PROVOKING A NEW CYCLE OF CONFLICT AND SUFFERING.
THE UNITED STATES JOINS RUSSIA AND OTHERS IN THE INTERNATIONAL
COMMUNITY IN THE VIEW THAT A POLITICAL SETTLEMENT OF THE
KOSOVO ISSUE IS ESSENTIAL AND IN HOPING THAT IT CAN BE ACHIEVED

There are two foreign policy issues that I recommend you raise
with the leadership. The first is Kosovo, which I will
update you on tomorrow morning, just before the 9:00 a.m.
deadline for the negotiations to end. While it is possible
there will be developments overnight, we are preparing for a
"no" from both sides.
The second issue is embassy security. The FY 2000 budget
request includes $3.0 billion in advance appropriations for a
five-year program of embassy construction. This would be in
addition to the $1.4 billion FY 99 emergency supplemental for
embassy security. Admiral Crowe, whose review board recommended
$12 billion over 10 years, has sharply criticized our request.
Although we are now reviewing the FY 2000 request, which we may
want to increase, we believe that $3 billion is adequate
overall, given State's ability to manage a large construction
program and competing government-wide budget priorities. In
anticipation that appropriators will resist an advanced
appropriation, your talking points emphasize your commitment to
embassy security, the need for an advance appropriation, and
your desire to work with Congress to get the embassy
construction done.

Kosovo
Want to bring you up to date on Kosovo. It's obvious we'd
like to get a peace agreement -- best way to end Serb
repression and create genuine autonomy for Albanians.
If satisfactory agreement reached, I'll want to consult
closely and seek your support for participation in NATO-led
implementation force.
We have three clear interests at stake:
First, clear interest in protecting stability in key part
of Europe and our investment in Bosnia. If we don't try to
stop conflict now, it's going to spread. And if it
spreads, we won't be able to stop it except at far greater
risk and cost.
Second, we've got an important interest in averting another
humanitarian catastrophe in Kosovo and more Serb atrocities
this spring.
Finally, we have key interest in preserving NATO's
credibility as a guarantor of European stability, and U.S.
credibility as leader of NATO.
Even though parties have made progress in talks in France,
agreement may prove impossible right now. We've said from the
beginning we will try our hardest to broker agreement, but has
got to be real agreement. Kosovar delegation may seek more
time to return home to build consensus around quite far
reaching autonomy provisions, short of their preference for
independence.
If Kosovars then decide that settlement under discussion meets
their core needs, we'll put greater pressure on Serbs to
accept. NATO will play important role in these efforts.
If Serbs agree to deal, both parties will ask NATO to lead the
peace implementation force.

In the meantime, threat of NATO air strikes hopefully will
deter Milosevic from launching another brutal offensive. NATO
air assets, including U.S. planes, have been prepositioned to
be ready to move quickly if needed. If threat of strikes not
enough to persuade him, we' 11 at least damage his ability to
continue repressive measures.
Know you have spoken frequently with Madeleine, Bill and
Sandy. If it looks like NATO may be called upon to use force
either on ground or in air, I'll want to discuss this with you
in greater detail.
If pressed about a House vote on deployment:
Welcome broadest possible support for any deployment and will
work with you to that end.
[Note: In our view Congressional authorization is not required
for a permissive/consensual ground deployment or the air strikes
contemplated. Thus we would welcome an expression of suport but
would not seek it.]
If pressed (by Hastert) to refrain from deployments until
Congressional vote:
Can't make that absolute commitment, but we will keep in close
touch as this evolves.
If asked about War Power Resolution (WPR) or Roberts Amendment
reporting requirement for strikes or deployment:
In event of air strikes, we would report to Congress
consistent with the WPR within 48 hours after strikes.
Roberts Amendment does not apply to air strikes. It is
limited to ground unit deployments. A report would be
provided before deploying additional ground forces to the FRY,
Macedonia or Albania.
If pressed about exit strategy for deployment:
Our commitment would not be open-ended, but rooted in a
realistic exit strategy. Learning from Bosnia, key to this is
not setting automatic deadlines, but creating benchmarks for
critical conditions needed for self-sustaining peace.

Have shaped peace agreement with exit strategy firmly in mind.
Provides for removal of most Serb forces and demilitarization
of KLA. Will eliminate Serb repression and give Kosovars back
control over their own lives. With OSCE help, Kosovars can
develop political institutions needed for self-government and
build own police force for law and order.
May still be a need for over-the-horizon capabilities to deter
a return of Serb security forces to Kosovo, but should no
longer be need for international force in Kosovo.
If pressed on costs of deployment:
Recognize that costs on military and civilian side would be
significant -- preliminary estimates for FY-99 are $1.5-2
billion for military and civilian implementation -- and would
need to seek emergency supplemental request.
Does not seem possible to rely on offsets or use recently
increased defense spending for readiness and modernization.
Embassy Security
The security of U.S. embassies is not just desirable. It is
essential.
I am determined to protect the safety of the men and women who
represent the United States overseas.
It is important to realize that this cannot be done overnight.
It is a multi-year project.
This is why I asked for an advance appropriation of $3 billion
for new embassy construction.
To carry out this ambitious project efficiently and quickly,
the State Department needs to know that the resources will be
available.
We must work together toward the goal -- which we all share --
of protecting our people overseas.

Proposed Presidential Mission to Kosovo by
Senator Dole
Purpose
To attain your agreement to sending Bob Dole on a Presidential
Mission to Kosovo to deliver a message to the Kosovar Albanians
that they should support an interim political settlement.
Background
At the recently-concluded discussions at Rambouillet, the
Kosovar Albanian delegation accepted the interim settlement
endorsed by the Contact Group subject only to technical review
and two weeks of consultations in Kosovo. Our objective is to
assist the Kosovar Albanians in reaching a final "yes" prior to
the resumption of talks on March 15.
To this end, Madeleine Albright has spoken to Bob Dole about his
travelling to Kosovo to deliver a message that Kosovar Albanians
should support an interim political settlement. Dole is
respected in Kosovo and is already active in the former
Yugoslavia as Chairman of the International Commission on
Missing Persons. He is ready to take on this task, and is
available for a 3-4 day mission starting the end of next week.
I agree that Dole's involvement would help advance a settlement
while demonstrating both in Kosovo and at home bipartisan
support for the approach we are taking. Given Dole's stature,
Madeleine and I believe that his trip should be designated as a
Presidential mission.
Dole's visit would be a one-time mission undertaken as a private
citizen at the President's request. He would neither be paid

nor exercise federal authority, e.g. by negotiating on behalf of
the government.
RECOMMENDATION
That you approve sending Bob Dole to Kosovo on a Presidential
mission and direct the Department of Defense to provide the
necessary airlift support.
