The Republican Budget Resolution Conference Agreement:
County-by-County Analysis of Medicare Cuts in
NEBRASKA
Republicans are proposing to cut more than $270 billion from Medicare between 1996
and 2002. Most of the $270 billion in Medicare cuts would not be necessary without the
Republicans' $245 billion tax cut for well-off Americans. A new study by the Department of
Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Douglas County, Nebraska would lose $329 million in Medicare funding
over seven years, and $82 million in 2002 alone. Each of the 55,900 Medicare beneficiaries in
Douglas County who wants to stay in their current fee-for-service Medicare would face, over
seven years, an average of $1,900 in additional out-of-pocket costs and $3,800 more per couple.

Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Mecklenburg County, North Carolina would lose $414 million in Medicare
funding over seven years, and $111 million in 2002 alone. Each of the 60,400 Medicare
beneficiaries in Mecklenburg County who wants to stay in their current fee-for-service Medicare
would face, over seven years, an average of $2,475 in additional out-of-pocket costs and $4,950
more per couple.

Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Tulsa County, Oklahoma would lose $412 million in Medicare funding
over seven years, and $102 million in 2002 alone. Each of the 76,000 Medicare beneficiaries in
Tulsa County who wants to stay in their current fee-for-service Medicare would face, over seven
years, an average of $2,150 in additional out-of-pocket costs and $4,300 more per couple.

Republicans' $245 billion tax cut for well-off Americans. A new study by the Department of
Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Providence County, Rhode Island would lose $920 million in Medicare
funding over seven years, and $256 million in 2002 alone. Each of the 103,400 Medicare
beneficiaries in Providence County who wants to stay in their current fee-for-service Medicare
would face, over seven years, an average of $3,650 in additional out-of-pocket costs and $7,300
more per couple.
