Q:
Yesterday Independent Counsel Starr requested a six month extension of the Whitewater
Grand Jury. In his pleadings, Mr. Starr indicates that he is looking at a number of issues,
including obstruction of justice. Are you concerned about these developments?
A:
I am not concerned. I am not going to comment on the Independent Counsel's activities.
I will say that I have answered all of Mr. Starr's questions and that I hope this will be
behind us all soón.
Q:
Mr. McDougal said on Larry King Live on Monday night that the President lied when he
denied having attended a meeting with David Hale and Mr. McDougal about the Susan
McDougal loan. Who should the public believe in light of both Mr. Hale's and now Mr.
McDougal's statements?
A:
As I said, I'm not going to comment on Mr. McDougal's statements but my husband and
I have testified truthfully on all of these matters.
Q:
Independent Counsel Starr also indicates that certain witnesses have asserted privileges
which have obstructed their search for the truth. Have you personally, or has the White
House, asserted any privileges to withhold information from Mr. Starr?
A:
As you know, I'm not going to comment on Mr. Starr and his investigation other than to
say that the President and I have answered all of his questions.
Q:
Today's New York Times questions Hugh Rodham's role in the tobacco settlement
discussions. What is your brother's role in the settlement negotiations?
A:
Hugh has been working for over a year on tobacco litigation issues.
Q:
As you know, Mr. McDougal was sentenced to only three years in prison in view of his
substantial cooperation with Mr. Starr's investigation. On Dateline last week, Mr.
McDougal said that he got tired of lying for the President and that is why he is
cooperating with the Independent Counsel. He also said he was disappointed that the
President did not pardon Susan McDougal. What is your reaction to Mr. McDougal's
statements?
A:
I'm not going to comment on Mr. Dougal's statements. I will say, as I have for some
time, this was an investment that we made almost 20 years ago in which we lost money
but we repaid all of our loans.
Q:
On Dateline Mr. McDougal also said that Mr. Hubbell, not you, did the work on Castle
Grande? What is your reaction to that comment?
A:
I'm just not going to comment on what Mr. McDougal said. I did the work for which I
billed.
Q:
Mr. McDougal said that he tried to get records about Whitewater back from Vince Foster,
but all the important papers had been left out. What is your reaction this statement?
A:
As I've said, I don't think it would be appropriate to comment on Mr. McDougal's
statements, but we collected and turned over a large quantity of Whitewater records
which are now public.
[Background: The RTC reports did a full analysis of the Whitewater investment]
Q:
There has been many questions about Mr. Hubbell and his activities after he resigned the
Department of Justice. How often did you seen him during the time between his
resignation and when he plead guilty?
A:
I know he attended a few social events at the White House; and I recall visiting with him
around the time of the anniversary of Vince Foster's death.
Q:
What did you and Mr. Hubbell discuss at that visit?
A:
I recall that Webb and I talked about Vince Foster. Webb also said to me at that time that
he had done nothing wrong regarding his billings at the law firm.
Q:
Why would you continue to see Mr. Hubbell, in view of all of the allegations at that time
about his conduct?
A:
Webb was old friend and he had told the President and me that he done nothing wrong;
that the entire matter was a billing dispute with the firm that would be resolved. I
believed him.
Q:
What was the March 13, 1994 meeting with Mack McLarty about and what did he say to
you about his efforts to be supportive of Webb and find him employment?
A:
Frankly, I don't recall that particular meeting and I don't recall Mr. McLarty's statement
about Mr. Hubbell. If he said to me that he wanted to be supportive of Webb and his
family, I certainly would not have discouraged that.
Q:
You got to admit that since Webb appears to hold all the secrets to Whitewater, this all
look very suspicious?
A:
No, I don't. It comes as no surprise to me that Webb's friends tried to help him and his
family at a tough time -- that's a good thing, not a bad thing. We need more compassion,
not less. I think it would be unfortunate if we ever got to the point where helping a friend
who was down out is a bad thing.

