We recently sent you a few more pictures from the\nroundtable at the Residence, which you should receive soon.\n@\nDecember 1999\nTunis, Tunisia\nMelanne,\nWith the new millenium fast approaching I find myself a bit intimidated by profound expectations, but relieved at the\nprospect of no more suspense over Y2K! Politics in Tunisia this year revolved around October elections, the first with\nmore than one presidential candidate. While this may seem modest (opponents polled less than 1 percent!), the concept of\nopposition to the president, still lacking in many countries, is now established here. The election campaign brought\nvicious criticism by the leftist French press, which ironically redounded well for the U.S. -- the Tunisians are currently\nmore eager to cooperate with us than their former colonial masters on a range of issues. Tunisian motives are of course\nmore sophisticated and nuanced, but we are making the most of this windfall as we need all the help we can get given the\ndemise of our aid programs here in the early 1990s and our general tendency to neglect bilateral relationships when the\nCold War ended.\nThe guestrooms were often full in 1999. I joined a friend who had fought with the King's Royal Rifle Corps in Tunisia on\na journey to WWII battles sights, including El Hamma and the Mareth Line near the Libyan border. Fascinating and\npoignant history. Mrs. Clinton and Chelsea were here in March. As in South Asia, her visit, however difficult to\nprepare(!) paid off several-fold in bilateral good will. Tunisia hosted the first visit by NATO's Standing Mediterranean\nNaval Force in November. The Germans and Turks did most of the work, but I visited the USS Spruance, anchored a\nlonely five miles offshore in deep water, and sailors went to American homes for Thanksgiving dinner.\nAlexandra, now 13, is a strong-minded, relentlessly logical, well-organized young lady who brings to mind the bumper\nsticker \"hire a teenager while they still know everything.\" In her small but diverse (40 nationalities) international school\nshe is active in student council and music, traveling to Spain and Morocco for regional choir concerts. She has become\nvery adept at handling her favorite horse Ruby on weekend rides. Anna, 9, excels in all the arts, and is particularly\ncreative in drawing and writing. She, too, enjoys music and riding. A spunky, French-speaking Reed College undergrad\nlooks after the girls, and studies Arabic in her spare time. Both girls are preparing for the spring musical \"Annie\", which\nboth now happily could do in French. They traveled solo this summer to Cape Town, Miami, San Francisco, Washington\nand summer camp in New Hampshire, returning with passports and wallets in tact! I spent the same 6 weeks in steamy\nWashington chairing a promotion panel. We were mercifully spared the agonizing experience of recent years when only a\nsmall portion of the deserving could be promoted, so all the long and sometimes tedious deliberations were worth it!\nIt is hard to believe that our Tunisian adventure will come to an end next summer as my cohort of career ambassadors\nmakes way for a new crop. Typically I do not yet know what I will be doing next. And it might well change again in 2001\nafter the dust settles around the new foreign policy team! Again, much of his considerable ability in this\nregard has been focussed on development-related issues. And finally I have been even more\nimpressed by George himself. His combination of legal, organizational and policy skills, his ability\nto mobilize people around valuable projects, the respect in which he is held by those with whom\nhe works, his steadfastly democratic values, and his implicit trustworthiness do, for me, speak for\nthemselves.\nThus I take the liberty of commending George Dalley to you as a longstanding\nprofessional colleague and as a trusted friend.
