Dear Mrs. Clinton:
This is to invite you to support the 1998 Children's Summit, as you graciously did last summer
with your video greeting to the 600 children from 40 countries at the 1997 Summit in Paris.
The 1998 Children's Summit (May 4-8 in Paris) will consider the topic of "Growing Up."
To prepare, children around the world are imagining projects they can do to support their
communities.
To identify the U.S. delegation to the Summit, Disney, The Just Think Foundation and the Points
of Light Foundation - with Make a Difference Day, USA Weekend and Who Cares magazine -
have asked young people in America to imagine projects they can do to help their communities
"grow up" to be the best they can be. Ten children will represent the U.S. children at the Summit.
Projects that the kids create will be supported by Points of Light Volunteer Centers and Make a
Difference Day.
To date, 3,200 children have designed projects that range from a campaign to ban the sale of
bullets in Los Angeles, to an effort by two girls in Nashville to increase voting. It's inspiring to
imagine the power of children who know they can make a positive difference.
This year, we would like to request that you consider meeting the U.S. team of 10 children before
they travel to the Summit in Paris. The 10 winners will be in Washington on May 1 (May Day, a
day of world peace). They would be very honored if they could meet with you briefly that
morning in the White House. Representatives from The Points of Light Foundation, The Just
Think Foundation and Disney would join the children.
As in past years, we know these will be exceptional children who represent the spectrum of
America geographically and culturally.

In the afternoon of May 1. the children will participate in an on-line conference with all the children
who entered the U.S. contest, offering all of the 3,200 kids who have created projects the chance to
send messages to Paris with the U.S. team. They will have a real opportunity to reinforce the
mission of the U.S. Summittees 10- to help the world "grow up" and take better care of its
inhabitants!
Thank you very much for entertaining this idea of meeting the Summitteers on May 1.

lead poisoning from a multiplicity of sources remains a serious problem in Latin America and the
Caribbean. As the governments of the hemisphere gather for the forthcoming Summit of the Americas
meeting in Santiago, they are afforded another opportunity to renew their commitment to protect children
from the severe and often permanent consequences of lead exposure by controlling and eliminating sources
of lead in the environment. Failure to live up to their promises and begin to expeditiously implement
effective source control and elimination programs will represent a significant blow to the integrity of the
Summit of the Americas process and will handicap generations to come.
With this background in mind, the primary objectives of the Alliance's Conference are to showcase national
experiences and "best practices" (adaptable models of successful technical applications and policy
innovations); draw attention to hemispheric progress on the phase-out of leaded gasoline and rally
hemispheric action for all countries to phase out leaded gasoline by the year 2001; educate the public and
the media in attendance at the Summit on lead poisoning in general and leaded gasoline phase-out in
particular; and engage policy-makers, the private sector, and NGOs in building partnerships for preventive
solutions to all sources of lead poisoning.
The audience will be comprised of up to 150 professionals in the fields of environment, health,
occupational safety, children's welfare, education, and human rights, as well as representatives of
government agencies, the private sector, international institutions, and foreign NGOs. The Conference will
be followed, on April 18, by a smaller invitation-only Hemispheric Policy Workshop of technical experts,
which will build on the Conference by fostering the preparation of a series of policy recommendations and
priority actions focused on lead poisoning prevention and leaded gasoline phase-out in the Americas.
Your participation as the keynote speaker at this Conference will convey the strong message that lead
poisoning prevention is an urgent priority for sustainable development, that it benefits society, and that now
is the time to act. Lead poisoning impedes sustainable development because of its developmental
consequences for children - the intellectual, social, and economic resources of the future. Since solving
this problem will require a coordinated and cooperative international approach, a successful global effort to
prevent lead poisoning will further the post-Rio (UNCED) agenda by providing a model of international
cooperation and sustainable development
As you can see from the enclosed draft conference agenda, we are currently planning for the keynote
address to take place from 2:15 to 2:45 on the afternoon of April 17th. However, changes can be made to
accommodate your schedule.

