Sentelle's lunch with Helms and Faircloth, and his overall record of
choosing special prosecutors, have become central to the claim, made yesterday
by Hillary Rodham Clinton, that Starr's latest investigation is part of a
broader effort by Bill Clinton's opponents to discredit his presidency.
While Sentelle's power largely rests with appointing special prosecutors,
Hillary Clinton, for one, views him as one of the people who allowed Starr's
investigation to snowball beyond the land deal that he was appointed to
investigate.
"It's not just one person, it's an entire operation," Mrs. Clinton said on
the "Today" show yesterday, tracing Starr's investigation back to "the same
three-judge panel that removed Robert

Whether he has used that power judiciously is now a matter of partisan

LAUER: There has been one question on the minds of a lot of people in this
country, Mrs. Clinton, lately. And that is, what is the exact nature of the
relationship between your husband and Monica Lewinsky? Has he described that
relationship in detail to you?
CLINTON: Well,

WASHINGTON - First lady Hillary Rodham Clinton offered a spirited defense of
her husband on Tuesday, saying that she believes him and that "a vast right-wing
conspiracy" is behind the latest scandal.
Mrs. Clinton, in a previously scheduled interview on NBC's Today, attacked
Whitewater independent counsel Kenneth Starr, whose investigation has
scratching for dirt, intimidating witnesses, doing everything possible to
try to make some accusation against my husband,' Mrs. Clinton said.
Reprising the administration's charges of a broad anti-Clinton conspiracy,
the first lady said: "We've been accused of everything,
received credible evidence of serious federal crimes" and that it was
being conducted by experienced prosecutors and law enforcement officials.
Mrs. Clinton's comments, which drew cheers at the White House senior staff
meeting on Tuesday morning, opened one of Washington's
gag order issued by Judge Wright.
On the Today set in New York City's Rockefeller Center, Mrs. Clinton stepped
into a role already familiar to many Americans: her husband's chief defender.
The nation first saw her in that role
week when Gennifer Flowers' allegations of a 12-year sexual affair with
Mr. Clinton threatened to torpedo his presidential candidacy. Mrs. Clinton
appeared at his side on the Super Bowl Sunday edition of CBS' 60 Minutes.
"You know, I'm not sitting here as some little woman standing by my man like
Tammy Wynette," " Mrs. Clinton said at that time.
Tuesday, a more battle-hardened Mrs. Clinton did not criticize Ms. Lewinsky.

The first lady instead followed the lead of Mr. Clinton and his aides and
refused to elaborate on the relationship between the president and Ms. Lewinsky.
But unlike other aides who have come to Mr. Clinton's defense, Mrs. Clinton
said she had spoken "at great length" with the president about the charges.
Neither the president's spouse nor his attorneys can be compelled to testify

WASHINGTON - Delivering a blistering White House counterattack, Hillary
Rodham Clinton charged Tuesday that the investigation against the president by
independent counsel Kenneth Starr was part of a "vast right-wing conspiracy"
dedicated to destroying his presidency.
"It's not just one person; it's an entire operation," Mrs. Clinton contended
as she offered the first lengthy remarks from either of the Clintons in denial
of accusations that the president had an affair with a White
no new information in defense of her husband, saying his relationship
with Monica Lewinsky would be explained "as time goes by.
But Mrs. Clinton singled out Starr, the Whitewater investigator who has taken
on the new inquiry, as "a politically motivated prosecutor who is
serious federal crimes. "

assented to his taking on the inquiry.

In an extraordinary interview yesterday, first lady Hillary Rodham Clinton
proved once again to be her husband's staunchest supporter against charges of
sexual impropriety, saying the latest allegations against the president are the
harassment case.
Just as she stood by then-candidate Bill Clinton when he was accused of an
affair with Gennifer Flowers in 1992, Hillary Clinton said she believed her
husband when he denied the allegations of an intimate relationship with former
White House intern Monica Lewinsky.

OK, maybe we're wrong. So, we issue a challenge to Hillary Clinton: Give us
the facts about this conspiracy. If you can't, then you're just engaging in the
same sort of rumor-mongering and reputation-
often the last refuge of the truly guilty. It's too early to make any
judgment about President Clinton's culpability, but Hillary Clinton sounds
desperate. If the Clintons want to shake the bugaboo of this "vast conspiracy,"

donning the armor and taking the lead in the defense of the president against
allegations that he had a sexual relationship with a young White House intern,
Monica Lewinsky, and then advised her to deny it under oath.
"Hillary Clinton is a fighter," said Lisa Caputo, her former press secretary.
"She believes this current situation is part of an ongoing political
for five or six years. "
Indeed, while other White House officials have been somewhat reserved in
their denials of the charges, Mrs. Clinton has been unequivocal. "Certainly I
believe they're false," she said of the accusations when the story broke last
week. "Absolutely."
She is expected to be just as