Air Force One Guests

Q:
Does this list reflect all guests who travelled on Air Force One ?
A:
No -- only those guests who contributed $5,000 or more to-the DNC (personally or
through their businesses, companies, organizations), or who raised $25,000 or more for
the DNC or Clinton/Gore in the 1996 election cycle.
In addition, we have separately identified travel by Terry McAuliffe, Laura Hartigan,
Marvin Rosen and Richard Sullivan, even though they are staff. We have not separated
out the travel of other DNC or campaign staff from the other guests. Thus, when Don
Fowler or Peter Knight traveled in their capacity as Chairman of the Party and the
Campaign.
Q:
Why don't you release the names of all the guests?
A:
We have been asked whether donors traveled on Air Force One and we are providing that
inforamation to the best of our ability.
Q:
Why is there no reimbursement for travel by donors when they travel on official trips?
A:
Consistent with the practice of previous administrations, when guests travel with the
Presidsent on official trips, reimbursement is not required. However, we should point out
on several occasions, donors were asked to reimburse for their travel, despite the fact that
long-standing White House policies do not require that rembursement.
Q:
Did donors ever reimburse for travel on official trips?
A:
On a few occasions, we determined that in the particular circumstances, we thought it
would be appropriate that they reimburse. In addition, political consultants were billed to
the DNC or Clinton/Gore for their travel, if they traveled on an official.
Q:
Who decides who travels on Air Force One?
A:
The Chief of Staff's Office reviews all proposed manifests and decides who travels.
Q:
Who summits names for manifests?
A:
Generally, all White House offices can and do submit proposed travellers -- both staff and
guests -- to travel on trips.
Q:
Did the DNC or Clinton/Gore propose travellers for trips?
A:
Typically, the DNC and Clinton/Gore would submit their recommendations through
Political Affairs, even for political and campaign trips. All guests were reviewed and
approved by the Chief of Staff's Office.

During 1995 and 1996, President Clinton made 103 trips aboard Air Force One or Marine One
involving approximately 490 separate legs or movements (excluding Marine One trips between
the White House and Andrews Air Force Base, Camp David, and Bethesda Naval Hospital). For
example, if the President flew from Washington, D.C., to Dallas, Texas, to Los Angeles,
California, and then back to Washington, D.C., this travel would constitute one trip with three
legs.
Approximately 477 guests (excluding Executive Branch officials, family members and the press)
accompanied the President on trips on Air Force One or Marine One and accompanying
helicopters. Guests include former Presidents and other former administration officials,
members of Congress, state and local elected officials, foreign leaders and dignitaries, DNC and
campaign staff, supporters, and others. Of these guests, 56 contributed (personally or through
their company, business or organization) at least $5,000 to the DNC or raised at least $25,000 for
the DNC or the Clinton/Gore campaign in the 1996 election cycle. The names of those
individuals and the legs on which they flew are identified below.

Note 3:
Consistent with the billing practices of the White House over the past several
administrations, on official trips (or trip legs), guests are not required to pay for
airfare. For campaign trips (or trip legs), airfare is billed directly to the guest or to

From January 1, 1995 through November 5, 1996, Vice President Gore made 169 trips aboard
Air Force Two or Marine Two involving approximately 500 legs or movements (excluding
Marine Two trips between the Naval Observatory and Andrews Air Force Base). For example, if
the Vice President flew from Washington, D.C., to Chicago, from Chicago to Fargo, and then
back to Washington, D.C., this travel would constitute one trip with three legs.
Approximately 208 guests (excluding Executive Branch officials, family members and press)
accompanied the Vice President on 76 trips on Air Force Two or Marine Two and accompanying
helicopters. Of these guests, 17 contributed (personally or through their company, business or
organization) $5,000 or more to the DNC, or raised $25,000 or more for the DNC or the
Clinton/Gore campaign, in the 1996 election cycle. The names of those individuals and the legs

