Dear Ms. Bauerle,
MCID is arranging an International Visitor Program on behalf of the State Department for a group of
military physicians, provincial battalion commanders and military journalists from Angola and
Mozambique. They will be in Washington, DC July 24- 28, 2000. I am attaching the participant list,
biographic information and program objectives to request a meeting with Ms. Sandra Thurman for a
briefing on the mission and function of ONAP. When we spoke on the telephone yesterday, you asked
for the background information on this delegation. I understand that Ms. Thurman's schedule is very
tight after she returns next week. I am requesting this appointment because I was told that Ms. Thurman
had expressed an interest in meeting with international visitors such as this group. Thank you for
exploring the possibility of a meeting next week. There is still an opening in their schedule on July 28,

Program Objectives
The purpose of this International Visitor Program is to expose the group of three Angolan
military physicians, three Mozambican provincial battalion commanders, and a military journalist
from each country to U.S. military and civilian HIV/AIDS prevention and treatment programs.
The growing concern about the HIV/AIDS public health problem in Angola and Mozambique is
compounded by misconceptions about the disease and a lack of knowledge of its symptoms and
causes. Military and civilian leaders in these southern African nations are seeking ways to
prevent new outbreaks of HIV infection and to help those afflicted with AIDS. The group would
like to meet with professional counterparts to discuss strategies to reduce the threat of this deadly
disease.
The visitors will be focusing on the following issues:
Public awareness and educational campaigns to combat HIV/AIDS
Military community response to HIV/AIDS prevention and treatment
HIV/AIDS medical research
Local government health and welfare agencies' response to HIV/AIDS
prevention and treatment
Role of non-profit and advocacy groups, and grassroots community
organizations in the fight against AIDS
HIV/AIDS awareness through social marketing in the media

The U.S. Department of State is sponsoring the International Visitor Program, "HIV/AIDS
Education and Prevention for Military Personnel," a sub-regional project for Angola and
Mozambique. The Mississippi Consortium for International Development (MCID) is the

Dear Cheryl,
One other thought for a meeting with ONAP Director Thurman would be to meet with the group at
their opening lunch on July 25 at Mar de Plata Restaurant, 1410 14th Street, NW (close to Thomas
Circle). Attached is the page from their program book. My guess is we will arrive at the restaurant
between noon and 12:15 p.m. I appreciate your assistance in trying to arrange a meeting. Please let me
know if you wish to consider 11:20 a.m. on July 27 after their appointment at the Department of
Veterans Affairs. They will have to depart for Walter Reed by 12:30 p.m. and I can ask the
Administrative Officer to buy a brown bag lunch for them to eat on the bus. I will be leaving the office
tomorrow at 9:15 a.m. to attend the opening session at the hotel, but will check my voicemail when
