The crux of the problem
here is being responsive to the SASC while not playing into the anti-Bosnia
hysteria that is building on the Hill, especially in the Senate (see
later separate note on this morning's meeting on Byrd-Hutchison amendment).
Kosovo is a potential recipe for trouble - as you know.