Q:
A DNC dinner list indicates that Ann Stock sat at a table at a June, 1994, event with
Webster Hubbell, Truman Arnold, and Wayne Reaud. Did Ann Stock know that they had
hired Webster Hubbell? Did she ever make a call to help Webster Hubbell find a job? If
SO, did she ever tell the Clintons or other senior White House staff?
A:
Ms. Stock did not attend this event. Her calendar indicates that she did not attend and she
has no recollection of it. Ms. Stock did nothing to help Mr. Hubbell find employment.
[Background: this event was for the annual DNC Gala; the DNC has no records
indicating whether the individuals listed attended]
Q:
A DNC dinner list indicates that Nancy Soderberg sat at a table at a June, 1994, event
with James Riady and John Huang. What is Ms. Soderberg's relationship with John
Huang and James Riady? Did they (or anybody associated with Lippo) ever talk to her
about Lippo, China, or U.S. foreign policy? How did she come to sit with Messrs. Huang
and Riady? Does she remember what they discussed? Did she ever talk with Messrs.
Riady or Huang about helping out Webster Hubbell?
A:
Ms. Soderberg does not recall attending the event. Although her calandar references the
DNC Gala on June 22, she does not remember attending. [Any other questions, please

Would it have been appropriate for Ms. Soderberg to attend a finance-related event with
DNC donors and fund-raisers? Did Ms. Soderberg attend other DNC events?
A:
Yes, neither the Hatch Act nor NSC policy would have precluded Ms. Soderberg's

appropriate for the Deputy Director of the Office of Management and Budget to attend a

A:
Absolutely. While we do not know whether Ms. Rivlin attended the event, her
attendance at the event would not have been inappropriate.
White House Tours / Perks
Q:
Many of the documents indicate that there was a White House-DNC program to reward
donors with White House Tours, including tours of the West Wing. Was there such a
program? How did it operate? Does this still go on? Is this appropriate?
A:
Of course we make an attempt to arrange tours of the White House for the President's
supporters. This is a genuine way that we can express our thanks for people who have
supported the President's policies. A White House tour is something that members of
Congress, donors, and the public alike can all enjoy, and no doubt every
You should know that the largest beneficiaries of White House tours are members of
Congress, who regularly receive tickets for guided tours of the areas that all members of
the public get to see. Members of the House can request up to 10 tickets per week for
particular days of that week, Senators can request 15 tickets per week and membership of
leadership get an additional 2 tickets each. The DNC can request up to 30 tickets a
week. The Visitor's Office will give up to 1000 tickets per day, on a first come first
serve.
This is the same system that was used in the Bush Administration.
In addition, every member of the White House staff is allowed to take friends, family, and
anybody else on a tour of the White House.

Appointment of Fund-raisers to Federal jobs
Q:
A series of documents indicates that there was a systematic effort to reward donors and
fund-raisers with government positions, even within the federal judiciary. Does the
Clinton Administration sell jobs to the largest fund-raisers and donors? How many of the
people on those lists have been appointed to government positions?
A:
Of course the President looks to people who support and advocate his goals for help to
accomplish them. The President absolutely tried to make sure that the people who
supported and understood his policies had the chance to implement them. The fact that
people raised or contributed money, and were then recommended by the DNC, should
never disqualify them from serving in the Administration.
FYI -- 66 people are listed on the documents and 38 got jobs, leaving 27 who did not.
[only approx 58% received jobs]
Q:
Were any of those who were recommended for appointment to the Federal bench actually
nominated or appointed to such a position? How far in the process did they get?
A:
We are unaware of any individual referenced in the documents for appointment to the
judicial bench actually being appointed as recommended. Nevertheless, simply because a
qualified applicant is also a fundraiser is no reason not to appoint someone to the bench.
The President has nominated qualified supporters for such positions. There is no reason
to not do so.
We are not going to discuss, however, the extent to which someone has been considered
for a position. That would not be fair to the individuals who have done nothing more
than support the President and express a desire to serve the country.
If asked about Robert (Bob) Raymar:
It is true that Mr. Raymar has been and is being considered for appointment to the Court
of Appeals for the Third Circuit. Mr. Raymer clearly has the experience and intellect to make an
excellent jurist. He is 1969 graduate of Princeton University and 1972 graduate of Yale Law
School, where he was on the Law Journal. He clerked for a district court judge, worked as a
prosecutor in NJ AG's Office and was Assistant Legal Counsel to the Governor of NJ and then
Deputy Attorney General for NJ. He has been in private practice since 1976 with a NJ firm,
specializing in civil and commercial litigation, with a substantial federal practice. His client base