New World Foundation
In Partnership with react/Parade magazines
The Take Action Awards (Worth Almost $1 Million Annually) are the most public face
of New World Foundation's Teen Action and Community Renewal Fund. This fund
supports the work of young people in building strong communities and encouraging
active citizenship throughout the United States. The Fund is made possible through grants
from New World Foundation's endowment. In this way, we are trying to combat the false
impression of young people as dangerous and crime-ridden with strong evidence and
celebration of their wonderful community, service, and achievement.
Begun in 1997, the Take Action Awards were given for the first time to young people
(12-17 years old) who are making a major contribution to their communities. These
young people are honored for their service and their good citizenship-they are an
example and a reminder of what it takes to make a compassionate democracy work. This
year as last, the five winners and 15 runners-up receive:
$20,000 in college scholarship
$25,000 worth of clothes and toys to distribute to the needy in their respective
communities
$1,000 college-book scholarship
A box set of best-selling books on values and morals
Take Action Awards are the result of an unusual partnership between New World
Foundation and react/Parade magazines-a model of cooperation between a non-profit
foundation and business:
New World Foundation provides awards through its endowment and its relationship
with the children's toy and clothing industry.
Travel has been provided by the airline industry.
Hotel accommodations have been provided by Parade publications.
Nomination forms are made available through Parade/react, Wall-Mart, and the
National Education Association.

Marian Edelman, Elie Wiesel, Jim Webb, Bill Moyers, Peggy Saika (and Asian/Pacific
Islander Environmental Network), Teddy Gross (Common Cents), Paul Gorman
(National Religious Partnership for the Environment).
Awards in 1997 were presented by national panel members and other celebrities
including:
Marian Edelman, Bill Bradley, Elie Wiesel, Walter Anderson, and Donna Hanover.
In addition, First Lady Mrs. Hillary Clinton sent a video message to congratulate and
acknowledge the winners.
Media Coverage
The partnership with Parade/react has proven a huge success. In a short two years we
have established a media marathon: magazine stories profiling award recipients and their
good works run in Parade and react and are then picked up regularly in the national
media, including Time, ABC, and CBS. NBC and Fox television are now considering
future participation. All 2400 Wall-Mart stores distribute the nomination forms with
announcements over in-store loudspeakers about the value of the program. Last year's
winners were all invited guests to President Clinton's Service Summit in Philadelphia.

I have checked with NSC Near Eastern -- they sent a memo to their legal shop, where it is now
evidently sitting. They are now energized to get us an answer quickly.
Together, we'll drag an answer out of them.
On the Wayne Gibbens letter--according to Mack, Dr. Mendelsohn is the head of M.D. Andersen
Cancer Center in Texas -- a major medical center. He is an acquaintance of Mrs. Clinton's from the
health care legislation days, and both President and Mrs. Clinton met with him the last time he was
in Washington (Mack recalls it was in 1994; the letter says 1996). Mack's view is that Mrs.
Clinton may want to see Dr. Mendelsohn because of their acquaintanceship, and sent the letter
over in that spirit. (I'm still not sure what Harry Belafonte has to do with it).

speaker at the Ecumenical Breakfast of our 210th General Assembly (1998) on Wednesday, June 17 in Charlotte, North Carolina.
The General Assembly is the national governing body of our church. It meets for eight days each year, attracting
approximately 2,500 leaders and members of the Presbyterian Church (U.S.A.).
At this year's Assembly, we will be commemorating the conclusion of the World Council of Churches' Ecumenical Decade
of the Churches in Solidarity with Women, which began on Easter Sunday, 1988. We have been active in this emphasis; at one
memorable moment in the Decade, a number of representatives from this and other U.S. churches had occasion to meet you at the
Beijing Conference.
As our speaker at the Ecumenical Breakfast, we would hope that you could address key issues which were outlined by the
World Council of Churches for consideration throughout the past ten years. Each member church of the World Council was called to:
consider its own structures and decide on concrete steps to allow for full
participation of women at all levels of the life of their church;
seek ways of expressing commitment and support for women who suffer from violence;
stand in solidarity with the increasing number of women who are caught in
economic injustice;
work against racism and xenophobia that so often affect women in church and society.

