Draft Legislation on NMWH Congressional Advisory Committee
Attached is the draft legislation being considered by Senator Snowe.
We have recommended a few changes but in essence, the bill will create
a Congressional Advisory Committee on the National Museum of
Women's History. The bill may be dropped in prior to Congress leaving
in November or we may decide to wait so that we can get more co-
sponsors prior to the bill being dropped in.
We would like to come in and talk with Audrey so that we can bring her
up to speed.

A BILL
To create a National Museum of Women's History Advisory
Committee.

Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 SECTION 1. FINDINGS.
4
Congress makes the following findings:
5
(1) A national institution dedicated to the herit-
6
age of women does not exist.
7
(2) In the 34-year poriod beginning with 1963,
8
only 2 exhibits ware authorized on women's history
9
nt the National Museum of American History.
10
(3) Less than 5 percent of the Nation's 2,200
11
National Historic Landmarks are dedicated to

women, and there are only 40 public outdoor statues
2
of American women in our Nation.
3
(4) The historic contributions of women to civ-
4
ilization and to our Nation have gone unnoted or are
5
misunderstood.
6
(5) Knowledge of onc's heritage is critical in de-
7
veloping a personal sense of competence and poten-
8
tial.
9
(6) Lack of appreciation for womon's historic
10
contributions leads to a lack of value, understanding,
11
and respect for women and girls, and invites dis-
12
crimination or violence against females.
13
(7) A National Museum of Women's History is
14
needed to profile the specific achievements that indi-
15
vidual women have made to all aspects of human en-
16
deavor, and to explore and celebrate the contribu-
17
tions that women have made in their various roles
18
in family and society.
19 SEC. 2. ADVISORY COMMITTEE.
20
There is established an advisory committee to be
21 known as the National Muscum of Women's Ilistory Advi-
22 sory Committee (in this Act. referred to as the "Advisory
23 Committee").

1 SEC. S. MEMBERSHIP.

(n) COMPOSITION -The Advisory Committee shall be
3 composed of 4 ex officio nonvoting members and 25 voting
4 members.
5
(b) Ex OFFICIO NONVOTING MRMBERS--The Advi-
6 sory Committee shall be composed of 4 ex officio nonvot-
7 ing members, of whom-
8
(1) 1 member shall be appointed by the Presi-
9
dent;
10
(2) 1 member shall be appointed by the Sec-
11
retary of the Interior;
12
(3) 1 member shall be appointed by the Admin-
13
istrator of General Services; and
14
(4) 1 member shall be appointed by the Sec-
15
retary of Commerce.
16
(c) VOTING MEMBERS.-The Advisory Committee
17 shall be composed of 25 voting members, of whom-
18
(1) 1 member shall be appointed by the Speak
19
er of the House of Representatives, from among the
20
Members of the House of Representatives;
21
(2) 1 member shall be appointed by the Minor-
22
ity Leader of the House of Representatives, from
23
among the Members of the House of Representa-

tives;

(3) 1 member shall be appointed by the Major-
2
ity Leader of the Senate, from among the Members
3
of the Senate;
4
(4) 1 member shall be appointed by the Minor-
5
ity Leader of the Senate, from among the Members
6
of the Senate;
7
(5) 8 members shall be appointed by the Chair-
8
person of the Board of Directors of the National
9
Museum of Women's History, Inc., from among the
10
founding members of such Board or the members of
11
such Board; and
12
(6) 13 members shall be appointed by the
13
Chairperson of the Board of Directors of the Na-
14
tional Museum of Women's History, Inc., from
15
among private citizens who can contribute to the
16
success of the Advisory Committee AN determined by
17
the Chairperson.
18 SEC. 4. DUTIES OF THE COMMISSION.
19
(a) STUDY.-The Advisory Committee shall conduct
20 8 thorough study of all matters relating to-
21
(1) identifying and recommending a site for a
22
National Museum of Women's History; and
23
(2) examining the foasibility of obtaining pri-
24
vate funds for the creation and maintenance of the

National Museum of Women's History through con-
2
tributions by the American people.

(h) FINAL REPORT.-The Advisory Committee shall
4 submit A final report to Congress regarding the matters
5 studied under subsection (a) not later than 6 months after
6 the date of the first meeting of the Advisory Committee.
7 SEC. 5. ADMINISTRATIVE PROVISIONS.
8
From amounts available to the Secretary of the Inte-
9 rior, the Secretary shall provide all necessary administra-
10 tive services, facilities, support, and funds necessary for
11 the performance of the duties of the Advisory Committee.
12 SEC. 6. COMPENSATION
13
Each member of the Advisory Committee who is not
14 an officer or employee of the Federal Government may m.-
15 ceive compensation for each day such member is engaged
16 in the performance of the duties of the Advisory Commit-
17 tee at a daily rate to be dotermined by the Secretary of
18 the Interior, Such rate shall not exceed the maximum daily
19 rate of pay for a position classified above GS-15 under
20 section 5108 of title 5, United States Code.
21 SEC. 7. TRAVEL.

Members of the Advisory Committee shall be entitled
23 to travel expenses, including per diem in lieu of subsist-
24 ence, as authorized under sections 5702 and 5703 of title
