Box outbreak) that propelled the issue of food
safety to the public's attention. Over seven hundred people suffered debilitating illness and
four children died during this single outbreak. In the wake of that tragedy, S.T.O.P.-Safe
Tables Our Priority was founded. Families and friends of E. coli victims dried their tears,
squared their shoulders and vowed that they would work together to reform an outdated
and dysfunctional meat inspection system. You know the rest.
S.T.O.P. will be marking this significant anniversary with a memorial service in Chicago.
Our theme is "Remember, Respect and Resolve". We would be so very honored if you
would be our guest and keynote speaker and talk about "Resolve".
The ecumenical memorial service will take place at the exquisite First United Methodist
Church at the Chicago Temple at 4:00 P.M. central standard time. Foodborne illness
victims' families and survivors from across the country will attend. We will remember in

prayer those who have died and celebrate with those who survived. Our first speaker will
talk about grief and healing. The second speaker, Reverend Louis Clark, will speak about
business and social responsibility. Again, we're hoping that you will talk 10-15 minutes
on the topic of resolve.
The members of S.T.O.P. have worked tirelessly to change the nation's food policies.
They have made incredible strides, but frankly, many are tired and at times, discouraged
about the enormous work that still needs to be done. Your inspirational message to those
gathered in Chicago will renew and energize their commitment to the food safety cause.
You and the President have done more to improve the safety of our food supply than any
administration since President Theodore Roosevelt when he enacted the Federal Meat
Inspection Act after reading Upton Sinclair's book, The Jungle. It's evident that you hold
a strong commitment to social reform. After hearing your speech at the National Food
Safety Educator's Conference, reading your moving article, and meeting you in person, I
think that you--a fellow daughter of Chicago-are ideal to address the victims' families, the
survivors, and the friends and supporters of S.T.O.P. at our five year anniversary
memorial service.

4th remains festive

This weekend millions of families across our country will be celebrating America's birthday with
the traditional festivities: fireworks, picnics and the nearly sacred backyard barbecue. As we load
up our grills with hot dogs, hamburgers and chicken slathered in barbecue sauce, and as we chop
the cabbage and carrots we'll need for our coleslaw, very few of US will be concerned that the
feasts we're preparing could make us sick.
Four years ago this month, Nancy Donley had few worries as she cooked preformed hamburger
patties at a family barbecue. She had no idea that while the grill fires had eliminated the meat's
pinkness, they had not killed the deadly E. coli bacteria in the burger she served her 6-year-old
son, Alex. Within hours, the bacteria invaded and destroyed her only son's organs, killing him
after a nightmarish four days.
Today, Mrs. Donley has channeled her grief Into action, working to ensure that no other family
ever has to endure the same heartbreaking loss. She shares Alex's story with parents across
the country, reminding them that color is never a reliable Indicator of whether meat is fully cooked
and that hamburger must be heated to as least 160 degrees before It is safe to eat. And she
continues to press our government for stronger food-safety regulations.
As she wrote in the letter to me last month, "No one can bring back my son or the thousands of
others who die each year, but we can save others from the same fate through prevention."
For nearly 100 years, Americans have relied on government to make sure the world's most
bountiful food supply is also its safest. In the early years of this century, people became
outraged at the filthy conditions in meat-packing plants. They recognized that the industry would
never be able to regulate itself.
So they called on their government, mounting protests, writing letters, signing petitions and
lobbying political leaders until they put in place safeguards and standards for food production.
Many of these regulations continue to protect us to this day.
This story has been repeated time and again in our century, from the earliest protesters to the
environmental movement of the 1970s, when activists finally persuaded Congress to enact
landmark legislation to protect drinking water and to keep cancer-causing pesticides off food.
While they may seem rather mundane, our food-safety regulations are a powerful example for
the essential role that only government can play in our lives. The fact that fat grams and calories
are often the only worry we have when we sit down to dinner is perhaps the most compelling
rebuttal there is to anyone who believes that government is useless or that government
regulations stifle progress rather than promote the common good.
The food we eat passes through so many hands--from the farmer to the food producer to the
store owner to the consumer--before it reaches the dinner table. One false step such as failing to
refrigerate an item promptly or to disinfect a surface, and someone can get sick. That is why a
government that answers to all of us must lead the effort to ensure that our food makes its way
safely through each of these stops.
Recent reports of food contamination outbreaks remind us that we can never let down our
guard. We've watched in horror as students became infected with hepatitis from frozen
strawberries, as hundreds became debilitated by cyclospora found on raspberries and as young
children died after eating meat or drinking apple juice contaminated with E. coli.
In May, Vice President AI Gore announced a new plan to strengthen our country's food safety
protections. The plan calls for the greater use of the latest science to dramatically reduce food-
borne illnesses and, in partnership with the private sector, launches a full-scale public education
campaign about the dangers of food contamination.
It also calls for stricter safety precautions for fruit and vegetable juices, improved seafood
inspections and increased Investment in research, risk-assessment and surveillance.
These changes and other recent efforts to Improve food safety would never have come about
without the commitment and advocacy of our scientists, public health speciallets and private
citizens like Nancy Donley who recognize their own power to bring about change and progress.
A year ago this weekend, Mrs. Donley stood in the Oval Office as President Clinton
announced new meat- and poultry-inspection regulations that would require slaughterhouses to
conduct rigorous scientific tests for salmonella and E. coll, the bacteria that killed her son.
Her commitment, faith and continuing advocacy should remind us all that the government created
on the Fourth of July more than 200 years ago Is not something outside us or even irrelevant to
us. It is us.