Mrs Clinton recently accepted an invitation from the Wadsworth Atheneum museum
in Hartford, Connecticut to become the honorary patron of their Pieter de Hooch
exhibition. You may already be aware that this is a joint effort by the Wadsworth
Atheneum and the Dulwich Picture Gallery here in London. The wife of our Prime
Minister, Mrs Cherie Blair has also accepted an invitation to become joint patron with
Mrs Clinton. The exhibition will open in London in September. As this conjunction is
unprecedented and historical, it would be an honour if our magazine had the oppor-
tunity to record it in some way.
John Burgess who is the Press Attache to the American embassy here recently
informed me that the President and the First Lady are due to visit London in May. I
am writing to ask how I might go about securing a short amount of time during this

Mrs Clinton recently accepted an Invitation from the Wadsworth Atheneum museum
in Hartford, Connecticut to become the honorary patron of their Pieter de Hooch
exhibition. You may already be aware that this is a joint effort by the Wadsworth
Atheneum and the Dulwich Picture Gallery here in London. The wife of our Prime
Minister, Mrs Cherie Blair has also accepted an Invitation to become joint patron with
Mrs Clinton. The exhibition will open in London in September. As this conjunction is
unprecedented and historical, it would be an honour if our magazine had the oppor-
funity to record it in some way.
John Burgess who is the Press Attache to the American embassy here recently
informed me that the President and the First Lady are due to visit London in May. I
am writing to ask how I might go about securing a short amount of time during this
visit for a photo opportunity and an equally brief Interview on the subject pertaining to

I believe that you have gotten the latest request from UC Davis in Sacramento California for Mrs.
Clinton to participate in an event surrounding their month of peace in honor of Adam Darling. As
you probably remember, Mrs. Clinton attended Adam's funeral in Santa Cruz. She had gotten to
know the Darlings and Adam when they hosted a very early event at their bed and breakfast home
in Santa Cruz during '92. Adam worked for us and then was with Sec. Brown when he died. This
was the second child the Darlings has lost and Mrs. Clinton was very kind and sensitive to their
suffering. They are very active with the group of parents and partners of the victims of that crash.
They have been petitioning your office for over a year to have her attend an event of this kind.
They will adjust to Mrs. Clinton's schedule. They are good people and obviously this would be a
meaningful and gracious gesture on Mrs. Clinton's part to attend. However, I know how tight her
schedule is and if a video could be sent, that might be just perfect. I have tried to prepare them for
the difficulty in the schedule - particulary this month and the beginning of May; but instead of just
a "no," perhaps we should go the extra step and send a video. Let me know if you need more info

Subject: Another request to First Lady
A new government sponsored child care center (GSA controlled space) is
being opened in Rochester NY in July. Eileen Stern, who is the head
of the GSA Center of Expertise on Childcare wanted to invite the First
Lady to open the center. The vendor for the Center is the Salvation
Army. According to Eileen, the First Lady will be in Seneca Falls NY
on July 16 at 1PM for a National Park Service event. Could this be
tagged on at the beginning or end of the day? It would be thrilling
if she could come and a yet another boost to the importance of govt as
the nation's largest employer leading the way on child care. Needless
to say, if the First Lady comes, Dave Barram will be there as well!

The request is to give the keynote speech at the opening luncheon on
July 8. It is scheduled for 11:30 to 1PM.
The event is the Child Care Coordinator's annual conference. This
year, because of the President's directives on improvements across
government sponsored child care-this conference will not just be for
GSA coordinators, but also for the people who do child care
coordination in other federal agencies. In addition, vendors board
members, child care staff, Susan's staff, and a few other invited
guests will be there. They expect about 400 people, Of course if
Hillary comes, many more will come.
Because of the President's directives, and his desire for government
as the nation's largest employer to "lead the way" on child care,
Hillary's presence at the conference would send a strong message that
she and the President are committed to making this happen. By then
the plans called for in the directives will be on the President's
desk,, They are due June 10.
I assume the official invite letter should come from Dave Barram. Is
that right? Let me know what else you need so we can get the letter
done and on your desk ASAP. Thanks so much for helping out here.

