Clinton The White House 1600 Pennsylvania Avenue Washington, DC 20500 Dear President Clinton: I would like to request the honor of an invitation to the White House Conference on Child Development to be held in the White House on October 23, 1997. It would be my privilege to represent the 152,000 member American Psychological Association, of which I am President-elect. The topic of child development is at the heart of my own Presidential theme for 1998, and has been the topic of my research for the last 30 years. My 1998 APA theme is "Prevention: Building Strength, Resilience, and Health in Young People." It emphasizes the importance of psychologists working on building strength and character in children, not just repairing damage. My qualifications: I am Professor of Psychology at the University of Pennsylvania. I have held continuous grants from the National Institute of Mental Health for 28 years on the topic of helplessness and depression. Contrary to what many believed, we have found that helplessness and the tendency to depression in children is learned, and it can be prevented by acquiring the skills of recognizing and disputing catastrophic thinking. Learning these skills can also raise academic achievement and improve physical health. My most recent federal grants document the prevention of depression in children and youth by teaching the skills of optimism. We then teach parents and teachers in the public schools to deliver these programs. Her experiences as a Head Start parent motivated her to pursue a BA in psychology from the University of Illinois and a Master of Education from the Erikson Institute for Advanced Study in Early Childhood Education. She's worked for The Ounce since 1987 and frequently serves as our spokesperson. Brenda would do a wonderful job of addressing effective ways to bring a variety of organizations and funding streams together to create effective early childhood education and care services. As you know, child care is a key element in the logistics of moving people from welfare to work; but, quality child care is a critical factor if we truly expect long-term success for families. Moreover, innovative collaborations are crucial if we intend to devote more resources toward increasing the quality, availability and accessibility of positive early childhood experiences. About The Ounce of Prevention Fund We chose the name The Ounce of Prevention Fund because we believe that it is more caring and cost-effective to promote healthy child development than to treat problems later in life. We target the two critical developmental periods when individuals undergo the most rapid physical, emotional and social growth -- the first three years of life and adolescence. Since we were founded in 1982, we have worked with some of the poorest families in some of the most challenging communities in the country. We provide a variety of services for children and their parents, conduct research to better understand "what works," and advocate for public policy changes that better serve all families. We stay on the cutting-edge by integrating our program, research and advocacy work into a "dynamic cycle" of innovation. Currently, we serve about 5,500 families through Early Head Start, Head Start, school-based health clinics and our Parents Too Soon home visiting program. We are a public-private partnership that can demonstrate success. The national Early Head Start initiative is based, in large part, on lessons learned from our historic "Beethoven Project" at our Center for Successful Child Development, located in the Robert Taylor Homes on Chicago's south side. Our Parents Too Soon program has proven to delay subsequent pregnancies, improve immunization rates and increase birthweight for the babies of teen moms who enter the program pregnant. Our school-based health centers have shown that they decrease substance abuse and reduce the risk of adolescent pregnancy.