looked up the First Lady's office in the Federal Yellow Book.
S.T.O.P. is asking the First I udy 10 speak at our five year anniversary memorial event in
Chicago January 18, 1998, and I hope that you will recommend that she do so.
A couple of years ago, you kindly agreed to meet with mc and a couple of other
representatives of S.T.O.P. to give us fundraising advice. Now we are about to celebrate
our live year anniversary!
The President has taken an active stance on food safety issues, and S.T.O.P. has forged a
good relationship with the Administration. S.T.O.P.'s president was in the Oval Office
when President Clinton announced the adoption of new meat and poultry inspection
regulations in July 1996. This April, TOP board member, L'attrie Girand, Introduce
the Vene President: unnference unveiling the Prosident middlive.
In June 1997, the First Lady spoke at the National Food Safety Educators' Conference
were she met S.T.O.P.'s president Nancy Donley. She then devoted a significant portion
of the July 4 edition of her weekly column to Ms. Donlcy (attached). Nancy returned to the
White House last month to accompany the President as hc announced a new initiative on
fruit and vegetable safety.

I'm writing to follow-up on our conversation about the possibility of you teaching
here at Harvard's John F. Kennedy School of Government in the near future. There are
many possibilities for how this could be worked out given your very hectic schedule. If
you wanted to co-teach a course, you might be able to come up once a month for a
semester. Or, you may wish to teach a module within a course which would enable you to
come up once or twice for a couple of days. In any case, there are many ways in which
this could be scheduled.

We have engaged the services of Gary Smith of Smith-Hemion Productions to
produce the event, and Smith with cover all costs for the taping. The length of the
message should be whatever is comfortable for the President, but about two
minutes would be fine. In addition to brief congratulatory remarks regarding the
opening of the Getty Center, the President might also include comments about the
very timely and critical issues related to preserving our cultural heritage and the
importance of the arts in the education of our children. Smith will need to receive
the tape by December 11.
Inaugural Day will be attended by international dignitaries, civic and community
leaders, and children and their families, representing the rich mosaic that makes
up the city and region. We expect the ceremony to attract extensive coverage by
local, national, and international print and electronic media. We also plan to carry
the ceremony live over the Internet, thereby reaching a global audience of
millions.

Ben, the national MedWeek conference is fast approaching (November 20 - 22), but we currently
do not have any White House participation. The theme this year is "creating minority business
strategies for the next millennium). Both the VPOTUS and POTUS have declined. This is a very
important event, that we need to see if we can get reversed. Besides honoring the national
winners, SBA has been working on a major announcement that they wanted to unveil at that time.
Briefly, the three major automakers (Ford, Chrysler, and General Motors) have committed to
providing more than $3 billion in new contracts to minority businesses by the year 2000, that they
were hoping to announce with White House involvement. Representatives from the auto firms will
also be participating. They are also interested in sponsoring at least 10 SDB executives each year
for formal minority business executive training. Is there some way that we can get revisit and get
this on the schedule, or scheduled the First Lady?

Museum Service. This is the only national award for museums; it recognizes
institutions with programs and exhibitions that make a real difference in their

participation that provides the momentum. Each of the recipients leverages this
momentum in a community celebration back home in the museum. I have attended
these celebrations and I am so pleased and proud of how this award is used to tell
the wonderful stories that are a part of each of these outstanding museums.
You will enjoy hearing the stories of 1997 National Award for Museum Service
recipients. These museums are part of the solution - they help to keep children in
school and make the streets less mean, keep neighborhoods alive and interesting,
help us appreciate the environment and understand technological advances. They
advance our understanding of the richness of our cultural diversity and its potential
to make our country great.
This award has strong ties to the Clinton Administration. It originated with my
tenure at the Institute. It is one of the most exciting things I have done because it is
a great example of the power of public/private partnership. Nominations are
received from museums all over the country. The Presidentially-appointed National
Museum Services Board takes an active role in the selection of the recipients and
they agree that reading the nominations is a highlight of their pubic service. These
nominations capture the tremendous spirit of museums that are central to the life of
their communities.
Jane and Sheldon have told me that the National Medal of Arts and the National
Humanities Medal will be presented on September 29. Ideally, we would like to
schedule the National Award for Museum Service ceremony for about one half hour
sometime that day, before presentation of the medals. I hope that your
schedulewill allow you to present the museum award and make brief remarks. It is
so meaningful for these outstanding museums to be a part of the White House's
celebration of the arts and humanities.

The exhibition "Twentieth Century Sculpture at the White House:
Honoring Native America" will be installed on September 22 and 23
in the Jacqueline Kennedy Garden.
Since November is Native American Month, I suggest that some
event be held during November for the lending institutions,
artists and others in the Native American community. Having an
event shortly after the exhibition is installed would assist in
informing people that the exhibition is on view here at the White
House.

As you may recall from this week's scheduling meeting, HRC agreed to visit the Native
American exhibit at the National Museum of Women in the Arts. The exhibit opens on Oct. 9
and runs until the beginning of January. This would be a particularly important gesture since the
request came from our contact at Mobil, which is supporting both the Women's Museum exhibit
and the Nov.5 reception at the White House for our Native American sculpture exhibit.
Ruth Mandel would like to speak by phone with HRC about her concerns regarding chair and
vice-chair appointments to the Holocaust Museum Council. Since Ruth is often on the move, it
would help to give her a specific time so she can be at the phone when Hillary calls.
Finally I noticed that the reception for the Native American Sculpture exhibit is not on the line
block or the calendar. The date I have for it is Nov. 5. Does this fit with what you know?