The conference usually draws about four hundred people. It Hillary
comes it will be six hundred. The participants include GSA child care
coordinators from the 11 regions, the staff of our child care Center
of Expertise, child care directors, child care staff, board members,
provider organizations, building managers where child care centers are
located, and this year in addition, all other govt agencies that
sponsor child care will be invited to send participants. As you know
GSA sponsors 109 centers and other federal agencies sponsor 133.
Reasons for Hillary to accept the invite:

example, etc.) Her presence would send a sweng meship

The report on the plans to implement the President's directives will

momentum going with another big push from the WH. Rubin's report will

makes a good case for child care as a good business investment- the
govt. should practice what it preaches, etc. DoD is a great model but
it does not fit other govt sponsored child care which is really more
like a corporate model vendor operated (55% profit making
providers)etc. DoD is 50% subsidized and has a budget of 270 million
dollars a year. GSA spends maybe 9 million and that number is a
guess. It is time to take govt sponsored child care seriously, make a
business case for it, and Hillary is the person to deliver that
message loud and clear.

On behalf of the governors of fifteen states in the southern region, I am
writing to invite you to come to Louisville on June 14-16. 1998 to address a very
special gathering of political, business, and education leaders from throughout the
region.
The Conference on the Future of the South will be a forum for examining
the critical issues facing our region of the country. We are expecting the
participation and presence of many of the governors from the states included in
the Southern Growth Policies Board, which I am pleased to chair this year:
Alabama, Arkansas, Florida, Georgia, Kentucky Louisiana, Mississippi, Missouri,
North Carolina, Oklahoma, Puerto Rico, South Carolina, Tennessee, Virginia, and
West Virginia.
This Conference will be the culmination of a year's work by a special
Commission on the Future of the South which I appointed last June. You will
recall that your husband, as Governor, chaired a similar effort in 1984 when that
year's report, Half Way Home and a Long Way To Go, was released and which
attracted much attention nationwide.
This year's report will address key issues which will dramatically impact the
future growth and development of our region: families and children, southern
culture and communities, and economic development.

our children, and the Commission has discussed this at every meeting. Because

First Lady to families and children.

The Program
The Berlin Airlift of 1948-49 was the most dramatic rescue operation of the 20th century. It was a
moment of great glory for the United States and its western allies during a tense time in the early
days of the cold war. It not only saved one of Europe's most important capitals from Communist
takeover but is viewed by historians as the single most significant event in stopping the Soviet
advance across Europe after World War II.
Hosted by veteran correspondent Paul Duke, Berlin Airlift will capture the suspense, the drama
and the historical significance of this phenomenal story. Highlights of the remarkable aspects of
this event include:
Berlin was where the Allies drew the line against the Soviets and refused to back down. The
airlift cemented the western alliance.
The airlift had important political consequences. By agreeing to supply western Berlin, the
West accepted the idea of a permanently divided Berlin and Germany. By participating in the
airlift, Americans took on the burden of defending western Europe, a role which the United
States still plays today.
The rescue effort was a technological miracle, a massive air supply operation without parallel in
history. American and British pilots kept a city of 2.5 million people alive--fed, clothed and
warm--for almost a year.
Broadcast
Berlin Airlift is scheduled to air in early July of 1998 to commemorate the fiftieth anniversary of
this historic effort.
The one-hour documentary will be broadcast nationally in prime-time by PBS, reaching an
audience of millions.
Educational Outreach
A special educational version of Berlin Airlift will be distributed to high schools throughout
America with study guides for classroom use.

disappointed that your crushing schedule has so far precluded the follow-up lunch you suggested,

A respected national survey of first-year college students shows that only 15 percent of women
believe influencing the political structure is important. When they arrive at CAWP, the young
women who come to NEW Leadership do not understand the vital connection between politics
and the issues intheir communities and the nation that they care about. Our task over the years
has been to show them this essential link between their lives and the greater community. We
know you are singularly able to reinforce that connection.
We'd like you to talk about why young women's active involvement in the political process is
important. We hope you can share the lessons you have learned that will be helpful to the next
generation of women leaders. We see this as an opportunity for you to share with young women
something of what you wish someone had told you when you were their age and as you began to
enter a life in politics.
Ideally, we would like you to join the students for an informal dinner here at the Eagleton
Institute of Politics from 5:45 to 6:45 p.m. Following the dinner, you would speak to an

