ADOPTED BY CONSENSUS DURING A FORMAL MEETING MARCH 31.
BEGIN TEXT OF STATEMENT:
THE SECURITY COUNCIL RECALLS THE STATEMENT MADE BY
THE PRESIDENT OF THE COUNCIL ON 8 APRIL 1993 (S/25562)
AND ITS RELEVANT RESOLUTION.
THE COUNCIL REAFFIRMS THE CRITICAL IMPORTANCE OF
INTERNATIONAL ATOMIC ENERGY AGENCY (IAEA) SAFEGUARDS IN
THE IMPLEMENTATION OF THE TREATY ON THE
NON-PROLIFERATION OF NUCLEAR WEAPONS (THE TREATY) AND
THE CONTRIBUTION WHICH PROGRESS IN NON-PROLIFERATION
MAKES TO THE MAINTENANCE OF INTERNATIONAL PEACE AND
SECURITY.
THE COUNCIL NOTES WITH DEEP APPRECIATION THE EFFORTS
OF THE DIRECTOR GENERAL OF THE IAEA AND THE AGENCY TO
IMPLEMENT THE IAEA-DEMOCRATIC PEOPLE'S REPUBLIC OF KOREA
(DPRK) SAFEGUARDS AGREEMENT (INFCIRC/403)
THE COUNCIL REAFFIRMS THE IMPORTANCE OF THE JOINT
DECLARATION BY THE DPRK AND THE REPUBLIC OF KOREA (ROK)
ON THE DENUCLEARIZATION OF THE KOREAN PENINSULA, AND OF
THE PARTIES TO THE DECLARATION ADDRESSING THE NUCLEAR
ISSUE IN THEIR CONTINUING DIALOGUE.
THE COUNCIL WELCOMES THE JOINT STATEMENT OF THE DPRK
AND THE UNITED STATES (U.S.) OF 11 JUNE 1993, WHICH
INCLUDED THE DPRK'S DECISION TO SUSPEND THE EFFECTUATION
OF ITS WITHDRAWAL FROM THE TREATY, AND THE UNDERSTANDING
REACHED BETWEEN THE DPRK AND U.S. IN GENEVA IN JULY,
1993, AND THE PROGRESS ACHIEVED ON THAT BASIS.
THE COUNCIL WELCOMES ALSO THE AGREEMENTS REACHED IN
FEBRUARY, 1994, BETWEEN THE IAEA AND DPRK, AND BETWEEN
THE DPRK AND THE U.S..
THE COUNCIL TAKES NOTE THAT THE DPRK HAS ACCEPTED IN
PRINCIPLE IAEA INSPECTIONS AT ITS SEVEN DECLARED SITES,
FOLLOWING ITS DECISION TO SUSPEND ITS WITHDRAWAL FROM
THE TREATY ON 11 JUNE 1993, AND OF THE STATEMENT BY THE
GENERAL DEPARTMENT OF ATOMIC ENERGY OF THE DPRK
(S/1994/319)
THE COUNCIL TAKES NOTE ALSO OF THE IAEA BOARD OF
GOVENORS' FINDINGS CONCERNING THE MATTER OF COMPLIANCE
AND THE IAEA DIRECTOR GENERAL'S REPORT TO THE SECURITY
COUNCIL OF 22 MARCH 1994 (S/1994/322), AND EXPRESSES ITS
CONCERN THAT THE IAEA IS, THEREFORE, UNABLE TO DRAW
CONCLUSIONS AS TO WHETHER THERE HAS BEEN EITHER
DIVERSION OF NUCLEAR MATERIAL OR REPROCESSING OR OTHER
OPERATIONS.
THE COUNCIL CALLS UPON THE DPRK TO ALLOW THE IAEA
INSPECTORS TO COMPLETE THE INSPECTION ACTIVITIES AGREED
BETWEEN THE IAEA AND DPRK ON 15 FBRUARY 1994, AS A STEP
IN FULFILLING ITS OBLIGATIONS UNDER THE IAEA-DPRK
SAFEGUARDS AGREEMENT AND IN HONOURING NON-PROLIFERATION
OBLIGATIONS OF THE TREATY.