is diversified, representing individuals, corp, democrats and republicans.
Simply because Mr. Raymar was also a fundraiser for the President does not disqualify
him from being a judge. Nor does his attendance at a coffee [Bud Stack was at same coffee];
disqualify him.
If asked about Bud Stack: Stack was referenced in the documents for appointment as
Ambassador to Canada
Another qualifed candidate -- private practice for 31 years in florida with a practice
primarily in insurance defense. He personally decided to withdraw his nomination after his
hearing.
Finance-related Events at White House
Q:
One document indicates that a DNC finance dinner was held on February 8. 1996, at the
White House. Was this a fund-raiser? Was it used to raise funds like the coffees? How
much money was raised in association with the event?
A:
The DNC held many events at the White House that were designed to thank and motivate
supporters. We hoped that these events would energize supporters and encourage them to
continue their support. Our understanding is that this occasion was such a servicing
event.
Health Care Events

A June 18, 1994, DNC memo from David Mercer to John O'Hanlon notes that Charlie
Trie gave $100,000 that might have gone to "healthcare," and that because of a
cancellation of a health care luncheon with senior administration officials, Mr. Trie was
promised a seat at the President's table at an event. Did the DNC hold health care-related
fund-raisers using White House or other Administration officials?
A:
We are continuing to work to answer questions about any Health Care related events
held at the White House, but we are not yet in a position to respond to those questions. As for
the DNC documents released today referring to Trie's contribution, we do not know what is
meant by the reference that Trie "might have given" $100,000 to healthcare. The documents do
list Trie as a Co-chair of the Gala in June 1994 and reflect that he was scheduled to sit at the
President's table. We know nothing about these arrangements being made as result of a
contribution to healthcare.
Q:
Documents released two weeks ago indicate that the DNC held White House breakfasts
to raise funds for its health care media campaign. Were these fund-raisers? Who
attended? How much money was raised in association with the events? How many were
there? What White House office was responsible for them?
A:
We are continuing to work to answer these questions; but we are not yet in a position to
do so. I will have to get back to you.
List of reimbursements for air travel of White House and DNC staff
Q:
Document #1210517 appears to be a list of people, including many members of the White
House staff, whose travel was paid for by the DNC. What is this list? Why would the
DNC pay for the travel of White House staff? How come Marsha Scott is listed as
having a White House sponsor for one of the trips?
A:
When members of the White House staff travel for political reasons, the DNC frequently
reimburses them for their expenses. If such travel ever results in the expenditure of
official funds, the DNC is required to reimburse the government for such costs. This
chart likely reflects nothing other than that. (The "White House" reference next to Ms.
Scott's name is nothing more than a typographical error)

Q:
In a December 20, 1993, DNC memo to Laura Hartigan, David Mercer recommends that
Mack McLarty contact Michael Ovitz (then of CAA) in order to entice Ovitz to do a

the White House? Did McLarty ever solicit funds from anybody while working at the
White House?

Q:
Some documents list "Matsui" as the solicitor of contributions. Was this Doris Matsui?
A:
Ms. Matsui states that she has never solicited contributions while working at the White

DNC-NSC Contacts
Q:
An apparent call sheet for David Wilhelm from September 30, 1993, indicates an
exchange of calls between Mr. Wilhelm and Sandy Berger. Did David Wilhelm or other
senior staff at the DNC ever talk to Mr. Berger or other NSC staff on behalf of donors or
fund-raisers?
A:
Mr. Berger returned the telephone call the following day, but apparently did not

about appointment of a director to these organizations?

Mr. Lindsey does not remember the substance of this call. However, Mr. Lindsey was at
the time of the call working in the Office of Presidential Personnel and could certainly
have discussed personnel-related matters with the DNC chairman.
Hatch Act Violations
Q:
Several documents appear to be unofficial, political memos written on White House
stationery. Is the White House doing anything about these apparent violations of the
Hatch Act?
A:
We regularly apprise staff about the rules governing political activity through memos,
briefings, and other means with the expectation that they will follow these rules.

