"American Power and American Diplomacy"
I want to speak with you about the relationship between power and
diplomacy -- particularly American power and American diplomacy --
in a dramatically changed and changing world.
This is an extraordinary moment in world affairs. The single,
overarching threat of the Cold War has vanished. The international
environment is starkly new -- a far cry from the old strategic
landscape, in which every move and every alteration was interpreted
in relation to the Soviet threat.