THE COUNCIL INVITES THE DIRECTOR GENERAL OF THE IAEA
TO REPORT FURTHER TO THE SECURITY COUNCIL ON THE
QUESTION OF COMPLETION OF THE INSPECTION ACTIVITIES
AGREED BETWEEN THE IAEA AND THE DPRK ON 15 FEBRUARY 1994
WHEN THE DIRECTOR GENERAL IS SCHEDULED TO REPORT ON THE
FOLLOW-ON INSPECTIONS REQUIRED TO MAINTAIN CONTINUITY OF
SAFEGUARDS AND TO VERIFY THAT THERE HAS BEEN NO
DIVERSION OF NUCLEAR MATERIAL REQUIRED TO BE
SAFEGUARDED, AS NOTED IN THE DIRECTOR GENERAL'S REPORT
TO THE COUNCIL (S/1994/322).
THE COUNCIL REQUESTS THE DPRK AND ROK TO RENEW
DISCUSSIONS WHOSE PURPOSE IS IMPLEMENTATION OF THE JOINT
DECLARATION ON THE DENUCLEARIZATION OF THE KOREAN
PENINSULA.
THE COUNCIL APPEALS TO THOSE MEMBER STATES ENGAGED
IN DIALOGUE WITH THE DPRK TO CONTINUE THAT DIALOGUE IN
ACCORDANCE WITH THE AGREEMENT REACHED ON 25 FEBRUARY
1994.
THE COUNCIL DECIDES TO REMAIN ACTIVELY SEIZED OF THE
MATTER AND THAT FURTHER SECURITY COUNCIL CONSIDERATION
WILL TAKE PLACE IF NECESSARY IN ORDER TO ACHIEVE FULL

Item: Perry Trip to Korea
Secretary Perry will have met earlier Tuesday with the
President to review the agenda for his trip to Korea
(departing Friday) and the outcomes he hopes to achieve from
this trip. He will have also reviewed with the President
the various scenarios that are possible given different North
Korean reactions to upcoming U.S. and UN actions, as well as
the critical times lines associated with refueling of the
North Korean reactor. You should ask Secretary Perry to
summarize for the group the understandings he reached with
the President on these issues.
Your meeting would also be a good opportunity to review the
various defensive augmentation stages that the Defense
Department has established in its planning for the North
Korean situation. These include (in increasing order of
crisis severity) : (1) the CINC-requested force enhancements
(already accomplished or, in the case of Patriot, being
accomplished) ; (2) additional airborne command, control and
communications platforms needed if the current situation
worsens; (3) deployments needed if sanctions are imminent;
(4) flexible deterrent options needed if sanctions are
imposed; and (5) full-scale reinforcements required if war is
deemed likely and imminent. You should ask Secretary Perry
for his assessment of where we are now and where we need to
be prepared to go next with regard to this ladder of
preparatory measures.

1. Given the situation on the Korean Peninsula, DIA, in concert with the Defense Intelligence
Community, felt it prudent to produce in a timely manner a comprehensive set of reference documents
on North Korea's armed forces. The result of our collective efforts is the North Korean Military
Forces reference documents.
2. These reference documents consist of three books entitled North Korean Equipment Handbook,
PC-2600-6419-94; North Korean Force Capabilities Handbook, DOD-2600-KN-94; and North Korea
Handbook, PC-2600-6421-94.
a. The North Korean Equipment Handbook covers ground, naval, and air force equipment,
addresses equipment vulnerability and lethality, and offers some operational considerations for
warfighters.
b. The North Korean Force Capabilities Handbook covers the country's entire armed forces and
addresses their organization, disposition, operational capabilities, doctrine, tactics, personnel, and
reserve capabilities.
c. The North Korea Handbook is an unclassified pocket manual for use as a ready reference by
individual service members. It is designed to provide U.S. and allied military personnel with a base of
information for conducting effective operations on the Korean Peninsula.
