SECRETARY SHALALA SHARED WITH MINISTER KRAUSS THE U.S. EXPERIENCE IN PLACING NATIVE AMERICANS AT THE CENTER OF THE DECISION-MAKING PROCESS. SHE INVITED MINISTER KRAUSS TO VISIT THE UNITED STATES, PARTICULARLY TO SHARE EXPERIENCES ON SERVICES FOR INDIGENOUS POPULATIONS AND RELATED ENGAGEMENT IN SETTING PRIORITIES. SECRETARY SHALALA SAID THAT A FORMAL INVITATION WOULD BE SENT TO MINISTER KRAUSS. END SUMMARY 2. MINISTER KRAUSS GAVE TO SECRETARY SHALALA A COPY OF A LETTER, DATED MAY 31, 2000, FROM PRESIDENT RICARDO LAGOS ESCOBAR TO THE INDIGENOUS PEOPLE OF CHILE. THIS LETTER ARTICULATES ESCOBAR'S COMMITMENT TO A NEW POLICY TO DEAL WITH UNDERLYING ISSUES OF CHILE'S INDIGENOUS POPULATION BASED ON THEIR OWN DECISION-MAKING POLICIES. THE LETTER STATES THE COMMITMENT OF THE ESCOBAR ADMINISTRATION TO PROVIDE 50,000 HECTARES OF LAND TO THE INDIGENOUS PEOPLE OR GROUPS, BY THE END OF 2000. THE LETTER ALSO STATES COMMITMENT TO WATER RIGHTS "REGULARIZATION" IN SEVERAL REGIONS WHICH ARE HOST TO INDIGENOUS COMMUNITIES; REINFORCEMENT OF BILINGUAL INTERCULTURAL EDUCATION; DEVELOPMENT OF AN INTERCULTURAL