Q:
A 1996 DNC payroll sheet lists the First Lady's brother, Anthony Rodham, as a paid
DNC staffer. What work did Mr. Rodham do for the DNC?
A:
Mr. Rodham was a consultant to the DNC [CD Mills to add info re: grass roots work]
Hazel O'Leary
Q:
One of the documents characterizes a fund-raiser as a "Hazel O'Leary Dinner." Was this
event at her house? Is it appropriate for a cabinet secretary to attend and speak at fund-
raisers?
A:
This event was not at Secretary O'Leary's home. There is nothing illegal or
inappropriate about members of the cabinet attending or speaking at a fund-raiser; the law
anticipates them doing so. We cannot comment on why the DNC documents would refer
to the dinner as the "Hazel O'Leary Dinner." We understand, however, that the DNC did
not promote it as such, nor did they use her title in promoting the dinner.
Guam
Q:
On document number 1206774, there is a refernce to Guam next to the sum $169,000.
Were these funds raised as a result of the First Lady's visit to Guam?
A:
It was our understanding that these funds were raised through the efforts of the Governor
of Guam and others and were made to the DNC in March 1996.

TALKING POINTS ON GLOBE/IMMIGRATION PIECE
JANUARY 16, 1997

The Administration never changed its position on the issue of applications for entry into
the U.S. on the basis of being a sibling of a citizen. The only thing we did was support a
legislative strategy of separating the issues of legal and illegal immigration reform in order to
rescue the effort to strengthen illegal immigration enforcement.
*
That effort was being pulled down by a legislative deadlock over legal immigration
issues, and the Administration felt it was very important to be sure that we got illegal
immigration reform enacted.
*
The Senate Judiciary Committee and the House of Representatives obviously agreed.
Both voted to separate legal and illegal immigration policy. Frankly, I think some of the support,
from both Republicans and Democrats, came from those who simply opposed legal immigration
reform. But from our point of view, it was only a legislative strategy to rescue illegal
immigration reform.

The Senate Judiciary Committee voted on March 14, by 12-6, to split legal and illegal
immigration. Among those voting to split the issues were Chairman Hatch and Senators
Thurmond, Specter, Thompson, DeWine, and Abraham.
*
The House voted on March 21 by 238-183 to split legal and illegal immigration. A
substantial number of Republicans voted for do this, including Majority Leader Armey,
Congressman Diaz-Dalart and Congresswoman Ros-Lehtinen, Congressman Goodling,
Congressman Mica, and Congressman McIntosh.
*
The President supported a separation for one reason - it was clear that differences in the
Congress over issues related to legal immigration reform were putting at grave risk our ability to
enact illegal immigration reforms to toughen enforcement at the border and in the workplace, and
to provide tools to increase deportation of criminal aliens.
*
It had nothing to do with the sibling issue.
*
In fact, Deputy Attorney General Jamie Gorelick presented the views of the
Administration on the immigration bill in a letter to Speaker Gingrich on March 13, 1996.
*
And in that letter, she made it clear that the Administration continued to support
suspending acceptance of any new applications for entry into this country on the basis of being a
sibling to U.S. citizens. She stated the same position in a February 14 letter to Chairman Hatch.
*
In both letters, the Deputy Attorney General noted the significant backlog of such
applications and stated that we wanted to find an equitable way to deal with that backlog.
*
Keep in mind, this was only one specific issue among a broad range of issues contained
in legal immigration reform. The only thing we did was to support separating the broader issue
from illegal immigration reform in order to save illegal immigration reform.
(Wasn't this position inconsistent with the President's statement supporting the Jordan
Commission's recommendations, which included eliminating entirely the sibling category?)

The President said that he supported the goals of the Jordan Commission, specifically a
reduction in the overall level of legal immigration, and stated that he wanted to work with
Congress to craft the specific legislation to put those principles into practice.

Majority Leader Lott has already poured cold water on the idea of any legal immigration
reform in the near future, certainly this year. And the Chairman of the Senate Judiciary

think the Congress is likely to get into this