One former White House official said that, in a way, Mrs. Clinton has become
"numb" to the allegations against her husband. "You recognize that this is
part of life in Washington, and you develop a mind-set where you put it in a
box," the former aide said, describing Mrs. Clinton's practice of
compartmentalizing controversies and going on with her work.
This latest episode has again raised questions about the nature of the
Clintons' marriage, described by aides as alternately loving and affectionate
and combative. Their marriage has been a subject of scrutiny and speculation
ever since 1992 when Mrs. Clinton sat by her husband's side on "60 Minutes" as
he answered questions about Gennifer Flowers and admitted having "caused pain"
marriage.
"You know, I'm not sitting here as some little woman standing by my man like
Tammy Wynette," Mrs. Clinton said in a performance many believe saved her
husband's candidacy. "I'm sitting here because I love him and respect him and I
honor what he's been through and what we've been through together, and you know,
if that's not enough for people, then, heck, don't vote for him.
Mrs. Clinton, in essence, told the nation that she accepted him, infidelity
and all, SO the public should. "Her faith in him and her pride in him is very
powerful, " said Lewis.
Asked if there was any part of Mrs. Clinton that questioned whether her
husband was telling the truth in his denial of a sexual relationship with
Lewinsky, Lewis said: "I don't do psychology.

Other friends say a combination of factors chief among them, her genuine
love for her husband keep Mrs. Clinton at her husband's side.
"She's crazy about him and takes very seriously the commitment of marriage,"
said a longtime friend of Mrs. Clinton's. "For better and for worse, in good

care; the unstated one was the strength of her marriage.

forgiving attitude toward Clinton six years ago, she said, but they wonder how
often she should have to excuse his behavior.
"The public
kind of thing, that sort of spontaneous affection, for 25 years. "
Even in the White House, there are mixed opinions.
But Hillary Clinton's closest friends insist that through it all, this is
more than a political partnership held together by a mutual
uncomfortable because there was so much affection. I cannot tell you the
number of times in which they held hands all through dinner.

Hillary Rodham Clinton Tuesday blamed the sex scandal surrounding her husband
on a "vast right-wing conspiracy" that has dogged them for years,

Once again, the first lady found herself at the center of the most public of
storms while confronting the most intimate of

Just as she responded in the case of Flowers, Hillary Clinton never hesitated
last week, associates of the first lady said. She rushed to her husband's
defense while his longtime aides hung

president's political strategists in the West Wing of the White House.
Hillary Clinton consulted with the president's lawyers. Within the White House,
she urged staff members to stay at their tasks.
One associate said that she was "
Clintons expressed concern about the first lady's role in managing the
crisis. One former aide who is very familiar with Hillary Clinton's approach to
past scandals said sympathetically that her "first instincts are to put up the
sandbags. " But in such situations, he said, "it's better to be forthright."
Mandy Grunwald, a former media strategist for the Clintons, said that while
Hillary Clinton believes her husband was not involved with the intern, she knows
that he was unfaithful in the past. But, she said, "I think she loves him the
way
saying Poor Hillary, poor Hillary, " adding, "Hillary's just fine. "
After six years as a national figure, Hillary Clinton remains a puzzle to her
critics and her supporters, her public image shifting as swiftly as her
hairstyle. She is an anti-war organizer who

"She's done it time and time again, " this
I hope it doesn't come up dry for her. "
"You know, I wouldn't say that it's not hard, " Hillary Clinton calmly told
reporters Wednesday as the story broke, "because it is difficult and painful any
time someone you care about, you love and you
gosh, more than six years, and I have seen how these charges and
accusations evaporate and disappear if they're ever given the light of day. "
Hillary Clinton always has been aggressive in rejecting such accusations, at
times even more so than their target, her husband. When tales of womanizing by
time, throughout the rest of the campaign, that was sort of the tactic
that she adopted. 11
After Flowers held a news conference to announce her affair with Clinton,
Hillary Clinton told her husband it was time to tackle the issue head-on, former
campaign aides said. But, at least
Clinton interrupted, repeating that phrase twice more. "You're looking at
two people who love each other."
Hillary Clinton added: "You know, I'm not sitting here as some little woman
standing by my man like Tammy Wynette
don't vote for him. 11
Another scandal accusations that Clinton had dodged the draft broke
just days later. Once again, Hillary Clinton helped rally dispirited aides, a
role she would play again and again.
Ann Lewis, a longtime friend of the first lady who is the White House
communications director, said Hillary Clinton played that role for her Thursday
in a telephone conversation.
"We were joking that she and I have some experience now and have a
