sorry, i should have been more clear. the idea would be to announce at the
final Presidential Advsiory COmmittee meeting, not a Congressional hearing.
the Advisory Committee is likely to be very supportive of the DOD changes,
which is probably why DOD is thinking about announcing them at that event.

I wouldn't announce new DoD GWI structure at a hearing. Such a move would
look defensive, like it's being done under Congressional pressure, and
worse, give the Hill some referential credit. I'd either let the Post
discover it or announce at the Pnt.
