Hearing speeches from various\npoliticians, including President Clinton, I spent the day\nscribbling notes, carrying around my tape recorder and taking\neverything in. This disillusionment with schools leads, in part, to a decreased\nwillingness to invest in public education and less interest in supporting\nschools' efforts. Many parents and community members are concerned with\nthe quality of schools, yet they do not get involved because they feel removed\nfrom what is occurring in schools today, lack an understanding as to how they\ncan contribute to improving children's education, and/or face language or\ncultural barriers to participating in their child's education or helping schools in\ntheir neighborhood. Parents, especially, can play a critical role in their child's\neducation -- at home and through their interactions with school personnel --\nyet, too often, the public school system does not benefit from their\nparticipation.\nChildren Now is beginning to work with reform-oriented educators, parents and\ncommunity groups in major urban areas across the country -- initially, the Bay Area,\nLong Beach, Los Angeles and New York City -- to launch a multi-focus campaign which\nengages parents and others in supporting and demanding improved local public schools.\nThe campaign, which seeks to educate the public about good teaching and learning\npractices, the potential for all schools to be good schools, and the importance of parent\nand community support and feedback to schools, will connect parents and others to\nspecific ways they can get support and improve their neighborhood school.\nThe campaign's regional approach responds to the existing dynamic in school reform,\nwhere geographically-based coalitions have formed to engage their communities and\nimprove their schools.\nBay Area. We are working with the Fund for New York City\nPublic Education, which is dedicated to increasing private sector support for\nlasting system-wide excellence in New York City schools.\nThe multi-year campaign will utilize a variety of innovative communications\nstrategies to reach our target audiences: parents, primarily, and the broader community.\nCertain elements of the campaign will be common to all sites (e.g., some of the initial\nbackground research, analyses of targeted audiences and certain communications\nstrategies). However, each local effort will be tailored to the uniqueness of the area. He was concerned about it, so he made phone calls to the Photo\nDistribution Office, and other various offices to contact a person to take care of the request.\nSpencer explained to the members of Mr. Jim Dorskin's office, however, this urgent situation was\nnever taken seriously and denied the prompt response. Mr. Stephen Nolet was keep repeating that\nit is impossible to fill his request by this weekend (it was Wednesday, June Th).\nAfter spending more than two hours, he was exhausted and frustrated. Spencer finally\ngave up and called Senator Robb's office for help. A member of Senator Robb's staff promptly\ncontacted EOP and had them sent to the Senator's office right a way. It was clear that EOP\nwasted no time. Spencer walked to the Senator Robb's office and received photos the following\nday. Spencer raised the following questions from this experience:\n1.\nHe was completely blocked and unable to talk to a person above Stephen Nolet's\nlevel who may have understood the situation and taken an appropriate action. He was\nalways asked to leave a message by secretaries and other staff members, but, he was never\ncontacted by anyone after leaving the messages. If Mr. Jim Dorskin is not available, could\nsomeone take his place to help exception cases. Nobody seems to know who that person\nwould be at that time because later, Spencer was informed by a secretary that Mr.\nDorskin's will not be in until Monday.\n2.\nThe second issue is - if the US Senators or the Member of Congress can get the\nphoto right away, why an ordinal citizen is denied the same? Under democratic President,\nwe expect the same treatment. If the security is Mr. Dorskin's concern, Mr. Nolet should\nhave asked Spencer, if he has the Government Security Clearance.