Each year, I host a Dean's symposium to explore a substantive policy topic in depth with leading
scholars, practitioners, and community leaders. This symposium is part of my ongoing research
initiative Visions of Governance for the Twenty-First Century, which you and I have discussed
on several occasions. This year, the symposium, scheduled for May 8-9, will be entitled Who's
Responsible?: Renegotiating the Social Contract. It will be driven intellectually by leading
faculty members within the Wiener Center for Social Policy and will focus on many of the issues
which have been among your priorities as First Lady. It is my hope that you might consider
participating in the symposium and delivering the closing keynote address on Saturday, May 9
from 12:30 - 2:00 p.m. This opportunity would serve as a "bookend" for the symposium, as we

BACKGROUND
Kathleen Kennedy Townsend, Lt. Governor of the State of Maryland and mother of four daughters, faces
daily the juggle of work, family, and community responsibilities. This balancing act is performed and by
millions of American women and its increasingly profound impact is changing our work, culture,
democracy.
WHAT?
Lt. Governor Townsend will identify innovative and useful ways that the private sector,
government, the community and individuals can help women strike the right balance
between their personal and professional lives by hosting a national summit entitled,
"Solutions: Women's Juggle for Time". The privately-funded summit will not be a
rehashing of the work-family issue. Rather, it will be a movement of the issue
toward solutions.
WHO?
Lt. Governor Townsend will engage a group of influential leaders representing the fields
of academia, business, journalism, and advocacy groups in a dynamic exploration of
"what works". (A listing of Advisory Board Members is attached)
WHY?
Together, we will identify real-life solutions which reflect the emotional, physical and
spiritual needs and responsibilities of modern American women. The summit will pro-
actively raise awareness of this issue in Maryland and throughout the country.
HOW?

I believe that you have gotten the latest request from UC Davis in Sacramento California for Mrs.
Clinton to participate in an event surrounding their month of peace in honor of Adam Darling. As
you probably remember, Mrs. Clinton attended Adam's funeral in Santa Cruz. She had gotten to
know the Darlings and Adam when they hosted a very early event at their bed and breakfast home
in Santa Cruz during '92. Adam worked for us and then was with Sec. Brown when he died. This
was the second child the Darlings has lost and Mrs. Clinton was very kind and sensitive to their
suffering. They are very active with the group of parents and partners of the victims of that crash.
They have been petitioning your office for over a year to have her attend an event of this kind.
They will adjust to Mrs. Clinton's schedule. They are good people and obviously this would be a
meaningful and gracious gesture on Mrs. Clinton's part to attend. However, I know how tight her
schedule is and if a video could be sent, that might be just perfect. I have tried to prepare them for
the difficulty in the schedule - particulary this month and the beginning of May; but instead of just
a "no," perhaps we should go the extra step and send a video. Let me know if you need more info

Mrs Clinton recently accepted an invitation from the Wadsworth Atheneum museum
in Hartford, Connecticut to become the honorary patron of their Pieter de Hooch
exhibition. You may already be aware that this is a joint effort by the Wadsworth
Atheneum and the Dulwich Picture Gallery here in London. The wife of our Prime
Minister, Mrs Cherie Blair has also accepted an invitation to become joint patron with
Mrs Clinton. The exhibition will open in London in September. As this conjunction is
unprecedented and historical, it would be an honour if our magazine had the oppor-
tunity to record it in some way.
John Burgess who is the Press Attache to the American embassy here recently
informed me that the President and the First Lady are due to visit London in May. I
am writing to ask how I might go about securing a short amount of time during this
visit for a photo opportunity and an equally brief interview on the subject pertaining to
the joint patronage. In short, I am hoping to bring Mrs Clinton and Mrs Blair together
for a photograph and for one or both of them to answer a few questions on the sub-
ject of cultural exchange between our two countries. This could take place anywhere
that fits in with Mrs Clinton's schedule and the topic would be strictly limited to the
area stated above. The piece would run in our September issue to coincide with the
opening of the exhibition.
The Director of the Wadsworth Atheneum has already pointed out that much of
Pieter de Hooch's painting focuses on maternal values and family life. That and the
fact that Mrs Clinton and Mrs Blair are involved with the exhibition makes it an occa-
sion that deserves a certain amount of attention. British Vogue is known for its intelli-
gent features and would be very suitable for something like this. We would send the
best team we could possibly put together.

Mrs Clinton recently accepted an invitation from the Wadsworth Atheneum museum
in Hartford, Connecticut to become the honorary patron of their Pieter de Hooch
exhibition. You may already be aware that this is a joint effort by the Wadsworth
Atheneum and the Dulwich Picture Gallery here in London. The wife of our Prime
Minister, Mrs Cherie Blair has also accepted an invitation to become joint patron with
Mrs Clinton. The exhibition will open in London in September. As this conjunction is
unprecedented and historical, it would be an honour if our magazine had the oppor-
tunity to record it in some way.
John Burgess who is the Press Attache to the American embassy here recently
informed me that the President and the First Lady are due to visit London in May. I
am writing to ask how I might go about securing a short amount of time during this
visit for a photo opportunity and an equally brief Interview on the subject pertaining to
the joint patronage. In short, 1 am hoping to bring Mrs Clinton and Mrs Blair together
for a photograph and for one or both of them to answer a few questions on the sub-
ject of cultural exchange between our two countries. This could take place anywhere
that fits in with Mrs Clinton's schedule and the topic would be strictly limited to the
area stated above. The piece would run in our September issue to coincide with the
opening of the exhibition.
The Director of the Wadsworth Atheneum has already pointed out that much of
Pieter de Hooch's painting focuses on maternal values and family life. That and the
fact that Mrs Clinton and Mrs Blair are involved with the exhibition makes it an occa-
sion that deserves a certain amount of attention. British Vogue is known for its intelli-
gent features and would be very suitable for something like this. We would send the
best team we could possibly put together.

lead poisoning from a multiplicity of sources remains a serious problem in Latin America and the
Caribbean. As the governments of the hemisphere gather for the forthcoming Summit of the Americas
meeting in Santiago, they are afforded another opportunity to renew their commitment to protect children
from the severe and often permanent consequences of lead exposure by controlling and eliminating sources
of lead in the environment. Failure to live up to their promises and begin to expeditiously implement
effective source control and elimination programs will represent a significant blow to the integrity of the
Summit of the Americas process and will handicap generations to come.
With this background in mind, the primary objectives of the Alliance's Conference are to showcase national
experiences and "best practices" (adaptable models of successful technical applications and policy
innovations); draw attention to hemispheric progress on the phase-out of leaded gasoline and rally
hemispheric action for all countries to phase out leaded gasoline by the year 2001; educate the public and
the media in attendance at the Summit on lead poisoning in general and leaded gasoline phase-out in
particular; and engage policy-makers, the private sector, and NGOs in building partnerships for preventive
solutions to all sources of lead poisoning.
The audience will be comprised of up to 150 professionals in the fields of environment, health,
occupational safety, children's welfare, education, and human rights, as well as representatives of
government agencies, the private sector, international institutions, and foreign NGOs. The Conference will
be followed, on April 18, by a smaller invitation-only Hemispheric Policy Workshop of technical experts,
which will build on the Conference by fostering the preparation of a series of policy recommendations and
priority actions focused on lead poisoning prevention and leaded gasoline phase-out in the Americas.
Your participation as the keynote speaker at this Conference will convey the strong message that lead
poisoning prevention is an urgent priority for sustainable development, that it benefits society, and that now
is the time to act. Lead poisoning impedes sustainable development because of its developmental
consequences for children - the intellectual, social, and economic resources of the future. Since solving
this problem will require a coordinated and cooperative international approach, a successful global effort to
prevent lead poisoning will further the post-Rio (UNCED) agenda by providing a model of international
cooperation and sustainable development
As you can see from the enclosed draft conference agenda, we are currently planning for the keynote
address to take place from 2:15 to 2:45 on the afternoon of April 17th. However, changes can be made to
